City of Alton City Council met July 8.

Here is the agenda provided by the council:

6. REPORT OF STANDING COMMITTEE:

A. Committee of the Whole Meeting Report for July 6, 2020. (PLACE ON FILE) (Boulds)

a. Resolution, re: Finance Committee bills be allowed and payment be made.

b. Resolution, re: To commence with demolition proceedings concerning 1121 State St.

c. Resolution, re: The Director of Code Enforcement has recommended that various fees within Building and Zoning be increased and that the attached ordinance be considered.

d. Resolution, re: That the following described street(s)/road(s)/structure be improved under the Illinois Highway Code Work shall be done by Contract for Roadway/Street improvements: College Avenue from Holman Street to Johnson Street; Rock Springs Drive from Memorial Drive to College Avenue; Johnson Street from College Avenue to Tremont Street; College Avenue from Johnson Street to Pleasant Street and that the proposed improvement shall consist of sidewalk removal and replacement, curb ramp upgrades, and other miscellaneous items.

e. Resolution, re: The Fire Chief has recommended to offer for sale a 2000 Spatan/General pumper through the on-line auction service of, Govdeals.com and that the Deputy Comptroller be authorized to list for sale through Govdeals.com, a 2000 Spatan/General pumper with the proceeds from the sale being deposited into the City of Alton General Fund.

f. Resolution, re: Portions of the Alton City Code need to be revised to reflect the changes in ownership and responsibilities for said treatment plant, sanitary sewers, and combined sewers and that the attached revisions to the City Code be approved and adopted by the Alton City Council.

g. Resolution, re: Title 6, Chapter 10 of the Alton City Code titled “Sewers and Sewage Disposal” needs to be revised to reflect the changes in ownership and responsibilities for said treatment plant, sanitary sewers, and combined sewers and that the attached ordinance be considered.

7. FIRST READING OF ORDINANCES. (Mayor Pro Tem)

a. Ordinance No. 7762. An Ordinance establishing parking restrictions in the 3400 Block of Oak Drive. (LAY-OVER)

b. Ordinance No. 7763. An Ordinance granting a Special Use Permit to allow a roof mounted solar array at the property located at 2203 Norside, Alton, Illinois. (LAY- OVER)

c. Ordinance No. 7764. An Ordinance establishing and imposing certain Business District Taxes in the City of Alton Alton Square Business District – 2020. (LAY-OVER)

d. Ordinance No. 7765. An Ordinance establishing and designating the Alton Square Business District – 2020 and approving the Business District Plan for the Alton Square Business District – 2020 within the City of Alton, Illinois. (LAY-OVER)

e. Ordinance No. 7766. An Ordinance rescinding Ordinance No. 7067 “An Ordinance imposing certain Municipal Retailers’ Occupation and Service Occupation Taxes in the Alton Square Business District” and dissolving the Alton Square Business District Tax Allocation Fund. (LAY-OVER)

8. SECOND READING OF ORDINANCES. (Mayor Pro Tem)

a. Ordinance No. 7761. An Ordinance granting a Special Use Permit for a Bed and Breakfast at 1103 State Street, Alton, Illinois. (ADOPT-ROLL CALL)

11. APPROVAL OF ACTIONS TAKEN UNDER SUSPENSION OF RULES AT PRIOR MEETING.

a. Resolution, re: That the garden located at Riverview Park shall henceforth and forever be known as the “Cousley Sunken Garden” with a memorial ceremony being held at the garden on July 11, 2020.

b. Resolution, re: Mac Lenhardt has requested, that a portion of certain streets be closed on June 27, 2020 to facilitate a celebration of the reopening of the Downtown Entertainment District.

c. Resolution, re: That the Mayor and appropriate City officials are hereby authorized to apply for and administer grant funds from the Metro East Park and Recreation District to be used solely for the partial payment of costs expended for the renovation of the playing surface of the baseball field known as “Hopkins Field” in Gordon Moore Community Park.
