Alton Community Unit School District 11 Board of Education met Oct. 15.

Here is the minutes provided by the board:

Mary Schell began the hearing at 7:00 p.m. and it ended at 7:01 p.m. No comments or questions from the public were presented.

Board members who answered present were: David Fritz, Ed Gray, Rosetta Brown, David Lauschke, Barry Macias, Vivian Monckton and David Goins

The following administrators were seated at the table: Kristie Baumgartner, Mark Cappel, Wendy Adams, Mary Schell (and Kara Twichell)

III. APPROVAL OF THE AGENDA

It was moved by Mrs. Brown, seconded by Ms. Monckton and carried unanimously that the Board of Education approve the Agenda for October 15, 2019.

IV. READING OF COMMUNICATIONS AND PETITIONS

 A thank you card was received from the Dravet Syndrome Foundation for a donation from the Alton School District on behalf of Dennis Clowers who is a relative of employee Jessica Sutphin.

VII. Board Action Items

A. Motion: Consent Agenda

It was moved by Mrs. Brown, seconded by Mr. Lauschke and carried unanimously that the Board of Education approve the Consent Agenda as follows:

-Approval of the Regular Minutes of September 17, 2019 and Special Board Minutes of September 10th, September 20th, September 25th and September 27, 2019

-Treasurer’s Report

-Approval of Bills

-Student Activities and Convenience Funds Report 

-Detailed Accounts Payable Listing

B. Motion: Personnel Report

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education would accept the resignation through retirement with the retirement incentive of the following education support personnel effective as indicated:

Victoria Lehman – September 20, 2020

That the Board of Education would accept the resignation of the following educational support personnel effective as indicated:

Amanda Aragona – October 22, 2019 

Jack Cox – October 10, 2019 

Alexander Gudac – October 1, 2019 

Ava Victorian – October 1, 2019 

Sarah Wangler – October 17, 2019

That the Board of Education would offer Recall to the following educational support personnel effective as indicated:

Erica Clifford – October 28, 2019

That the Board of Education would offer employment to the following educational support personnel effective as indicated:

Raiven Curtis – September 25, 2019 

Jessica Millman – September 30, 2019

That the Board of Education would accept the resignation of the following certificated personnel effective as indicated:

Lorraine Valladares – October 4, 2019

That the Board of Education would accept the resignation through retirement of the following certificated personnel effective as indicated:

David Jacobs – at the end of the 2020-2021 school year

That the Board of Education would accept the resignation of the following personnel in an extra duty assignment effective as indicated:

David Jacobs – Alton High School – Assistant Football Coach – at the end of the 2019-2020 season Spencer Lowe – Alton Middle School – Assistant Wrestling Coach – October 3, 2019

That the Board of Education would approve the appointment of the following personnel in an extra duty assignment effective for the 2019-2020 school year:

Carlos Anderson – Alton Middle School – Assistant Boys Basketball Coach Jenna Schmidt-Wiedman – Alton High School – Assistant Girls Volleyball Coach

C. Motion: Approval of Substitutes

It was moved by Mr. Lauschke, seconded by Mrs. Brown that the Board of Education would approve the following list of personnel to serve as substitute employees:

D. Motion: Approve Application for Federal Impact Aid Funds

It was moved by Mr. Lauschke, seconded by Mrs. Brown and carried unanimously that the Board of Education designate Mary Schell as the school official responsible for Impact Aid and approve submission of an application under Title VII of the Elementary and Secondary Education Act 1965.

E. Motion: Approval of the Audit of School District for Fiscal Year 2019

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education approve the audit as presented by the representatives from Scheffel Boyle certified public accountants firm.

F. Motion: Approve Resolution on Transportation Safety Hazards

It was moved by Mr. Lauschke, seconded by Mrs. Brown and carried unanimously that the Board of Education approve the Serious Safety Hazards as presented in the attached resolution.

G. Motion: Approval of Resolution to use HLS Funds for Paving Projects

It was moved by Mr. Lauschke, seconded by Mrs. Brown and carried unanimously that the Board of Education approve the attached resolution as presented to use Health/Life/Safety (HLS) Funds for paving projects at Alton Middle School and West Elementary School.

H. Motion: Approval of 10 Year Health Life Safety Survey

It was moved by Mr. Lauschke, seconded by Mrs. Brown and carried unanimously that the Board of Education approve the 10 Year Health Life Safety Survey as presented.

I. Motion: Approval of the FY19 District Report Card

It was moved by Ms. Monckton, seconded by Mrs. Brown and carried unanimously that the Board of Education approve the 2018-2019 District Report Card as presented by ISBE and the posting of said report card to the district website for parent and public view.

J. Motion: Approve the 2nd Reading of Policy

It was moved by Mrs. Brown, seconded by Mr. Goins and carried unanimously that the Board of Education approve the 2nd reading of the following policies:
