Madison City Council met April 18.

Here is the minutes provided by the Council:

The City Council meeting was called to order by Mayor Hamm at 6:30 p.m. followed by a request for roll call. Present were Alderpersons Jenkins, Bridick, Vrabec, Hampsey, Foley, Riskovsky, Haynes and Gardner. Absent: None

All present recited the Pledge of Allegiance.

It was moved by Alderman Hampsey, seconded by Alderman Vrabec, to approve the minutes of the regular meeting held on April 4, 2017. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to approve the presentation of Claims. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to approve Claims as presented in the amount of $176,295.22 for the period covering 4-05-2017 thru 4-18-2017. Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to approve the Comptroller's Report as presented. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Haynes, to approve the appointment of Dawn Davis as new Deputy Clerk. Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

Mayor Hamm asked if there were any members of the public wanting to address the Council. Mr. Donald Turner responded in the affirmative with questions pertaining to City Ordinance on Loitering, Public Intoxication and Alcohol Consumption. Mr. Turner expressed concerns with these issues on the southwestern end of the 1500 block of 4th Street. It was decided that Attorney Papa would meet with Police Chief Burns to determine what actions could be taken in accordance with the City Ordinance.

Health Inspector Shelby reported that due to it being grass cutting season tickets and citations are increasing. Police Chief Burns reported that they will be going live next week with the video court system. There being no other reports of the Department Officers, it was moved by Alderman Haynes, seconded by Alderman Riskovsky, to accept the reports of the Department Officers. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to open and approve bids for sale of surplus property located at 1800 Block of 4th Street. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Haynes, to approve the bid from Rita Walker for surplus property located at 1800 Block of 4th Street in the amount of $500.00. Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to open and approve bids for sale of surplus property located at 805 Bissell Street. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Gardner, to approve the bid from Southern Missionary Baptist Church for surplus property located at 805 Bissell Street in the amount of $850.00. Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to approve the purchase of a 1987 Trail King Lowboy Trailer in the amount of $7,000.00. Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to approve the request from Richard Kierski to place property located at 822 Lee Avenue up for surplus property. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

There was no old business needing to be addressed and no Attorney presentation of Petitions, Resolutions and Ordinances and no Attorney report.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to approve Resolution #17- 19, “A Resolution to Establish a Policy Pursuant to the Local Government Travel Expense Control Act.” Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Bridick, to approve Resolution #17- 20 “A Resolution Authorizing the Sale/Disposal of Certain Real Property” located at 822 Lee Avenue. Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

Mayor Hamm reported that the demo project on both sides of Madison Avenue had been completed.

There were no other reports by Mayor Hamm.

It was moved by Alderman Hampsey, seconded by Alderman Bridick to go into Executive Session to discuss personnel matters. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Bridick to return to regular session at 6:45 p.m. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

Upon return from Executive Session, it was moved by Alderman Vrabec, seconded by Alderperson Jenkins to allow Mayor Hamm to continue with contract negotiations for the Police Department. Roll call vote as follows: Ayes: Jenkins, Bridick, Foley, Riskovsky, Hampsey, Vrabec, Gardner and Haynes. Nays: None. Absent: None. Motion carried.

There being no other business, it was moved by Alderman Haynes, seconded by Alderman Riskovsky to adjourn the meeting at 6:49 p.m. The next Council meeting will be at 6:30 p.m., Tuesday, May 2, 2017 at the Madison City Hall.
