Call to Order, Pledge Allegiance to the Flag, and Trustee Roll Call

Public Comment - Information Relative to Prevailing Wage was presented by Robert Trentman, Randy Harris, and other community members. The Board was presented with three reports supporting prevailing wage laws. One was dated May 10, 2016 and entitled, "The Impact of Prevailing Wage Laws on Military Veterans: An Economic and Labor Market Analysis." Another was dated February 9, 2016, and provided an impact study of the Prevailing Wage Laws on the Construction Industry by the Illinois Economic Policy institute. The October 7, 2013 study by the University of Illinois at Urbana-Champaign on the economic and social impacts of repeat of the prevailing wage law in Illinois was touched upon. Some on-line clips on the subject related to construction projects in Gilroy and Palo Alto California were presented. Another one dealt with roofing construction in West Virginia was summarized. It was noted that labor was a small portion of the total cost of a project, and the coordination and training supported by the prevailing wage laws allows for more cost effective structurally sound construction projects. The Village's regular use of prevailing wage laws and rates were reviewed. It was noted that information recently summarized in the January 2017 issue of how municipalities are affected by the battle over the state's Prevailing Wage Act may not have sufficiently addressed concerns regarding the legislative actions of the state. The presenters offered to provide some follow up assistance regarding preparation of an ordinance to address responsible bidders.

Approval of Minutes-Wells, Pulley, and Trustees voice votes supported reviewing in total and accepting the outlined below minutes.

Mayors Announcements/Correspondence -

A 3/17/17 email from Claire Jordan requesting as a 7" grader and participant in American Heritage Girls (AHG), she wanted to help the library with a future book drive to be held at the Turkey Hill Grange, which would benefit the Swansea Children's book lending library in the entrance to the Swansea Administrative Building. There were no objections to this request, and the Mayor indicated that he would respond providing permission for the project.

A letter received 3/15/17 from the Girl Scouts of Southern illinois provided notice that Sarah Eversman earned her Girl Scout Gold Award, completing a project called Plastic Caps. With over 400 lbs, of Collected and recycled plastic bottle caps a bench was made for her school. She also constructed a wood bench and created new flowerbeds, making a difference in the community. The Girl Scouts requested that

Sarah Eversman be recognized with a certificate/congratulatory letter from the Village of Swansea. Motion by Wells, Ruocco to send Sarah recognition for her accomplishments. Pulley noted that a paper folder could contain the congratulatory Communications.

A 3/9/17 letter from Illinois South Tourism was read and presented. It was noted that the letter was requesting a commitment of support by mid-April. It was reviewed that many years ago Swansea contributed a small amount to the organization, but made a conscious decision not to continue sending the contribution.

Attorney Announcements/Correspondence - No comments were heard.

Treasurer's Report - The report as of 2/28/17 was presented. The report was accepted with a motion by Wells, Lanter, and Trustees' roll call votes.

Reports - Announcements / Comments

Department Head and Park Board Reports - Announcements / Comments Reports PD Report - Two recent training events were reviewed. It was noted that one of the training events was held locally in St. Louis and the other involved grant money to allow for attendance. Carburglaries with vehicles being left unlocked and in the case of a stolen car the keys were left in an unlocked car were noted. Information is available on PD "blotter" stats on the website. There is a short delay of about a day, and in the future with the dispatch consolidation it is expected that the information and maps will be automatically uploaded. The stats are also outlined in the packet information provided, showing 911 calls increased slightly from last year. Fire Department (FD) Report - Joost was thanked for his work on specs for the burn building project. In the future fire fighters from throughout the state may participate in training in the local community. The youth academy is scheduled for June 26, 27, and 28, 2017, and the burn building may be used as part of the youth academy. The no-cost, annual LEPA permits to allow for burning inside and outside were noted. Air Packs were tested and passed. Ordinance changes relating to the FD will be presented at the next meeting. Swansea programming changes to the Belleville dispatch console will be consolidated with the Signal Hill ones already scheduled to save money. The garage at Engine House 1 was damaged and Budde was thanked for his assistance with the coordination of the repair. A victim rescued from an apartment fire is doing fine. Street Department Report-Drainage, improvements on Smelting Works Road, patch, sweep, and clean-up efforts were reviewed. Faded stop and yield signage is being replaced. Lawn season is beginning, along with work on the budget.

Sewer Department Report - Flows, sludge production, water treatment was reviewed, along with 3/24/17 proficiency testing, which is to be graded and sent to the Federal and State EPA. Improved maintenance program reviews and streamlining the efficiency of maintenance was reviewed. Kyle Wallace has time in service to allow him to pursue Class 3 training. It was noted that there was no cost to take the exam and he was expected to perform well.

Code Enforcement Report - No comments were heard. Park Board Report - Changing tables are recommended and the first two are to be added to the restrooms at the Norman Lehr Center. They cost about $350 each. It was noted that there are about 20 members of the dog park and about 5 recent requests for applications. The Park Board suggested discontinuing fee charges for use, if this action might eliminate administrative time on dog park membership issuance time and costs. A Candidates forum will be held on 3/29/17 and 3/30/17. The Patriots' sound system has been requested to be used for the events. The Park Board suggested DJ (not live band) music be allowed at the Thompson Center. The Thompson Center might be utilized for summer children's programs and other such uses, if fees were allowed to be paid to not for profit organizations that wanted to recoup supplies and staff costs. It was noted that proceeding to allow for charging of fees should be pursued carefully. There was no desire to have a business Lise the Thompson Center for a profit-making venture. Bike Traits need sealing. Deliverance Mission asked to use the Schranz Park 8/5/17 for a community event open to the public. This is supported as long as Deliverance Mission is charged for the use, as the event will result in costs to the Village. An edible garden grant is being sought. Administrator - it was noted that a written report was provided. Draft Annexation Agreement for the Lerch Property was reviewed with the owner, and has been presented to their attorney. The Trust 7 organization was similarly sending the draft to their attorney. The Administrator participated in a Polo Run homeowner's association meeting answering questions at the meeting and follow up questions after the meeting.

Ordinance 1776 - Motion by Wells, Lanter, and support of the Trustees resulted in the reading as follows: "An Ordinance To Amend The Swansea Municipal Code, Chapter 20 Swansea Zoning Code, Part 3, Zoning Districts And Map, Section 20-303 Zoning Map, And To Approve The Zoning Map Reflecting Changes Occurring During The Year 2016." Motion by Wells, Lanter, and roll call vote of aye from Trustees, supported the acceptance of the ordinance.

Approval of Bills - Lanter, Pulley, and Trustees roll call vote of aye, supported the motion to accept and pay from proper accounts the 3/7/17 through 3/20/17 total bills of $274,302.98. The bills included 3/9/17 Payroll of $117,853.44 and other items.

Sewer Debt Write Offs - Motion by Lanter, Neumeyer, and roll call vote of aye from Trustees, supported the write offs.

Findings of Fact Updated Preliminary Plat for the Villas at Ravenel Subdivision - The P&ZBoard recommended approval with contingencies (a sewer easement be granted by the owner/developer) for a pending sewer project with the location pending and expected to be located at the South property line between the Villas at Ravenel Subdivision and the Manors at Woodfield Subdivision specified in Exhibit A of the Preliminary Plat. Motion by Wells, Pulley, and members voice vote supported acceptance of the P&Z findings of fact.

Resolution 1-2088-Motion by Wells, Lanter, and support of the Trustees resulted in the reading as follows: "A Resolution Approving the Preliminary Plat for the Villas at Ravenel Subdivision in Accordance with the Subdivision Regulations of the Village of Swansea." Motion by Wells, Lanter, and roll call vote of aye from Trustees, supported the acceptance of the resolution.

Motion to Authorize issuance of RFP for Redevelopment of 1500 Boul Avenue - Motion by Wells, Pulley,

and voice vote of aye from Trustees, supported the RFP issuance authorization.

Resolution 1-2089 - Motion by Wells, Lanter, and support of the Trustees resulted in the reading as follows: "A Resolution Accepting the Bid Submitted by American Fire Training Systems Inc., 15200 New Avenue, Lockport, IL 60441, for the Design, Build, and Construction of a Fire Training Facility at FireHouse #2, 144 Huntwood Road, for a Bid Price of $162,331.25." Motion by Neumeyer, Lanter, and roll call vote of aye from Trustees, supported the acceptance of the resolution.

Resolution 1-2090-Motion by Wells, Lanter, and support of the Trustees resulted in the reading as follows: "A Resolution Authorizing Acceptance and Execution of an Engagement Letter with lowenbaum Law, 222 South Central Avenue, Suite 900, St. Louis, MO 63105, for Representation of the Village of Swansea in Labor Relations and Collective Bargaining Matters." Motion by Neumeyer, Pulley, and roll call vote of aye from Trustees, except Ruocco and Wells voting no, supported the acceptance of the resolution.

Motion to approve pay request in the amount of $30,855.11 to Haier Plumbing & Heating Inc. for Schae Fries Drive Sanitary Sewer improvements. Motion by Pulley, McGuire, and roll call vote of aye from Trustees, supported the pay request approval.

Resolution 1-2091 - Motion by Wells, Lanter, and support of the Trustees resulted in the reading as follows: "A Resolution Accepting the Price Quote of $3,198.62 From Kaeser Compressors Inc., of 322 Fee Fee Road, Maryland Heights, MO 63043, for the Purchase of Compressor Repair Parts for the Swansea Waste Water Treatment Plant." Motion by Wells, Lanter, and roll call vote of aye from Trustees, supported the acceptance of the resolution.

Motion to submit proposed Modification in Scope and Budget for DCEO Smelting Works Road Grant 13-203248 - Motion by Wells, Lanter, and roll call vote of aye from Trustees, supported the submittal of modifications.

Request from Wolf Branch School to use Pavilions A & B in Schranz Park on Thursday, May 4, 2017 for the Annual School Celebration with additional request for inflatables-Motion by McGuire, Neumeyer, and roll call vote of aye from Trustees, supported the approval of the request to use the Pavilions at no cost to Wolf Branch School.

Executive Session - Exception 5 ILCS 120/2(c)(1), to the Open Meetings Act - “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body." An executive session was not requested or held.
