1. 46675 Recreate vacant position #3665 from a 1.0 FTE Equipment Operator II (CG16, R10) to a 1.0 FTE Automotive Mechanic (CG16, R13) in the Water Utility budget.
2. 46676 Recreate vacant position #3305 from a .90 FTE Clerk Typist 2 (CG20, R06) to a 1.0 FTE Administrative Clerk 1 (CG20, R09) in the Department of Civil Rights budget.
3. 46683 Authorizing the double-fill of position #3051 Transit Finance Manager due to the retirement of Wayne Block.
4. 46728 Approving an extension of a provisional appointment and double fill for position #68 Affirmative Action Manager Jaya Sharma until June 23, 2017.
5. 46886 Recreate the 0.6 FTE Clerk Typist 1 position, #3707 as a 1.0 FTE position, within the Library budget.
6. 46652 Authorizing Information Technology staff to click on End User License Agreements for licensing and use of certain software, and authorization for indemnification of the software vendor by the City.
7. 46815 Repealing and replacing Section 10.05 of the Madison General Ordinances entitled “Occupancy of Rights-of-Way” and amending Sec. 1.08(3)(a) to update the bond schedule.
8. 46788 Amending Traffic Engineering’s 2017 Capital Budget to include the assessable expenses and funding relating to the construction of the Colony Drive and South Gammon Road Traffic Signal, and for the installation of a westbound right turn lane for signal operation. (9th and 19th AD)
9. 46710 Authorizing the sole source purchase of services contract with Controlworks for low voltage HVAC controls for the installation and programming of a new building automation system at Warner Park Community Recreation Center and Amending the 2017 Adopted Capital Budget to transfer $10,000 of existing GO borrowing budget authority from the Engineering-Facility Management's Sustainability Imrovements capital program to Parks Division's Park Facility Improvements capital program.
10. 46705 Amending RES-16-00536 Authorizing the Acceptance of an Idle Industrial Sites Redevelopment Grant from the Wisconsin Economic Development Corporation (WEDC).
11. 46745 Amending Resolution Enactment No. RES-16-00567, which authorizes the execution of a Purchase and Sale Agreement between the City and Greywolf Partners, Inc. for the purchase of City-owned Lots 21-23 and Lots 32-34 in The Center for Industry & Commerce to extend the due diligence period.
12. 46736 Authorizing the Mayor and City Clerk to enter into an agreement with RNL Design Inc. to provide professional predesign and schematic design architectural and engineering design services for the Metro Transit Nakoosa Trail Satellite Bus Facility in the amount of $428,545.
13. 46636 Amending the adopted 2017 capital budget to transfer $75,000 of general obligation borrowing authority from the Energy Improvements major program into the Park Facility Improvements major program to partially fund the Olbrich Solar Hot Water project within the Engineering-Facilities Management capital budget.
14. 46812 Amending the 2017 Adopted Capital Budget to increase the funding authorization for the Capitol East Parking Garage project by $1,890,465, and amending the Graef-USA, Inc design contract to increase the design fee by $45,600.
15. 46836 Accepting a Permanent Easement for Public Transportation Purposes from 149 East Wilson, LLC across property located at 151 East Wilson Street and, in exchange, authorizing the Mayor and City Clerk to execute an Access Easement Agreement with 149 East Wilson, LLC across the City-owned rail corridor located behind 151 East Wilson Street.
16. 46802 Approving the provision of up to $150,000 in 2017 Emerging Opportunities Program (EOP) funds to agencies and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated projects.
17. 46851 Authorizing the Mayor and City Clerk to execute a loan agreement including up to $400,000 in HOME Funds, in addition to a previous $530,000 award made in 2015 from Affordable Housing Funds (AHF), to Movin’ Out, Inc. and Mirus Partners, Inc., or an affiliate LLC for the Madison on Broadway affordable rental housing development.
18. 46781 Approving Facade Improvement Grant to Daniel Kessenich for a project located at 117 E. Main Street.
19. 46804 Amending the City’s adopted 2017 Capital Budget, drawing funds from TID 43 Park/Drake to increase by $600,000 the Economic Development Division’s budget and making available that additional funding for the Greenbush Neighborhood Revitalization Program.
20. 46807 Approving a Small Cap TIF #43 Park/Drake loan of up to $80,000 to Isaac & Megan Knoflicek, Borrower(s), for the renovation of the property located at 315 S. Orchard Street, Madison, WI and its conversion from rental to owner-occupied housing, and authorizing the Mayor and City Clerk to execute a loan agreement with the Borrower(s) to effectuate this transaction.
21. 46805 Extending the life of Tax Increment District (TID) #32 for twelve (12) months for the purposes of the creation of affordable housing and improving City housing stock in the City of Madison.
22. 46808 Extending the life of Tax Increment District (TID) #27 for twelve (12) months for the purposes of the creation of affordable housing and improving City housing stock in the City of Madison.
23. 46811 Extending the life of Tax Increment District (TID) #43 for twelve (12) months for the purposes of the creation of affordable housing and improving City housing stock in the City of Madison.
24. 46810 Terminating Tax Incremental District (TID) #40 (Northside).
25. 46294 Accepting the report entitled, "Ensuring a Vibrant Downtown Retail Destination: A Retail Assessment and Strategy for Downtown Madison", directing staff to begin implementing key recommendations of the report, and repealing resolution RES-15-00206 (Legislative File # 36697)
26. 46865 Amending the 2017 Capital Budget and Authorizing the Mayor and City Clerk to execute a development agreement to fund a $595,000 Jobs TIF Tax Incremental Finance Loan to Extreme Engineering Solutions, Inc. or its assigns to assist in the development of a corporate headquarters and manufacturing facility within the boundary of a proposed TID #47 (Silicon Prairie).
27. 46769 Authorizing the Madison Police Chief to sign a lease agreement with the US Department of the Navy which includes indemnification/hold harmless language, to obtain night vision technology
28. 46791 Approval to Sole Source the purchase and refurbishment of City of Madison ambulances with North Central Ambulance, dba Jerry’s Transmission.
29. 46800 Amending the Police Department’s 2017 Capital Budget to transfer $50,000 in GO Borrowing from the Building Improvements capital program to a capital project authorizing the purchase of a used Lenco Bearcat, and increasing the Police Department fleet vehicles by one.
30. 46848 Approving a contract with the Department of Veterans Affairs for the Fire Department to provide fire fighting services beginning to the William S. Middleton Veterans Hospital.
31. 46725 Approving plans and specifications and authorizing the Board of Public Works to advertise and receive bids for the Madison Police Department Midtown District Station and amending the 2017 Capital Budget to transfer existing authority between major projects and increase general obligation borrowing authority by $84,000 for the purpose of promoting the RESJI through a local labor component for the project.
32. 46803 Authorizing the Madison Fire Department and City Engineering to design an expanded Fire Station 14 building (20,000 SF vs. 14,000 SF) that includes a larger community room and an expanded indoor area to conduct Recruit PAT’s (Physical Ability Test), Incumbent Standards and other training evolutions.
33. 46819 Creating Section 3.09 of the Madison General Ordinances to codify the City of Madison Common Council benefits in the ordinances.
34. 46793 Creating the classification of Common Council Chief of Staff in CG21, Range 18, and creating a new position in the Common Council Office budget as a 1.0 FTE Common Council Chief of Staff in CG21, Range 18.
35. 46867 Amending Section 33.13(2) of the Madison General Ordinances to create the position of Common Council Chief of Staff.
