City of Granite City City Council met Aug. 18.

Here is the minutes provided by the council:

Mayor Ed Hagnauer called the City Council Meeting to order at 7:03 p.m.

ATTENDANCE ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, Koberna, Deputy Clerk Gracey, and Mayor Hagnauer were present. Alderman Jackstadt and Clerk Whitaker were Absent.

MOTION By Eavenson, second by Koberna to approve the City Council Minutes from August 4, 2020. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to approve the Days for Life Campaign/40 day prayer and two Rally's on September 19, 2020 and October 17, 2020 under the supervision of the Police and Public Works Department and Dependent upon following the Governor's Directives related to the Covid 19 & Recently released Mitigation Measures. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to allow Pastor Beuster of Hope Lutheran Church to address the City Council. ALL VOTED YES. Motion Carried.

MOTION By Koberna, second by Eavenson to allow Phillip Lamm of Hope Lutheran to address the City Council. ALL VOTED YES. Motion Carried.

MOTION By Mathes second by Davis to approve the Prayer Walk Route for Holy Family on

October 10, 2020 under the supervision of the Police and Public and Dependent upon following the Governor's Directives related to the Covid 19 & Recently released Mitigation Measures. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Elliott to appoint Mrs. Sharon Ryan to the Plan Commission Board. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Davis to place on file the Building & Zoning Monthly Report for July 2020. ALL VOTED YES.

MOTION By McDowell, second by Elliott to approve the Curb Cut request for 2861 Ralph Ave. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Eavenson to place on file the Graphic Review Board Minutes for August 6, 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Koberna to Concur with the Graphic Review Board for the approval for a non-conforming LED Sign at 3715 Wabash, for Hope Lutheran Church.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Eavenson to place on file the Plan Commission Minutes from August 6, 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Elliott to Concur with the Plan Commission for the denial of annexation for 4741 Maryville Rd.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second Elliott to Concur with the Plan Commission and approve the petition for a Special Use Permit at 2058-60 Cleveland Blvd.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Eavenson to Invoke the Omnibus Rule for items E, F, G, and H for dangerous and unsafe buildings.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Eavenson to approve the Resolutions for Demo or Repair of a Dangerous and Unsafe Building at 1743 Edison Ave, 2105 Lee Ave, 2336 Edison Ave, 2400 W 23rd, St.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Koberna to place on file the Memo/Juneau/ Steve Osborn for Granite City TIF Roadway Improvements Bid Notice (Northgate Industrial Park PCC Pavement Patching & w Pontoon Rd/Chouteau Slough Rd. HMA Surfacing). ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Eavenson to place on file the Memo/Juneau/ Steve Osborn for Granite City General Fund PCC Pavement Patching Bid Notice. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Eavenson to place on file the Memo/Juneau/ Steve Osborn for Franklin Ave. Improvements Bid goes to Stutz Excavating Inc. for $252,025.05.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Mathes, Davis to place on file the Police Committee Minutes from August 4, 2020

MOTION By Mathes, second by Williams to place on file the ORI Monthly Report for July 2020. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Koberna to place on file the letter from John Miller Chairman due to the Retirement of Officer Rick Dawes on August 25, 2020, the Commission is in the process of testing the next Candidate on our Lateral Entry List for Replacement. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Eavenson to Suspend the Rule and place on final passage an Ordinance approving the School Resource Officer Program Agreement with Coordinated youth & Human Services, for the 2020-2021 School Year.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINAL PASSAGE: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Pickerell to place on file the Fire Department and the EMS Report for July 2020. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to give the Attorney's Settlement Authority for Windstream Int. Claim.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to place on file the Risk Management Minutes

from August 4, 2020 and the closed Risk Management Minutes stay Closed for Six Months. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Davis to approve the purchase of the property at 2409 e. 25th, ST. to Eric Carney and have the attorney draw up the necessary paper work as directed in Committee.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Eavenson to Suspend the Rule and Place on Final Passage an Ordinance to declare the property commonly known as the 2900 and 2906 Cayuga Street as surplus and to authorize its sale.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINAL PASSAGE: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Koberna to approve a Resolution approving TIF Reimbursable cost of Penny Lane LLC for Redevelopment in RT 3 Corridor Redevelopment Project Area.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Mathes to approve the Treasurer's Report for July 2020.

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Elliott to approve the Payroll from 8/1/2020-8/15/2020 in the amount of $808,506.72

ROLL CALL: McDowell, Schmidtke, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION BY McDowell, second by Davis to place on file the Aug 4, 2020 Finance Committee Minutes. ALL VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Pickerell to Adjourn the City Council Meeting at 7:25p.m. ALL VOTED YES. Motion Carried.
