Madison County Health Department Advisory Committee met July 6.

Here is the minutes provided by the Committee:

Members Present: Dorothy Droste, R. N., B.S.N., Jean Schram, M.A., Janet Burnett, M.P.A., Marcia Custer, R.N.C., Ph.D., David L. Ayres, D.C.

Members Absent: Debra Schwenk, D.M.D., Jennifer L. Weller, MAEd, Arthur L. Grist, Sr., M.P.H., Carolyn Scott, R.N., B.S.N. and Michael E. Beatty, M.D., F.A.C.S.

Others Present: Toni M. Corona, B.S., L.E.H.P., Public Health Administrator, Stacey Counton, Administrative Assistant. Mark McGranahan, M.D., FAAP, Medical Consultant, via Skype.

The meeting was called to order by Dorothy Droste, Chair at 5:00 p.m.

A motion was made by David Ayres and seconded by Janet Burnett to approve the May 4, 2017 meeting minutes. Motion Approved.

Public Comment/Announcements: Dorothy discussed an article about "Obesity rising in nations rich and poor”. Research found more than 107 million children and 603 million adults are obese. Obesity has tripled in children and young adults in countries like China, Brazil and Indonesia. Doubled in 73 countries between 1980 and 2015. Among the 20 largest countries, the United States had the highest level of obesity among children and young adults.

Discussion on articles from the Telegraph on “HIV-targeting ad stirs controversy” and "Grindrad stirs controversy”.

Jean commended Toni on her position as the President-Elect, for the Illinois Public Health Association. It was stated “what a high honor to be selected by your peers for this position' (by Dorothy Droste) and “the County should be very proud” (by Jean Schram).

Public Health Administrator's Report: Health Department Committee meeting has been changed from 10:45 a.m. to 1:00 p.m. due to continuing conflict of the Finance Committee meeting running longer.

Mary Cooper has retired and Erin Boester, Interim Director of Health Protections, is doing a great job! Comfortable to offer the position to her permanently, which will leave the “Environmental Health Coordinator” position open. Several employees within have shown interest.

We plan to participate in the Liquor Compliance Inspection project (LC-13), providing Field Inspections for approximately 337 local liquor retailers. MCHD will be paid $75.00 per inspection to verify compliance with local ordinances, general sanitation of the premises, and report violations to IL Liquor Commission. The LC-13 program will be incorporated into existing inspection schedules of Health Department Inspectors and Sanitarians.

A motion was made by Janet Burnett and seconded by Jean Schram to recommend approval from Health Department Committee to participate in the Liquor Compliance Inspection project (LC-13). Motion approved.

Chairman Prenzler indicated that he is willing to attend a future Health Advisory meeting.

MCPCH: Mental Health Alliance - May was Mental Health Awareness Month. Next meeting is scheduled for August 18, 2017 from 10:30 a.m. -Noon at Alton Memorial Hospital.

Partnership for Drug Free Communities Coalition - On May 24, 2017, in place of the meeting, Joan McGuire spoke about marijuana and the negative impact of legalizing marijuana has had in her Colorado community. Opioid grant-Narcan is available and are given to the police departments for the police to carry with them. Next meeting is scheduled for July 26, 2017 at Anderson Hospital.

Air Quality - Meeting was this afternoon and worked on fall forum. The theme is “Keep It Local” and there is three core themes, “Reduction of Waste”, “Food Recover and Reuse”, and “Food access and affordability”. Forum will be on October 20, 2017 at Caseyville Community Hall. Next meeting is scheduled for August 3, 2017, 2:30 p.m. at Metro East Park/Recreation Dept., Collinsville.

Cancer Committee - Next meeting is scheduled for July 21, 2017 at Madison County Health Department Conference Room at 9 a.m.

New Business: none

Dr. McGranahan: Shared an Article from the Washington Post, July 1, 2017 profiling the increase of foster children in the U.S. due to the opioid crisis forcing more children into state custody. In 2012, 397,000 children were in foster care, by 2015, 428,000, in the past two years, at the height of the opioid epidemic, has increased dramatically (10 to 20% per year). Add to the opioid problem, children exposed to opiates during pregnancy suffer from behavior and attention problems. Therapy is required and often specially licensed and trained foster families.

The next scheduled meeting for this committee is Thursday, August 3, 2017, Madison County Health Department, at 5:00 p.m.

A motion was made by Jean Schram and seconded by David Ayres to adjourn. Motion carried unanimously. Meeting adjourned at 6:02 p.m.
