7. REPORT OF STANDING COMMITTEE:

A. Committee of the Whole Meeting Report for December 9, 2019. (PLACE ON FILE) (Elliott)

a. Resolution, re: Finance Committee bills be allowed and payment be made.

b. Resolution, re: The public works director retained Justin Kleinschmidt of Sheppard Morgan and Schwaab Inc. to conduct an engineering assessment of the options for a permanent solution to the destabilizing retaining wall on Riverview Drive and Justin Kleinschmidt has prepared a study of various options to be considered by the city for a permanent solutions to the destabilizing retaining wall on Riverview Drive and that the Comptroller, in association with Justin Kleinschmidt, solicit bids to complete the project described as Option No. ____ as outlined in the attached report from Sheppard Morgan and Schwaab Inc. and the Comptroller shall report the bids received along with a recommendation from Justin Kleinschmidt to the City Council for further action.

c. Resolution, re: To commence with demolition proceedings concerning 1117 E. 6th St.

d. Resolution, re: That the mayor and appropriate city officials are hereby authorized and directed to establish, modify and/or amend Alton Square incentive areas pursuant to state statute and furthermore to negotiate any and all development agreements with Alton Mall, LLC necessary to effectuate the ongoing redevelopment of Alton Square Mall.

e. Resolution, re: That no parking signs be placed at Marilla and Tremont at Lovejoy School between the hours of 7:30 a.m. to 8:30 a.m. and that the attached Ordinance be considered.

f. Resolution, re: To commence with demolition proceedings concerning 842/844 Washington Ave.

g. Resolution, re: That the Construction Engineering Services Agreement for Federal Participation between the City of Alton and Sheppard, Morgan & Schwaab Inc. for the Gordon Moore Park Entrance Improvements Project be and is hereby approved.

h. Resolution, re: That the Mayor is hereby authorized to execute the “Local Public Agency Agreement for Federal Participation” between the Illinois Department of Transportation and the City of Alton for improvements at the intersection of IL Route 140/111 at Parker Road and Swinney Street (entrance to Gordon Moore Park).

a. Ordinance No. 7732. An Ordinance amending the Civil Service Rules. (LAY-OVER)

b. Ordinance No. 7733. An Ordinance providing for the Annual Tax Levy upon the Real Estate situated within the corporate limits of the City of Alton, in the County of Madison, State of Illinois, subject to taxation for the fiscal year commencing on the lst day of April, 2019, and ending on the 31st day of March, 2020. (LAY-OVER)

c. Ordinance No. 7734. An Ordinance establishing a no parking zone in front of 613/615 Forest Avenue. (LAY-OVER)

d. Ordinance No. 7735. An Ordinance granting a Special Use Permit to allow the operation of a landscape business at 1719 Washington Avenue, Alton, Illinois. (LAY-OVER)

e. Ordinance No. 7736. An Ordinance amending Title 11 of the City Code pertaining to small solar energy systems. (LAY-OVER)

12. APPROVAL OF ACTIONS TAKEN UNDER SUSPENSION OF RULES AT PRIOR MEETING.

a. Ordinance No. 7730. An Ordinance granting a Special Use Permit to allow a grid roof mount solar panel at the property located at 2206 Krug Place, Alton, Illinois.

b. Ordinance No. 7731. An Ordinance granting a Special Use Permit to allow a grid roof mount solar panel at the property located at 2301 Crawford Street, Alton, Illinois.

c. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Alton Municipal Band Fund to Erin Bode in the amount of $400.00 pursuant to the minutes attached hereto.

d. Resolution, re: That the Mayor and appropriate city officials are hereby authorized and directed to execute the attached Franchise Agreement with Spectrum Mid-America.

e. Resolution, re: The police vehicle purchase and financing Plan as set forth above is hereby approved and that the police department, in conjunction with the office of the Comptroller, are authorized and directed to implement said Plan in accordance with the existing regulations of the City of Alton.
