Cahokia Community Unit School District 187 Board of Education met Dec. 9.

Here is the agenda provided by the board:

1. Call to Order with the Pledge of Allegiance.

2. Roll Call.

3. Adopt Official Agenda giving the President discretion to take items out of order or in executive session as needed.

4. Approve the minutes of the Regular Meeting held on November 4, 2019 and Special Meeting held on November 12, 2019.

5. Consider approval of bills as presented in the amount of $3,274,545.21 be authorized; that salaries for the month of December 2019 be authorized; that quick pay for November 2019 in the amount of $1,121,615.41 be approved; and that January 2020 salaries and bills to be quick paid be authorized.

6. Food Pantry Report.

7. Requests signed by interested citizens who attend the Board of Education meeting who request to speak to the Board.

8. Consent Agenda.

A. Employ Ruth Bieri as a social worker for the 2019-2020 school year, effective Monday, August 12, 2019, pending successful completion of pre-employment requirements.

B. Approve Family Medical Leave Act (FMLA) leave for Antwyne Golliday, teacher, effective Monday, January 27, 2020, through Friday, April 24, 2020. Mr. Golliday will be using his accumulated sick and personal leave days in conjunction with his FMLA leave. Commencement or termination of this leave may be adjusted.

C. Accept the written resignation of Michael Koechner, teacher, effective at the close of the 2023-2024 school year. Mr. Koechner is requesting to retire under Article 50 - Early Retirement Incentive for Certified Staff Members Eligible for TRS, of the Cahokia Federation of Teachers contract. Mr. Koechner would also like to reserve the right to apply for any additional state retirement incentives that may become available before his retirement date.

D. Employ Shameka Adams as a lunchroom/playground aide for the 2019-2020 school year, effective Monday, October 28, 2019, pending successful completion of preemployment requirements.

E. Approve an adjustment of the contract for Alicia Arth, nurse, to reflect the new wage agreement between the union and the Board.

F. Approve Vivian Brooks to be placed on the substitute secretary list and facilitate payroll.

G. Employ Brenda Clemons as a permenant substitute paraprofessional, effective Monday, December 3, 2019, pending successful completion of pre-employment requirements.

H. Approve Family Medical Leave Act (FMLA) leave for Melinda Conley, bus monitor, effective Monday, October 28, 2019, through Monday, February 10, 2020. Ms. Conley will be using her accumulated sick and personal leave days in conjunction with her FMLA leave. Commencement or termination of this leave may be adjusted.

I. Amend the previous decision made on September 9, 2019 to employ Marcelline Elmore as a nurse effective August 22, 2019, and correct to August 26, 2019.

J. Approve Family Medical Leave Act (FMLA) leave for Marquita Fair, paraprofessional, effective Tuesday, October 22, 2019, through Tuesday, February 4, 2020. Ms. Fair will be using her sick, personal and vacation leave, and be docked for the remainder of this leave. Termination of this leave may be adjusted depending on her doctor's instructions.

K. Accept the verbal resignation of Jayda Hill, AmeriCorps Member, and remove from payroll system effective Tuesday, October 29, 2019.

L. Employ Marsette Jefferies as a paraprofessional for the 2019-2020 school year, effective Monday, October 28, 2019, pending successful completion of preemployment requirements.

M. Accept the written resignation of Darlene Jordan, bus monitor, starting the 2019-2020 school year and effective at the close of the 2023-2024 school year. Ms. Jordan is requesting to retire under Article 27 - Early Retirement Incentive of the Service Workers Council of the Cahokia Federation of Teachers contract. Ms. Jordan would like to reserve the right to apply for any additional state retirement incentives that may become available before her retirement date.

N. Employ Brenden Karwoski as a paraprofessional for the 2019-2020 school year, effective Thursday, October 24, 2019, pending successful completion of preemployment requirements.

O. Accept the written resignation of Sara Lebert, Secretary to the Director of Special Education, effective Friday, January 3, 2020.

P. Amend the previous decision made on November 4, 2019, to employ Ashley McCall as a lunchroom/playground aide effective November 25, 2019, and correct to November 4, 2019.

Q. Employ Danielle Mosley as a paraprofessional for the 2019-2020 school year, effective Monday, December 4, 2019, pending successful completion of pre-employment requirements.

R. Approve an adjustment of the contract for Barbara Poole, nurse, to reflect the new wage agreement between the union and the Board.

S. Accept the written resignation of Denise Riley, paraprofessional, starting the 2019- 2020 school year, and effective at the close of the 2021-2022 school year. Ms. Riley is requesting to retire under Article 51 - Early Retirement Incentive for Non-Certified Staff of the Cahokia Federation of Teachers contract. Ms. Riley would like to reserve the right to apply for any additional state retirement incentives that may become available before her retirement date.

T. Accept the written resignation of Kimberley Rush, paraprofessional, starting the 2019-2020 school year, and effective at the close of the 2024-2025 school year. Ms. Rush is requesting to retire under Article 51 - Early Retirement Incentive for Non-Certified Staff Eligible for IMRF of the Cahokia Federation of Teachers contract. Ms. Rush would also like to reserve the right to apply for any additional state retirement incentives that may become available before her retirement date.

U. Approve Family Medical Leave Act (FMLA) leave for Elizabeth Sampson, security, effective Tuesday, November 26, 2019, through Tuesday, March 10, 2020. Ms. Sampson will be using her sick, personal and vacation leave, and will be docked for the remainder of this leave. Termination of this leave may be adjusted depending on her doctor's instructions.

V. Accept the written resignation of Diana Shotwell, bus driver, effective at the close of the 2019-2020 school year. Ms. Shotwell is requesting to retire under Article 27 - Early Retirement Incentive of the Service Workers Council of the Cahokia Federation of Teachers contract. Ms. Shotwell would also like to reserve the right to apply for any additional state retirement incentives that may become available before her retirement date.

W. Approve Family Medical Leave Act (FMLA) leave for Katherine Thomas, custodian, effective Friday, December 6, 2019, through Friday, March 6, 2020. Ms. Thomas will be using her sick, personal and vacation leave, and will be docked for the remainder of this leave. Termination of this leave may be adjusted depending on her doctor's instructions.

X. Create a behavioral coach position.

Y. Approve the IL-Empower Title I 1003(a) School Improvement Plans for Cahokia High School, Estelle Sauget School of Choice, 8th Grade Academy, 7th Grade Academy, Oliver Parks, Huffman, Penniman, E. Morris, Lalumier and Maplewood.

Z. Approve application for Property Tax Relief Grant.

AA. Approve administration to enter into an agreement with First Student for Seon bus cameras in the amount of $95,251.20 pending legal review.

BB. Approve administration to enter into an agreement with Tremco pending legal review.

CC. Approve TCSA #1905 for services associated with Parking Lot Repairs/Replacement at Wirth, Huffman, Estelle Sauget School of Choice and Board Building with HurstRoesche Inc. pending legal review.

DD. Adopt the revised District Board Policy Manual.

EE. Approve the Agreement for the Development of an Administrative Procedures Manual between CUSD #187 and the Illinois Association of School Boards.

FF. Adopt Resolution #19-39 authorizing the Superintendent to enter into a MOU with the Cahokia Police Department for school resource officers.
