8. REPORT OF STANDING COMMITTEE:

A. Committee of the Whole Meeting Report for December 16, 2019 (PLACE ON FILE) (Elliott)

a. Resolution, re: Finance Committee bills be allowed and payment be made.

b. Resolution, re: The public works director retained Justin Kleinschmidt of Sheppard Morgan and Schwaab Inc. to conduct an engineering assessment of the options for a permanent solution to the destabilizing retaining wall on Riverview Drive and Justin Kleinschmidt has prepared a study of various options to be considered by the city for a permanent solutions to the destabilizing retaining wall on Riverview Drive and that the Comptroller, in association with Justin Kleinschmidt, solicit bids to complete the project described as Option No. _____ as outlined in the attached report from Sheppard Morgan and Schwaab Inc. and the Comptroller shall report the bids received along with a recommendation from Justin Kleinschmidt to the City Council for further action.

c. Resolution, re: Ordinance No. 3922 passed by the City Council and approved by the Mayor in June 1974 provided various parking restrictions on Belle Street between 7th, 8th and 9th Streets related to the location of the post office located on Belle Street during that time and that the attached ordinance be considered.

d. Resolution, re: The Alton Convention and Visitors Bureau has requested, that the city parking lot between Frontier Furnishings and Paul Lauschke Real Estate be closed on February l, 2020 at 3:00 p.m. until February 2, 2020 at 3:00 p.m. to facilitate Convention and Visitors Bureau’s Ground Hog Day celebration.

e. Resolution, re: The Alton Convention and Visitors Bureau has requested, that the City parking lot between Frontier Furnishings and Paul Lauschke Real Estate be closed on January 4, 2020 at 3:00 p.m. until January 5, 2020 at 3:00 p.m., to facilitate a event sponsored by the Alton CVB.

f. Resolution, re: To commence with demolition proceedings concerning 728 Alby St.

g. Resolution, re: That the Mayor is hereby authorized to execute the “Local Public Agency Agreement for Federal Participation” between the Illinois Department of Transportation and the City of Alton.

h. Resolution, re: Illinois Department of Transportation Local Public Agency Agreement for Federal Participation, State Street, FAU 8994 0.1 Miles North of Delmar Avenue to 0.1 Miles South of Rozier Street.

i. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Alton Municipal Band Fund to Logo It in the amount of $520.60 and to Midwest Sheet Music in the amount of $356.00 pursuant to the minutes.

j. Resolution, re: That the City Clerk is hereby authorized and directed to publish the attached notice of sale for three consecutive weeks in a qualified newspaper published in the City of Alton.

k. Resolution, re: The Director of Planning & Development has recommended the abatement of the 2019 Tax Levy established by Ordinance No. 7488, which established the $8,750,000.00 General Obligation Refunding Bond, Series 2016 and that the attached Ordinance be considered.

l. Resolution, re: To commence with demolition proceedings concerning 2707 Viewland St.

m. Resolution, re: To commence with demolition proceedings concerning 2815 Sunnyside.

n. Resolution, re: That the Mayor is hereby authorized and directed to execute the attached CONTRACT FEE PROFESSIONAL SERVICES AGREEMENT with Azavar Audit Solutions Inc.

o. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Simpson Memorial Tennis Fund to: Alton Memorial Sales in the amount of $157.50 pursuant to the minutes.

9. FIRST READING OF ORDINANCES. (Mayor Pro Tem)

a. Ordinance No. 7737. An Ordinance establishing parking restrictions along the west side of the entire 1900 block of Marilla Street. (SUSPEND RULES – ADOPT)

b. Ordinance No. 7738. An Ordinance partially abating the tax heretofore levied by Ordinance No. 7488 for the year 2019 to pay debt service on $8,750,000 General Obligation Refunding Bonds, Series 2016, as established by Ordinance No. 7488, of the City of Alton, Madison County, Illinois. (SUSPEND RULES – ADOPT)

10. SECOND READING OF ORDINANCES. (Mayor Pro Tem)

a. Ordinance No. 7732. An Ordinance amending the Civil Service Rules. (ADOPT – ROLL CALL)

b. Ordinance No. 7733. An Ordinance providing for the Annual Tax Levy upon the Real Estate situated within the corporate limits of the City of Alton, in the County of Madison, State of Illinois, subject to taxation for the fiscal year commencing on the lst day of April, 2019, and ending on the 31st day of March, 2020. (ADOPT – ROLL CALL)

c. Ordinance No. 7734. An Ordinance establishing a no parking zone in front of 613/615 Forest Avenue. (ADOPT – ROLL CALL)

d. Ordinance No. 7735. An Ordinance granting a Special Use Permit to allow the operation of a landscape business at 1719 Washington Avenue, Alton, Illinois. (ADOPT – ROLL CALL)

e. Ordinance No. 7736. An Ordinance amending Title 11 of the City Code pertaining to small solar energy systems. (ADOPT – ROLL CALL)

13. APPROVAL OF ACTIONS TAKEN UNDER SUSPENSION OF RULES AT PRIOR MEETING.

a. Resolution, re: The city will appropriate funds in the amount of $155,600, to be paid from the City’s General Fund, as the City’s local match for improvements at the intersection of IL Route 140/111 at Parker Road and Swinney Street (entrance to Gordon Moore Park) known as Section 16-00239-00-PV.

b. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Western Military Academy Memorial Site Fund to Jonassen Movers in the amount of $6,000.00 and Mead & Moore Concrete in the amount of $4,120.00 pursuant to the minutes and invoice attached.

c. Resolution, re: That the Mayor and appropriate officials are hereby authorized and directed to execute a new Labor Agreement between the City of Alton and Local Union 1255 of the International Association of Firefighters affiliated with AFL/CIO.
