The Village of Glen Carbon board met Tuesday, May 24.

The Village of Glen Carbon is governed by a mayor and board who are elected at large by the people of the village. The mayor and board serve four-year terms.

Mayor Jackstadt called the meeting to order

The Pledge of Allegiance was recited by all.

MEMBERS PRESENT: Jorja Dickemann, Ross Breckenridge, Mary Beth Williams, Micah Summers, Steve Slemer

MEMBERS ABSENT: Brooke Harmony

Mayor Jackstadt announced that Trustee Harmony will be unavailable for the meeting. She requested to attend electronically either later in the meeting or in executive session. Ross Breckenridge moved Micah Summers seconded to allow Trustee Harmony to attend the meeting electronically due to her employment requirements. (5 Ayes)

Letters of Interest to the Board/Mayor’s Announcements

The VFW Post 2222 and the American Legion Post 435 will hold the Memorial Day ceremony on Monday, May 30, 2016 at 9:00 a.m.

The Village of Glen Carbon is in partnership with the City of Edwardsville to offer a new recreational opportunity for our residents. The Ed Glen Pool at SIUE has plans to open May 28th at noon. The pool is located at the SIUE campus. Residents have the opportunity to purchase daily passes or memberships. For more information, please contact Village Hall at 618-288- 1200.

The 52nd NAACP Edwardsville Branch Freedom Fund Banquet will take place on Sunday, June 5, 2016 at 3:00 p.m. in the Meridian Ballroom on the campus of Southern Illinois University at Edwardsville. For more information contact John E. Cunningham at 618-692-6610.

The G.L.E.N. Committee is seeking award nominees for the 2016 G.L.E.N. awards. The deadline for nominations is June 6, 2016. Judging will take place on June 11, 2016.

Ms. Featherstun thanked Inspector, Joe Lancey for his admirable work in helping them with the up keep of the property located at 98 Lakewood. Also there is a wedge of property behind this property on Abbey Road that needs to be mowed.

Mayor Jackstadt announced Massage Envy as the May Business of the Month.

MAYOR’S ANNUAL INFORMATION CONCERNING THE AFFAIRS OF THE VILLAGE PURSUANT TO 65ILCS5/3.1-35-5

Mayor Jackstadt stated presented the annual information concerning the affairs of the Village of

Glen Carbon. A power point presentation was provided that showed:

- The last five year of all building permits

- New construction permits for commercial and residential

- Property Tax Levy History

- Sales Tax History

- Ten Year History of Equalized Assessed Value

- Tax Rate History over ten years

- Audited Fund Balances

Mayor Jackstadt provided the Year in Review that included:

- Dispatch Center Renovation Project

- Old Troy Road Engineering Work

- Phase III Main Street Streetscape Work

- New Phone System

- New Budget Format

- Republic Services New Contract that implemented Automation

- Extended Water Purchase Agreement

- Community Pool

- Police Department Support Supervisor

In closing Mayor Jackstadt stated the State of the Village of Glen Carbon is good.

Update on Economic Development Plan and Other Items – Tim Ashe, Economic

Development Intern

Tim Ashe, Economic Development Intern, reported that he has been working to build the foundation for which the economic development plan will be built. He provided the following documents:

- Original outline for economic development planning process

- Timeline of the stake holder interview process

- Cover letter to be sent out to stakeholders

- Stakeholder questions

- Original stakeholder question review by Development Strategies – Bob Lewis

- Draft of potential Stakeholders

- Status report on economic development intern

Approval of Resolution No. 2016-21 – A Resolution Approving Historical Landmark Designations

Steve Slemer motioned for approval of Resolution 2016-21 – A Resolution Approving Historical Landmark Designations. Micah Summers seconded.

Properties named on the resolution are:

Ross Breckenridge moved for approval of the appointment of Keith Schmidt to the Glen Carbon Planning & Zoning Commission for the term of 5/24/2016 to 5/01/2021. Micah Summers seconded.

Mayor Jackstadt announced that Mr. Schmidt sent an email resigning from the Community Events Committee.

Approval of the Appointment of Paul Hanson as Chairperson to the Glen Carbon Zoning

Board of Appeals Effective June 1, 2016

Micah Summers motioned for approval of the appointment of Paul Hanson as chairperson to the Glen Carbon Zoning Board of Appeals effective June 1, 2016. Jorja Dickemann seconded. Mayor Jackstadt referenced the resignation letter submitted by Dr. John Navin, the current chairperson that will be effective May 31, 2016.

Approval of Resolution No. 2016-19 – A Resolution Consolidating the Working Cash Fund (Fund 750) into the Parks Capital Expenditures Fund (Fund 310) in the Village of Glen Carbon’s Accounting System – Trustee Jorja Dickemann/Scott Borror, Director of Finance Mary Beth Williams moved for approval of Resolution No. 2016-19 – A Resolution Consolidating the Working Cash Fund (Fund 750) into the Parks Capital Expenditures Fund (Fund 310) in the Village of Glen Carbon’s Accounting System. Non-Home Rule Municipal Sales Tax

Steve Slemer motioned for approval of Resolution No. 2016-20 – A Resolution Calling for a Referendum to Permit a Non-Home Rule Municipal Sales Tax. Micah Summers seconded.

Jamie Bowden reported that the Finance and Administration Committee recommended approval of proceeding with the referendum asking for an additional.25% to the municipal sales tax to be used for improvements to public infrastructure.

Approval of Ordinance No. 2016-14 – An Ordinance Amending Ordinance No. 2015-22 Which Adopted the Village of Glen Carbon’s Budget for Fiscal Year Beginning May 1, 2015 and Ending April 30, 2016

Jorja Dickemann motioned for approval of Ordinance No. 2016-14 – An Ordinance Amending Ordinance No. 2015-22 Which Adopted the Village of Glen Carbon’s Budget for Fiscal Year Beginning May 1, 2015 and Ending April 30, 2016. Ross Breckenridge seconded.

Scott Borror, Director of Finance, presented Ordinance 2016-14 that outlines seven amendments, some of which are budget neutral due to increases in both revenues and expenses. The most significant expenditure increase is because of two water system capital projects that carried over from the previous fiscal year. The other notable amendment is an additional contribution to the Police Pension Fund, done in order to meet the actuarial required employer contribution amount.

Approval of the 4th Amendment to the Village of Glen Carbon’s Deferred Compensation Plan Allowing Individuals the Option of Partial Lump Sum Payments

Micah Summers moved for approval of the 4th amendment to the Village of Glen Carbon’s Deferred Compensation Plan allowing individuals the option of partial lump sum payments.

Ross Breckenridge seconded.

Approval of Ordinance No. 2016-15 – An Ordinance Approving the Placement of Stop Signs in Savannah Crossing

A list of eight (8) bicycles which were abandoned/recovered property of the Village of Glen Carbon was provided.

Update and Approval of the 2016 Homecoming Vendor List

Steve Slemer moved for approval of the 2016 Homecoming Vendor List. Ross Breckenridge seconded.

A list showing three (3) additional vendors for the 2016 Homecoming included:

- Habitat for Humanity – Smash a Car

- Mission Ready Outdoor Laser Tag

Approval of Contract from Sunbelt Rentals in the Amount of $1,280.40 for Four (4) Light Towers

Steve Slemer motioned for approval of the contract from Sunbelt Rentals in the amount of $1,280.40 for four (4) light towers. Micah Summer seconded.

Voting against: None

Mayor Jackstadt entertained a motion to go into executive session pursuant to Sections 2C1 – Appointment, employment, compensation, discipline, performance or dismissal of specific employees; 2C5 – Purchase or lease of real property for use by the public body; 2C6 – Setting of a price for sale or lease of property owned by the public body, 2C11 – Litigation against or affecting or on behalf of the body when the same is pending or there is a specific finding that action is probable or imminent. We will reconvene only for the purposes of adjournment.

Jorja Dickemann motioned to go into executive session pursuant to Sections 2C1, 2C5, 2C6, 2C11. Steve Slemer seconded.
