Belleville Finance Committee signs facility renovation agreement

The city of Belleville Finance Committee met Feb. 13 to sign a development agreement for facility renovations.

Chairman Silsby called the meeting to order at 7:02pm. Alderman Seibert was excused.

Evacuation procedures were explained. In case of severe weather everyone should exit through the back door and go to the interior hallway.

Chairman Silsby opened public participation.

Michael Hagberg asked if the state was behind on any revenues. The Finance Director stated that they are not behind at this time, but State revenues are down.

Chairman Silsby asked for a motion to approve the minutes from the January 9, 2017 Meeting.

Motion Alderman Hazel made a motion to approve the minutes from the January 9, 2017 Meeting. Alderman Pusa seconded. All attending members voted yes. The motion passed.

Development Agreement with Mark Tissier for Remodeling of Existing Facility at 1026 N. Douglas Eric Schauster asked the committee to approve the Development Agreement with Mark Tissier. They are requesting sales tax abatement on building materials for the remodeling. Discussion followed.

Motion Alderman Galetti made a motion to approve the Development Agreement with Mark Tissier for the remodeling of the exisiting facility at 1026 N. Douglas. Alderman Randle seconded. Roll call vote was taken. Alderman Hazel, Pusa, Randle, Ovian, Galetti, Musgrove and Silsby all voted yes. The motion passed.

Request to Waive Fees (S585.00) for Belleville Historical Society Mr. Betz asked the committee to waive the fees for the Historic Society which is working toward developing a Museum and Bed & Breakfast in the old Barnes Funeral Home at 8501 West Main Street. Discussion followed concerning separating the fees.

Motion Alderman Galetti made a motion to approve the request to waive the fees of $585.00 for the Belleville Historical Society. Alderman Pusa seconded. Roll call vote was taken. Alderman Hazel, Pusa, Randle, Galetti, Musgrove and Silsby all voted yes. Alderman Ovian voted no. The motion passed.

Alderman Ovian stated that there is a group that will pay the fees so they won't have to be waived by the City. Discussion followed. The committee decided to send the motion to the Council and let them decide.

Revenue Sources Receive and File.

Motion Alderman Galetti made a motion to receive and file the revenue sources. Alderman Randle seconded. All attending members voted yes. The motion passed.

Alderman Galetti made a motion to adjourn at 7:16pm. Alderman Ovian seconded. All attending members voted yes. The motion passed.
