A detailed review of individual fines revealed that Citizens to Elect Alvin Parks Jr was the only campaign committee in East Saint Louis that was delinquent in payment for August 2018, according to the Illinois State Board of Elections.
The committee has been fined for a late quarterly report, failure to file, a late A-1 report and over limits.
