Granite City Board of Appeals meets, approves motion

City

The Granite City Board of Appeals met Wednesday, June 1.

"The Board of Appeals is a quasi-judicial body that provides the public with a final administrative review process for appeals relating to a wide range of City determinations. The Board strives to provide an efficient, fair and expeditious public hearing and decision-making process before an impartial panel as a last step in the City's permit issuance process."

June 1st, 2016 

The Granite City Board of Appeals met on Wednesday June 1, 2016. Chairman Sam Akeman called the meeting to Order at 7:00 PM. 

WELCOME 

The Chairman, Sam Akeman, welcomed everyone and began the meeting by requesting Roll Call. 

ROLL CALL 

Members Present: Sam Akeman, Kitty Reither, Michael Fultz , Barbara Hawkins, David Czerny and Cheri Petrillo. Also present: Zoning Administrator Steve Willaredt, Building Inspector Ralph Walden, Alderman Tim Elliott. Excused absence: Andy Raines, Asst. City Attorney Laura Andrews, Alderman Dan McDowell and Economic Developer James Amos. 

COMMENTS/SWEAR IN 

The Chair explained to the Petitioners the Board of Appeals is a recommending body to the City Council and the Council will have the final determination at their next regularly scheduled meeting to be held on June 7, 2016. He then asked the Petitioners to stand and they were sworn in. 

MINUTES / AGENDA 

A motion to approve the Minutes from the previous meeting held May 4, 2016, and this evening’s Agenda was made by Michael Fultz and seconded by David Czerny. Voice vote. All ayes. Motion carried. 

PETITIONER (1): Emily Buckingham 2816 Ralph St Parcel ID: 22-2-20-17-10-102-015 Petition request a zero (0) side property setback variance to allow for a privacy fence on a corner lot. District Zoned R-3 Emily Buckingham introduced herself and stated her house sits on the corner of Ralph and 28th Street. She would like a zero (0) side setback variance on the side of property facing 28th Street by the sidewalk. The board asked the Zoning Administrator Steve Willaredt his concerns regarding this petition. Mr. Willaredt stated he has no concerns. Discussion: Barbara Hawkins concern was height of fence. Kitty Reither’s concern was the type of fence and visibility of traffic from oncoming streets. The Chairman asked if there was anyone in the audience that wanted to speak either for or against this petition. None present. 

MOTION: A motion to approve zero (0) side setback variance on 28th Street for a privacy fence made by Michael Fultz and seconded by David Czerny. Roll call vote. All ayes. Motion carried. Sam Akeman Yes Kitty Reither Yes Michael Fultz Yes David Czerny Yes Barbara Hawkins Yes Cheri Petrillo Yes 

PETITIONER (2): Hollis Riggins III 2612 Adams Parcel ID: 22-2-20-18-07-203-007 Petition request a one (1) ft side property setback variance east side of resident to allow for a carport. District Zoned R-3 Hollis Riggins III introduced himself and stated he would like a one (1) ft side property setback variance east side of resident to attached the carport to the house. Mr. Riggins stated the drawing he presented, he is changing the style of carport to a Boxed Eave Style instead of the Rounded Regular Style. The board asked the Zoning Administrator Steve Willaredt his concerns regarding this petition. Mr. Willaredt stated the reason for this variance is the carport post would sit in the middle of the garage doorway and you would not be able to get in or out of the garage. Kitty Reither’s concern was the drainage running off the carport into the neighbors yard. Cheri Petrillo’s concern was against the carport in the back yard. The Chairman asked if there was anyone in the audience that wanted to speak either for or against this petition. None present. 

MOTION: A motion to approve one (1) ft side setback variance east side of resident for an attached carport to the house made by Kitty Reither and seconded by Michael Fultz. Roll call vote. Five ayes and one nay. Motion carried. Sam Akeman Yes Kitty Reither Yes Michael Fultz Yes David Czerny Yes Barbara Hawkins Yes Cheri Petrillo No
