City of Alton Committee of the Whole met June 8.

Here is the agenda provided by the committee:

1. Call To Order.

2. Roll Call.

3. Audit of Accounts.

4. Laid Over Resolution, re: That the City Council consider a Budget and Appropriation Ordinance No. 7757 in substantially the form as attached hereto for the fiscal year commencing on the lst day of April, 2020 and ending on the 31st day of March, 2021.

5. Resolution, re: That the mayor and appropriate city officials are hereby authorized and directed to execute the attached engineering services agreement related to flood mitigation and restoration projects.

6. Resolution, re: That the Corporation Counselor and Director of Planning & Development are hereby authorized and directed to revise the agreement with American Cruise Lines to achieve the desired changes as suggested by the Corps of Engineers.

7. Resolution, re: Ordinance No. 7634 approved by the City Council of the City of Alton, Illinois on April 11, 2018 allocated funds received from the sale of the wastewater collection treatment and disposal facilities and pursuant to Section One subsection (b) of Ordinance No. 7634 One Million Dollars was to be transferred from the Sewer Fund to the Motor Fuel Tax Account to permit expenditures for street and fracture improvements and after Ordinance No. 7634 was approved, the Motor Fuel Tax Account has received an additional $50,000 per month for second tier tax receipts and an additional Two Million Dollars to be received in the Motor Fuel Tax Account over the next three years to build the Illinois Capital Bond Fund and that the attached ordinance be considered.

8. Resolution, re: The Deputy Chief of Police recommends that the City enter into an Agreement with the Illinois National Association for the Advancement of Colored People (NAACP) and the City Council agrees to enter into said Agreement premised upon the understanding that this Agreement establishes goals and does not establish requirements imposed on either party to the Agreement and that the Mayor be and hereby authorized and directed to execute on behalf of the City of Alton the attached Agreement.
