City of Belleville Public Health & Housing Committee met Oct. 4.

Here is the minutes provided by the Committee:

Members: Alderman Jane Pusa - Chairman, Alderman Raffi Ovian, Alderman Scott Tyler, Alderman Roger Barfield, Alderman Mary Stiehl, Tricia Tialdo

Staff: City Clerk Jennifer Gain Meyer, Robert Sabo

Guests: Dr. Dennis Lawler, Ledy Van Kavage, Alderman Joe Hazel, Dave Pusa, Jim Jacqaot, Hank Rohwedder, Kristine Boran, Jennifer Armstrong, Kate Nelson, Shoshana Mostoller, Michelle Walpoll, Sheila Ford and Dawn Blackwell.

Chairman Pusa called the meeting to order at 6:p.m.

On roll call all members were present.

Alderman Tyler made a motion to accept the minutes from the June 7, 2017 minutes second by Tricia Tialdo. Motion carried.

Chairman Pusa opened the public hearing on the Trap-Vaccinate-Neuter-Return (TVNR) roaming cat amendment proposal to the Animal Control Office.

Dr. Dennis Lawler and Ledy Vankavage explained the TVNR program where feral cats are trapped, vaccinated, neutered and returned.

Jim Jaqaot, Director of the St. Clair County Animal Services related that the County adopted TVNR and it has been successful. He recommends that the City adopt the program as well.

Kate Nelson, Director of the Belleville Humane Society advised that they are involved in the TVNR program and encourages the City to adopt the program.

Sheila Ford, St. Clair County Animal Advocate stated that her group volunteers in the TVNR program and will work closely with the City if it is implemented.

Alderman Ovian likes the program but is concerned with the nuisance complaints. He also questioned as to who would feed the cats. Ms. Van Kavage stated that with this program they have seen that nuisance complaints have decreased and usually someone in the neighborhood will feed the cats.

Alderman Hazel is concerned with household cats being trapped with this program. Ms. Van Kavage explained that residents are notified when they are trapping in the neighborhood and would work with the City to resolve these types of situations. It also was encouraged for pets to be micro chipped.

Alderman Tyler inquired as to the grants and funding for this program. Ms. Van Kavage states that there on Some grants available from the State but some funding is provided by individuals themselves.

With no further discussion Chairwoman Pusa closed the public hearing.

On public participation Hank Rohwedder questioned the low bid on the City demolition bid. He feels that the amount does not adequately cover the necessary expenses for asbestos remediation, landfills and demolition itself.

On new business Alderman Tyler made a motion to approve the TVNR proposal to the Animal Control Ordinance, second by Mary Stiehl. On roll call all members voted AYE with the exception of Tricia Tialdo who abstained.

Alderman Tyler made a motion to approve the low bid of $39,100.00 from S. Shafer Excavating for the demolition of 21 S. 75" (Garage Only), 1215 Patterson Ct. (Garage Only), 158 N. 78th St., 3518 W. A. St, 501 S. 1 St., 9834 Baltimore and 7015 W. B. St.

On discussion Director Sabo stated that S. Shafer has done demolition in the past for the City and that they have been a reputable firm. The demolition bid submitted does cover all the required mandates outlined in the contract.

On roll call all member voted AYE, motion carried.

With no further business Alderman Tyler made a motion to adjourn, second by Alderman Barfield.
