City of Granite City Council met June 6.

Here is the minutes provided by the Council:

Mayor Ed Hagnauer called the regular meeting to order of the city council at 7:06 p.m.

Attendance Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, Elliott, Clerk Whitaker and Mayor Hagnauer were present.

Motion By Simpson, second by Elliott to approve the minutes from the City Council Meeting on May 16, 2017. All Voted Yes. Motion carried.

Motion By Petrillo, second by Davis to approve the request from the Six Mile Regional Library for street closure next to Civic Park for the End of Summer Reading Finale, on Saturday, August 5, 2017 from 10:30 a.m. to 1:30 p.m., under the supervision of the Police and Public Works Departments. All Voted Yes. Motion carried.

Motion By Williams, second by Pickerell to approve the Mexican Honorary Commission for street closures of St Louis Ave from Poplar to Maple and Spruce St from the property line at 1801 Spruce crossing over St Louis Ave to 1749-1750 Spruce, for Saturday, September 9th, 2017 from 12 pm to 9 pm. under the supervision of the Police and Public Works Departments. All Voted Yes. Motion carried.

Motion By McDowell, second by Elliott to approve the request to close St James Street between Indiana and Idaho for a graduation party on June 10, 2017 from 12 p.m. to 9 p.m., under the supervision of the Police and Public Works Departments. All Voted Yes. Motion carried.

Motion By McDowell, second by Petrillo to regretfully respond to Marcos Pizza, that the request was not approved. All Voted Yes. Motion carried.

Motion By Petrillo, second by Elliott to approve the request from the residents of the 2200 block of Cleveland Blvd., to block off the street on Saturday, June 24th from 9:00 a.m. to 5:00 p.m. so they can decorate for the 4th of July, under the supervision of the Police and Public Works Department. All Voted Yes. Motion carried.

Motion By Jackstadt, second by Elliott to approve the request from Holy Family Parish to celebrate the Feast of Corpus Christi on Sunday, June 18, 2017, after the 11:00 a.m. mass, to have a procession around the church property, under the supervision of the Police and Public Works Departments. All Voted Yes. Motion carried.

Motion By Simpson, second by Pickerell to approve the request for live music outdoors at a graduation party at 2311 Pontoon Road, on June 17, 2017 from 2:00 p.m. to 5:00 p.m. All Voted Yes. Motion carried.

Motion By Williams, second by Simpson to deny the request from Ruth Turner. All Voted Yes. Motion carried.

Motion By Jackstadt, second by Petrillo to change the date of the July 4th, 2017 City Council Meeting to Wednesday, July 5th, 2017. All Voted Yes. Motion carried.

Motion By McDowell, second by Elliott to place on file the HARC Minutes from May 23, 2017. All Voted Yes. Motion carried.

Motion By McDowell, second by Jackstadt to suspend the rules and approve under the Omnibus Rule, the nine items on that were approved by the HARC Committee.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By McDowell, second by Elliott to approve the TIF Grant Program Recipiants—1603 Cleveland Blvd., 1832-34 State St., 1417 29th St., 1412 20th St., 1414 20th St., 1401 Niedringhaus, 1940 Cleveland Blvd., 1965 Madison Ave., and 1824 State St.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Thompson, second by Davis to suspend the rules and place on final passage an Ordinance to amend Ordinance No. 8011, to license used car dealers and to permit sales of individual used cars.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Final Passage: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Thompson, second by Petrillo to suspend the rules and place on final passage an Ordinance Repealing Ordinance 2240, and removing two stop signs at the intersection of 21st St. and Lee Ave.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, and Elliott voted yes. Pickerell voted no. Motion carried.

Final Passage: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, and Elliott voted yes. Pickerell voted no. Motion carried.

Motion By Thompson, second by Pickerell to suspend the rules and place on final passage an Ordinance repealing Ordinance 7740, and removing its designation of a handicap parking space at 1610 Spruce Street.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Final Passage: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Thompson, second by Davis to suspend the rules and place on final passage an Ordinance establishing one handicapped parking space for two years at 2123 State Street, within the City of Granite City, Illinois.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Final Passage: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Thompson, second by Davis to approve the Public Works Committee Minutes of May 16, 2017. All Voted Yes. Motion carried.

Motion By Elliott, second by McDowell to place on file the Police Department Monthly Report for May 2017. All Voted Yes. Motion carried.

Motion By Schmidtke, second by Thompson to approve a Resolution to authorize publication of a request for bids to sell an Ambulance to the Granite City Fire Department.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Schmidtke, second by Pickerell to place on file the Fire Department Monthly Report for April 2017. All Voted Yes. Motion carried.

Motion By Davis, second by Simpson to suspend the rules and place on final passage an Ordinance to waive a sewer lien on 2252 Benton Ave.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Davis, second by Simpson to place on file the May 16, 2017 Wastewater Treatment Committee Minutes. All Voted Yes. Motion carried.

Motion By Williams, second by Simpson to give the City Attorney settlement authority as requested in closed session in the Insurance Committee Meeting.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Williams, second by Pickerell to place on file the Insurance Committee Meeting Minutes for May 16, 2017 and for the closed minutes for May 16, 2017 to remain closed for six months. All Voted Yes. Motion carried.

Motion By Jackstadt, second by Pickerell to approve a Resolution to waive and release liens on 2607 Cayuga Street, as unenforceable.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Jackstadt, second by Elliott to place on file the Economic Development Committee Minutes of May 16, 2017. All Voted Yes. Motion carried.

Motion By Simpson, second by McDowell to suspend the rules and place on final passage an Ordinance to amend Ordinance 8604, Imposing a hotel and motel privilege tax within the City of Granite City, Illinois.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, and Elliott. All Voted Yes. Motion carried.

Motion By Simpson, second by Jackstadt to suspend the rules and place on final passage an Ordinance establishing Prevailing Wage.

Motion By Simpson, second by McDowell to approve the Bill List for the month of May 2017 in the amount of $1,711,306.44.

Motion By Simpson, second by Elliott to approve the Payroll for the period ending May 30, 2017 in the amount of $636,093.46.

Roll Call: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. All Voted Yes. Motion carried.

Motion By Simpson, second by Petrillo to place on file the Finance Committee Meeting from May 16, 2017. All Voted Yes. Motion carried.

Motion by Thompson, second by Schmidtke to adjourn the City Council Meeting at 7:20 p.m. Motion carried.
