City of Fairview Heights City Council met April 18.

Here is the agenda as provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 P.M. by Mayor Mark T. Kupsky in the Municipal Complex, 10025 Bunkum Road, Fairview Heights, IL with the Invocation by City Clerk Karen J. Kaufhold and the Pledge of Allegiance by Mayor Kupsky.

Roll Call

Roll call of Aldermen present: Dennis Baricevic, Pat Baeske, Brenda Wagner, Harry Zimmerman, Pat Peck, Roger Lowry, Justin Gough, Denise Williams, Bill Poletti and Frank Menn. Mayor Mark T. Kupsky, City Clerk Karen J. Kaufhold and City Attorney Kevin Hoerner were also present.

Mayor Kupsky welcomed Alderman Elect Ryan Vickers, former Honorable Judge John Baricevic and former Alderman Scott Rich.

Public Participation

Sharon Kassing thanked the City for all the support they give to the Midwest Salute to the Arts and thanked everyone for their participation.

Barbara Shute spoke on behalf of the Beautification Commission about Community Cleanup Day at Moody Park being held on Saturday, April 22nd from 9 a.m. - 1 p.m., Ms. Shute also stated that the Trekking for Trash will be held Saturday, April 22nd at 8:00 a.m.

Scott Rich thanked Alderman Baricevic for his years of service and Alderman Gough for his service and wished them good luck; on behalf of the Mississippi Valley Duck Hunters, Mr. Rich presented Chief Nick Gailius with a $3,000.00 check to Backstoppers.

Consent Agenda

Alderman Lowry moved to approve the April 4, 2017 City Council Minutes, April 4, 2017 Public Hearing Minutes, Finance Director's Report and the bills and invoices presented in the amount of $1,507,871.35. Seconded by Alderman Wagner. Roll call on the motion showed Aldermen Baricevic, Baeske, Wagner, Zimmerman, Peck, Lowry, Gough, Williams, Poletti and Menn voting "Yea." Motion passed on 10 yeas and no nays.

Committee Reports

Mayor Kupsky announced the Community Committee will meet April 19th at 7:00 P.M.

Communication from Mayor

Mayor Kupsky thanked everyone who participated in the Easter Egg Hunt and thanked

the staff and especially the Parks Department; Mayor Kupsky announced this was the first year a Special Needs Easter Egg Hunt was held; Mayor Kupsky thanked the Miracle League and everyone who attended the Special Needs Easter Egg Hunt; Mayor Kupsky stated the Second Annual Community Cleanup Day will be held on Saturday, April 22, 9:00 A.M. to 1:00 P.M. at Moody Park; Mayor Kupsky announced Trekking for Trash will be at 8:00 a.m. Saturday, April 22nd, Pavilion #3, Moody Park; Mayor announced the Prayer Breakfast will be May 4th, 7:30 a.m. at Holy Trinity; Mayor Kupsky thanked Alderman Dennis Baricevic for his years of service and Alderman Justin Gough for his years of Service and Congratulated Alderman Gough on his new role in Caseyville Township; Mayor Kupsky stated that the newly Elected Officials will be sworn in on May 2" at 6:00 p.m. before the City Council Meeting; and he welcomed everyone to attend.

Alderman Lowry thanked Alderman Baricevic and Alderman Gough for the dedication they made to the City.

Unfinished Business

Proposed Ordinance No. 11-17, an Ordinance repealing Chapter 16, of Ordinance No. 190, "The Revised Code," Chapter 16, Fees and Salaries, Article I - Salaries and establishing a New Article | Salaries and, an Ordinance fixing salaries of certain appointed officials and employees of the City of Fairview Heights, IL 2017-2018. Proposed Ordinance No. 11-17 was read for the Second time. Roll call on Proposed Ordinance No. 11-17 showed Aldermen Baricevic, Baeske, Wagner, Zimmerman, Peck, Lowry, Gough, Williams, Poletti and Menn voting "Yea." Proposed Ordinance No. 11-'17 passed on 10 yeas and no nays. Proposed Ordinance No. 11-17 now becomes Ordinance No. 1783-2017.

Proposed Ordinance No. 12-17, an Ordinance authorizing the City to enter into an amended Redevelopment Agreement with Jim McKay at 10408 Lincoln Trail, Fairview Heights, IL to allow City to extend the completion date two months (May 31, 2017). Proposed Ordinance No. 12-17 was read for the second time. Roll call on Proposed Ordinance No. 12-17 showed Aldermen Baricevic, Baeske, Wagner, Zimmerman, Peck, Lowry, Gough, Williams, Poletti and Menn voting "Yea." Proposed Ordinance No. 12-17 passed on 10 yeas and no nays. Proposed Ordinance No. 12-17 now becomes Ordinance No. 1784-2017.

Proposed Ordinance No. 13-17, an Ordinance establishing a budget for the City of Fairview Heights for the Fiscal Year 2017-2018. Proposed Ordinance No. 13-17 was read for the second time. Roll call on Proposed Ordinance No. 13-17 showed Aldermen Baricevic, Baeske, Wagner, Zimmerman, Peck, Lowry, Gough, Williams, Poletti and Menn voting "Yea." Proposed Ordinance No. 13-17 passed on 10 yeas and no nays. Proposed Ordinance No. 13-17 now becomes Ordinance No. 1785-2017.

New Business

Proposed Resolution No. 22-17, a Resolution repealing Resolution No. 4006-2016, passed April 19, 2016, and approved April 21, 2016, and all preceding Resolutions passed and approved since April 21, 2016 and; a Resolution authorizing Departmental Force Levels effective May 1, 2017. Motion made by Alderman Lowry. Seconded by Alderman Baeske. Roll call on Proposed Resolution No. 22-17 showed Aldermen Baricevic, Baeske, Wagner, Zimmerman, Peck, Lowry, Gough, Williams, Poletti and Menn voting "Yea." Proposed Resolution No. 22-'17 passed on 10 yeas and no nays. Proposed Resolution No. 22-17 now becomes Resolution No. 4102-2017.

Proposed Resolution No. 23-17, a Resolution amending Resolution No. 4028-2016, passed on December 20, 2016 and approved December 21, 2016; a Resolution adopting a complete and current City of Fairview Heights Personnel Code. Motion made by Alderman Peck. Seconded by Alderman Baeske. Roll call on Proposed Resolution No. 23-17 showed Aldermen Baricevic, Baeske, Wagner, Zimmerman, Peck, Lowry, Gough, Williams, Poletti and Menn voting "Yea." Proposed Resolution No. 23-’17 passed on 10 yeas and no nays. Proposed Resolution No. 23-17 now becomes Resolution No. 4103-2017.

Proposed Resolution No. 24-17, a Resolution authorizing the purchase of real estate, Parcel Number 03-34.0-103-004 from the St. Clair County Tax Trustee for the purchase price of $789.25. Motion made by Alderman Poletti. Seconded by Alderman Baekse. Roll call on Proposed Resolution No. 24-17 showed Aldermen Baricevic, Baeske, Wagner, Peck, Lowry, Gough, Williams, Poletti and Menn voting "Yea." Alderman Zimmerman abstained. Proposed Resolution No. 24-17 passed on 9 yeas and 1 abstain. Proposed Resolution No. 24-17 now becomes Resolution No. 4104-2017.

Alderman Gough moved to adjourn. Seconded by Alderman Menn. Motion carried.

Meeting adjourned at 7:18 P.M.
