Village of Swansea Board of Trustees met June 19.

Here is the minutes provided by the Board:

Attendees: Board President Leopold, Trustees Lanter, McGuire, McDonald, Neumeyer, Pulley, & Wells, Treasurer John Walter, Police Department (PD) Chief Steve Johnson, PD Deputy Chief Craig Coughlin, Street Department Chief John Budde, Waste Water Treatment Plant (WWTP) Chief Rick Tucker, Administrator Lyndon Joost, Park Board Chairman Mike Koeneman, Village Clerk O'Neill (prepared minutes), other community members. The Trustee names in motions are presented with the individual that made the motion listed first, followed by the individual that seconded the motion. Support of members includes those present. The items outlined below were discussed.

Call to Order, Pledge Allegiance to the Flag, and Trustee Roll Call

Approval of Minutes-Motion by Wells, Pulley, and Trustees voice votes supported reviewing in total the outlined below minutes. Motion by Wells, Pulley, and Trustees voice votes supported approving and accepting as presented outlined below minutes A through D. Motion by Wells, Pulley, and Trustees voice votes supported accepting as presented the outlined below minutes E and D. it was noted that minutes E and D were previously approved by their respective boards.

Mayors Announcements - Correspondence:

Review of the applications and responses to open and advertised Village of Swansea positions has not yet been completed. By the next meeting the review of applications is expected to be completed.

The mayor reviewed that the Village Attorney will not be at the Committee and Board meetings on a regular basis. If there is a question that needs to be answered, then the Willage Attorney will be contacted. This action is being taken to save costs.

Treasurer's Report - The report as of 5/31/17 was presented. The report was accepted with a motion by Wells, McGuire, and Trustees' roll call votes.

Department Head and Park Board Reports - Announcements / Comments Reports:

PDReport - A May 2017 written report of monthly statistics was presented, noting increased activity over the previous month. The Village's labor attorney is scheduled to meet in early July (7/6/17-7f7/17) with the Village team (PDChief, Trustee Lanter, Administrator Joost, and Mayor Leopold). The PD and FD Youth Academy will meet Monday, Tuesday, and Wednesday of next week, with about 35 youth in attendance, PD Chief discussed Youth Academy funds coming from donations and being supplemented with some of the fees associated with the Citizens' Academy program, Narcan was used this past weekend as a heroin antidote when the PD responded to overdose incident. The Swansea PD and K-9 assisted with the recent Scott AFB air show.

FD Report - The Swansea FD pumper and crew assisted with the Scott AFB air show. The Swansea FD color guard was involved in the Swansea Memorial Day event. The FD dive tearn will assist the Illinois Department of Natural Resources retrieving a sunken boat from Baldwin Lake. On 6/21/17, the Swansea FD will provide honor guard and funeral detail support for New Athens Fire-EMS, which lost a member of the force. Dave Schmidt Truck Center is doing the annual service of FD vehicles. On 6/15/17, the FD training facility pier construction successfully passed the American Fire Training Systems' inspection. On 7/10/17, the Swansea Street Department will continue facility installation work, There are no issues or concerns regarding the Abbott Ambulance service in Swansea. Pagers were temporarily reprogrammed with an additional frequency for 911 consolidation needs. The additional frequency will be used until all equipment is onsite, installed, and successfully tested.

Street Department Report-Mowing and work in the parks being conducted by summer staffing was noted. Other work was reviewed including addressing weed issues, sewer line project grading support, water patches, hauling/stacking rock, road patching of pot holes, repair of ditches and a broken pipe under the Splash Pad, and other items.

Sewer Department Report - Flows, sludge production, water treatment was reviewed. Excess flow clarifiers were put in service. The EPA was notified and timely reports were provided. A lighting strike impacted the plant and a lift station. Emergency repairs are being pursued. An Ethernet adapter (cost about $2K) requires replacement at the plant, and this is expected to be installed in the morning by the WWTP crew. Wire in the main generator and control panel shorted and repair quote is $2,907.69. The exhaust fan notor went out and the cost is pending. The transfer switch was hit at the lift station with repair cost of $1,960.30, and replacement of fuses has a cost of $192.78. The complete tabulated list will be provided to insurance. The $1 K or $5K deductible determination is pending. Surge protection is in place. Tucker will find out the cost of putting lightening-rods at the plant and lift stations to avoid future damage. Historical damage from lightening was reviewed.

Code Enforcement Report - No comments were heard.

Park Board Report-The successful Memorial Day event that was held at 10am on Memorial Day at Melvin Price Park was reviewed. The Park Board supports the request of Westview Baptist church to host a community-wide picnic at Schranz Park on 8/20/17. A Halloween Kids Parade is being planned for 10/28/17, which may end with "trunk or treating" and other activities and DJ entertainment. The Park Board would like to hold a raffle at the event and to obtain in advance a raffle license. The concert at Schranz Park held last Wednesday was touched upon.

Administrator - A written report was provided and reviewed. It was noted that Swansea applied for a federal grant for sidewalk/trail paths to connect the park, areas for bikes, and High Mount School. IDOT provided non-financial support for the project on Boul Avenue. Potential of other supporting grants for the project to supplement funding were touched upon.

Motion by Wells, Pulley, and members, supported accepting the Village Administrator and Accounting Specialist position's job descriptions,

Resolution 1-2107-Motion by Pulley, Wells, and support of the Trustees resulted in the reading as follows: "Resolution Authorizing and Directing the Village Clerk to Make Public Certain Minutes of Executive Session Meetings Which Have Previously Been Closed to Public Review and to Destroy Audio Tapes Which Meet the Statutory Criteria for Destruction." Motion by Wells, Pulley, and Trustees' roll callyes votes adopted the resolution.

Approval of Bills-Lanter, Wells, and Trustees' roll call votes supported the motion to accept and pay from proper accounts the 6/6/17 through 6/19/17 total bills of $308,830.44. The bills included 6/15/17 Payroll of $127,647.72 and other items.

Findings-of-Fact 1 Approval Recommendation Exterior Design Review of Tommy's Car Wash, 4222 North Illinois-Motion by Pulley, Wells, and Trustees' voice votes supported acceptance of the Findings of Fact.

Resolution 1-2108 - Motion by Lanter, Wells, and support of the Trustees' voice votes resulted in the reading as follows: "A Resolution Authorizing the Purchase of a New 2017 Ford AWD Utility Police Interceptor from Morrow Brothers Ford, RR2, Box 120, Greenfield, IL 62044 at a Price of $28,579.00." Motion by Wells, Lanter, and Trustees' roll call votes supported acceptance of the resolution,

Resolution 1-2109 - Motion by McGuire, Lanter, and support of the Trustees' voice votes resulted in the reading as follows: "A

Resolution Accepting the Bid from Don Anderson Co., Inc., P.O. Box 227, Hoffman, IL 62250 in the Amount of $29,128.00 for the Oiling of Certain Streets in the Village." Motion by Wells, Pulley, and Trustees' roll call votes supported acceptance of the resolution.

Resolution 1-2110 - Motion by McGuire, Pulley, and support of the Trustees' voice votes resulted in the reading as follows: "A Resolution Accepting the Bid from Kassen Excavating, Inc., 221 E. Main St., Damiansville, IL 62215 in the Amount of $9,800.00 for the Force Main at Willow Walk Subdivision". Motion by Wells, Pulley, and Trustees' roll call votes supported acceptance of the resolution.

Change Order for PY"15 Replace Sanitary Sewer - Schae Fries 1 Caseyville Ave - Motion by Wells, Pulley, and Trustees' roll call votes supported accepting and implementing the change order.

Public/ Cultural Comments - There are Sewer funds required to be maintained by state statute. It may be wise to continue reviewing replacement, as well as repair costs to maintain the WWTP.
