MINUTES OF MEETING

Springfield-Sangamon County Regional Planning Commission

March 16, 2016

1. CALL TO ORDER.

Chairman Brad Mills called the meeting to order at 9:32 AM.

2. ROLL CALL.

Mary Jane Niemann called the roll.

3. MINUTES OF MEETING.

Chairman Mills asked if there were any additions or corrections to the minutes of the January 20, 2016

Regional Planning Commission meeting. There were none. Frank Squires moved to accept the minutes

as mailed. Eric Hansen seconded the motion and the vote was unanimous.

4. MINUTES OF THE EXECUTIVE POLICY BOARD.

There was no meeting of the Executive Policy Board.

5. REPORT OF OFFICERS.

There was no report of officers.

6. REPORT OF THE EXECUTIVE DIRECTOR.

A. SSCRPC Meeting Notices – Norm Sims noted that the February 2016 SSCRPC meeting was

cancelled due to a lack of business. He stated that the final meeting agenda is mailed/emailed out

the Friday prior to the upcoming Wednesday meeting. If a meeting were to be cancelled, it will

be indicated on the final agenda. A meeting will never be cancelled after the final agenda is

distributed.

B. Commodity Flow Study – Sims reported that a contract between the American Environmental

Corporation and the SSCRPC regarding the creation of a Commodity Flow Study will be

presented to the Finance Committee next week for their approval. The study will be valuable to

the Springfield Area Transportation Study’s (SATS) ongoing transportation planning efforts as

well as to the Sangamon Valley Local Emergency Planning Committee. The study will determine

the types and amounts of hazardous materials being moved within and through the Metropolitan

Planning Area (MPA) on trains and trucks. Results will be used to update SATS plans and plans

of emergency responders regarding the potential release of hazardous substances. Sims noted that

the study was begun in the past, but never finished.

C. City Comprehensive Plan Update – Sims stated that the agreement between the City of

Springfield and the SSCRPC regarding an update of the Springfield Comprehensive Plan has

been finalized. SSCRPC staff has begun preliminary analysis and mapping.

D. Dawson Comprehensive Plan – Sims noted that he is working on the final draft of the

Comprehensive Plan for the Village of Dawson. The final draft is expected to be completed by

the end of this month.

E. SSCRPC Staff – Sims reported that SSCRPC staff member Jeff Fulgenzi, Senior Planner –

Strategic & Comprehensive Planning, has left employment with the SSCRPC and accepted a

position with the State of Illinois.

F. April SSCRPC Meeting – Sims noted that he will not be in attendance at the April 20, 2016

SSCRPC meeting due to a family obligation. SSCRPC staff member Molly Berns will sit in for

him at that meeting.

7. CORRESPONDENCE.

There was no correspondence.

8. PUBLIC HEARING.

There was no one who wished to address the Commission.

9. COMMITTEE REPORTS.

Land Subdivision Committee – Joe Zeibert presented one project within the City of Springfield’s

subdivision jurisdiction to be reviewed by the Planning Commission this month.

Preliminary Plan

Description: Pt. SW ¼, Section 10, T15N, R5W

LSC Action: Recommend approval of the preliminary plan.

Zeibert stated that this development is located at the corner of Linton Avenue and Professional Drive. It

is being requested that the one acre lot be divided into two lots. The necessary zoning relief has been

received and sufficient services are available to the area.

Commissioner Joe McMenamin asked who the seller of the property was. Zeibert said the owner was P

& P Acquisitions LLC. Commissioner McMenamin then asked who the principals were. Zeibert said

he would need to look that up in the SSCRPC office after this meeting.

Commissioner Eric Hansen moved to concur with the action of the Land Subdivision Committee to

approve the preliminary plan. Commissioner Gregg Humphrey seconded the motion and a voice vote

was unanimous.

10. UNFINISHED BUSINESS.

There was no unfinished business.

11. NEW BUSINESS.

There was no new business.

12. SPECIAL ANNOUNCEMENTS.

There were no special announcements.

13. ADJOURNMENT.

Chairman Mills stated that the next meeting will be held on April 20, 2016.

There being no further business, Commissioner Squires moved to adjourn. Commissioner Hansen

seconded the motion and the meeting adjourned at 9:40 AM.
