Here is the minutes provided by the Council:

1. Regular City Council Meeting-7:30 p.m.

A. Call to Order and Pledge of Allegiance:

The meeting was held in the Council Chambers in the City Municipal Building, 116 East Market Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:30 p.m.; immediately following was the Pledge of Allegiance.

B. Roll Call in Alphabetical Order: Present: Aldermen Sam Italiano, Bonnie Levo, Matthew Thompson, Troy Turner and Jeff Zarzecki. Other Officials Present: Mayor Allen Adomite, City Treasurer David Roady, City Administrator Jeff Soland, Director of Public Works Rob Hancock, Building and Zoning Administrator Keith Frey, Chief of Police Brad Parsons, City Attorney Fred Keck and City Clerk Jamie Myers. Absent: Aldermen Nathan Henderson, Dan Jackson and Doug Partney.

C. Reading and Approval of Minutes:

1. April 16, 2018 City Council Meeting Minutes-

Motion: To Approve the April 16, 2018 City Council Meeting Minutes as Presented. Moved by Italiano; Seconded by Thompson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 5). Aye: Italiano, Levo, Thompson, Turner and Zarzecki. Absent: Henderson, Jackson and Partney.

2. April 30, 2018 Special City Council Meeting Minutes-

Motion: To Approve the April 30 Special City Council Meeting Minutes as Presented. Moved by Thompson; Seconded by Turner. Vote: Motion carried by unanimous roll call vote (summary: Aye = 5). Aye: Italiano, Levo, Thompson, Turner and Zarzecki. Absent: Henderson, Jackson and Partney.

D. Communications, to be provided by the City Clerk:

City Clerk Myers had nothing to report.

E. Citizen Participation, limited to three (3) minutes per Person:

1. Tim Greenfield passed out a document with four (4) questions to the council concerning the agreement with Arizon Building Systems.

2. Nick Roppo, resident at Forrest Knolls, spoke about a drainage issue in his backyard.

F. Mayor’s Comments:

1. Troy Family Summer of Fun Movie Night-“Coco”-6pm on Friday, May 11, 2018, at the Tri-Township Park-

Mayor Adomite announced the event first Troy Family Summer of Fun Movie night this year on Friday, May 11, 2018.

2. Troy Citywide Garage Sale-Saturday, May 12, 2018-

Mayor Adomite announced the Troy Citywide Garage sale scheduled for May 12, 2018.

3. Troy Recycle Day-Troy United Methodist Church-9am-Noon-Saturday, May 12, 2018-

Mayor Adomite announced the Troy Recycle Day at the Troy United Methodist Church on Saturday, May 12, 2018.

4. Troy Police “Cop on the Rooftop” Event-6am-2pm-Friday, May 18, 2018 at Dunkin’ Donuts-

Chief of Police Parsons reviewed the event.

5. Opening of Bids for the Sale of Real Property at 203 Crossington Lane-City Council Meeting on June 04, 2018-

Mayor Adomite announced the opening of bids for 203 Crossington Lane on June 04, 2018.

G. City Administrator & Attorney Comments:

1. City Administrator’s Comments-

City Administrator Soland had nothing to report.

2. City Attorney Comments-

City Attorney Keck had nothing to report.

H. Consent Agenda, including Administrative Reports and other items to be voted collectively with one roll call vote:

1. Approval of Closed Meeting Minutes Consent Calendar.

Motion: To Approve the Closed Meeting Minutes Consent Calendar as Presented. Moved by Italiano; Seconded by Levo. Vote: Motion carried by unanimous roll call vote (summary: Aye =

5). Aye: Italiano, Levo, Thompson, Turner and Zarzecki. Absent: Henderson, Jackson and Partney.

I. Administrative and Community Services Committee Report:

1. Planning Commission Meeting-Thursday, May 10, 2018-

Building and Zoning Administrator Frey stated the Planning Commission will work on the growth management plan plus hearing two (2) public hearings.

2. Planning Commission Public Hearing-Thursday, May 10, 2018 at 7pm-Variance on Sign Ordinance (EJ Equipment)

Building and Zoning Administrator Frey reviewed the public hearing for EJ Equipment.

3. Planning Commission Public Hearing-Thursday, May 10, 2018 at 7:30pm-Amendment to Section 154.031-Accessory Uses

Building and Zoning Administrator Frey reviewed the reason for the public hearing concerning amendment to section 154.031-Accessory Uses.

4. Building and Zoning Administrator Report-

Building and Zoning Administrator announced the annexation of Formosa Road from R-1 to C-3.

J. Finance and Economic Development Committee Report:

1. City Treasurer Report-

City Treasurer Dave Roady had nothing to report.

K. Law Enforcement & Emergency Services Committee Report:

1. Chief of Police’s Report-

Chief of Police Parsons stated there will be a presentation on May 17, 2018 at Liberty Square on identity theft and fraud. The consortium testing will be May 19, 2018.

L. Public Works Committee Report:

1. City Engineer Report-

City Engineer Cissell was absent and left nothing to report.

2. Public Works Department Schedule and Report-

3. Time for Director of Public Works-

Director of Public Works Hancock updated the council on the water plant, ground storage tank, transmission line and the Route 40 and Spring Valley project.

M. Reports of Special Committees (as needed): None.

N. Ordinances & Resolutions, called by City Clerk, with Citizen Participation limited to three (3) minutes per Person;

1.Ordinance 2018-08-Amendment #1 to Ordinance 2017-10-Intergovernemental Agreement with the Village of Glen Carbon for the Improvements to Bouse Road at Old Troy Road-

Motion: To Approve Ordinance 2018-08-Amendment to #1 to Ordinance 2017-10- Intergovernemental Agreement with the Village of Glen Carbon for the Improvements to Bouse Road at Old Troy Road. Moved by Turner; Seconded by Italiano. Vote: Motion carried by unanimous roll call vote (summary: Aye = 5). Aye: Italiano, Levo, Thompson, Turner, Jeff Zarzecki. Absent: Henderson, Jackson and Partney.

2.Resolution 2018-06-Closed Meeting Minutes Review and Disclosure-

Motion: To Approve Resolution 2018-06-Closed Meeting Minutes Review and Disclosure.

Moved by Thompson; Seconded by Italiano. Vote: Motion carried by unanimous roll call vote (summary: Aye = 5). Aye: Italiano, Levo, Thompson, Turner and Zarzecki. Absent: Henderson, Jackson and Partney.

O. Closed Session (as needed):

1. 5 ILCS 120/2(c)-5-Purchase and/or Lease of Real Property

The council did not go into closed session.
