City of Alton Committee of the Whole met May 7.

Here is the minutes provided by the Committee:

The meeting was called to order by Chairman Velloff.

Roll Call of members present or absent was as follows:

Present: Velloff, Smith, Brake, Elliott, Boulds, Campbell, MacAfee – 7

Absent: None – 0

Also in attendance were Mayor Walker; Comptroller Ontis; Deputy Fire Chief Harris; Director of Development & Housing Caffey; Police Chief Simmons; Director of Public Works Barnhart; Personnel Director Scoggins; Director of Park & Recreation Haynes; City Council Coordinator Clark; City Attorney Caffey; Corporation Counselor Schrempf.

Chairman Velloff presented the Discount and Special Bills paid as listed in the Comptroller’s Report dated May 7, 2018 be approved and a Resolution authorizing same be presented at Wednesday’s Council Meeting. Mrs. MacAfee made a motion, seconded by Mr. Boulds, that said bills be approved. The motion passed by the following vote:

Ayes: Velloff, Smith, Brake, Elliott, Boulds, Campbell, MacAfee – 7

Nays: None – 0

Chairman Velloff presented the following resolution, re: City of Alton desires to enter into a formal agreement with Chris Bohn to lease a vacant lot owned by City located at 26 E. 6th Street and that the Mayor and appropriate City officials to be designated by the Mayor are hereby authorized and directed to sign the attached Lease Agreement between the City of Alton and Chris Bohn. Mr. Campbell made a motion, seconded by Mr. Boulds, that said resolution be approved. The motion passed by the following vote:

Ayes: Velloff, Smith, Brake, Elliott, Boulds, Campbell, MacAfee – 7

Nays: None – 0

Chairman Velloff presented the following resolution, re: The City Council deems it advisable to amend the Traffic Code of the City of Alton by establishing a stop sign on 4th Street at the intersection of George Street for eastbound westbound traffic and that the attached Ordinance be considered. Mr. Campbell made a motion, seconded by Mrs. Elliott, that said resolution be approved. The motion passed by the following vote:

Ayes: Velloff, Smith, Brake, Elliott, Boulds, Campbell, MacAfee – 7

Nays: None – 0

Chairman Velloff presented the following resolution, re: The City Council of the City of Alton, Illinois recognizes that there are significant potential cost savings to the tax payers of the City of Alton by eliminating Alton Township, because Alton Township is coterminous with the

City of Alton and that the Mayor is hereby directed to execute the attached Notice of Public Hearing and the City Clerk is directed to publish the Notice of Public Hearing all in accordance with the requirements of Illinois State Statues 60 ILCS 1/29-10.

At this time, Mayor Pro Tem MacAfee presented the following request for the floor from Julie Campbell. Mrs. MacAfee made a motion, seconded by Mr. Boulds, that said request be approved. The Chair so ordered.

Mrs. Campbell took the floor and spoke, re: Eliminating Alton Township and where the Assessor’s Office would go.

Mrs. MacAfee made a motion, seconded by Mr. Boulds, that the above and foregoing resolution be approved. The motion passed by the following vote:

Ayes: Velloff, Brake, Elliott, Boulds, Campbell, MacAfee – 6

Nays: Smith - 1

Chairman Velloff presented the following resolution, re: That its officials and agents are hereby authorized to pursue appropriate legal action against such properties in the Circuit Court as listed below: 1432 Thorpe. Ms. Smith made a motion, seconded by Mr. Campbell, that said resolution be approved. The motion passed by the following vote:

Ayes: Velloff, Smith, Brake, Elliott, Boulds, Campbell, MacAfee – 7

Nays: None – 0

There being no further business to come before the Committee of the Whole at this time, Mr. Boulds made a motion, seconded by Mrs. Elliott, that said meeting adjourn. The motion passed by the following vote:

Ayes: Velloff, Smith, Brake, Elliott, Boulds, Campbell, MacAfee – 7

Nays: None – 0
