Belleville Traffic Committee addresses trash collection difficulties

The city of Belleville Traffic Committee met Feb. 14 to address trash collection difficulties.

Here are the meeting's minutes, as provided by the committee:

TRAFFIC COMMITTEE

REGULAR MEETING

TUESDAY, FEBRUARY 14, 2017

Firehouse #4 – 8:00 a.m.

MEMBERS:

Alderman Bob White, Chairman Present

Alderman Jane Pusa Present

Alderman Scott Tyler Present

Alderman Johnnie Anthony Absent

Alderman Phil Elmore Present

STAFF SUPPORT:

Tim Gregowicz, City Engineer Present

Lt. Col. Jim Spargur, Police Dept. Present

GUESTS: Dean Hardt, City Treasurer, Michael Hagberg, David Swope

Alderman White called the meeting to order at 8:00 am.

Minutes of December 13, 2016 approved as submitted.

PUBLIC PARTICIPATION:

Mr. Hagberg mentioned follow up on fire lanes on S. 19th; street signs - one regarding Huff St, and one regarding St. Clair, and feels the

maps should match the street signs.

OLD BUSINESS:

E1. Bel-Aire & Lilac traffic: Chairman White explained the speed monitor was out and he has spoken with residents and stated it appears things are good.

NEW BUSINESS:

F1. 1100 Block of Patterson Ct: Alderman Elmore stated there is a state house on the corner and trash trucks have difficulty getting through. The workers were to use the spaces in back. Now, they park down the street. Mr. Swope explained the parking on the street up to the corner causes problems at the intersection and would like both sides as no parking and extend the no parking on his side 3’ beyond his driveway, as they park so close he can’t get out. He spoke with other residents and they have no problems with doing that. Gregowicz stated ordinance states 6’ clearance from driveways and 30’ from stop signs. Discussion. Lt. Col. Spargur asked if anyone has spoken with the people – and do they need more parking? What are their needs? He said there needs to be conversation with them before taking other options. Elmore said he spoke with them – but it is always a different person. He doesn’t think we need more ordinances, just enforce the current. Alderman Elmore made a motion seconded by Alderman Pusa to paint the curb according to ordinances on books.

F2. Lindenwood U. parking plan: Elmore said Alderman Buettner sent a detailed letter regarding the Lindenwood’s parking plan. White said he has heard from other people and the agreement with L.U. was the students were not supposed to park on the street. L.U. agreed to this and are still trying to get students to park in the parking lots. Discussion. White believes there is a personal responsibility here and maybe someone should speak with L.U. security staff. Chairman White asked if any action is needed from here? Elmore said they need to be encouraged to enforce what they agreed too.

MISCELLANEIOUS:

Chairman White said Wabash Ave had trouble with speeders and Police Dept. has been attentive and he thinks it’s slowing down a bit.
