Village of Fairmont City Board Met April 21.

Here is the minutes provided by the board:

The meeting began with an opening prayer and pledge of allegiance.

President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also present were Treasurer Carlos Gomez. Fire Chief Robert Allen, Public Works Director Roger Juenger, Deputy Treasurer Sally Rodriguez and Building Inspector James Sehr.

A motion to approve the minutes of the meeting held on Wednesday, April 7, 2021, was made by Raul Munoz and seconded by Guadalupe Hernandez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.

Motion Passed

Treasurer's Report

Treasurer Gomez presented the financial report for the month of March, 2021 with a brief explanation.

Clerk's Report

Clerk Ramirez presented Ordinance no. 763, Amending Ordinance 761 Regulating the Sale of Alcoholic Liquor in the Village of Fairmont City, Illinois.

The motion was made by David Suarez and seconded by Guadalupe Hernandez to approve Ordinance no. 763, Amending Ordinance 761 Regulating the Sale of Alcoholic Liquor in the Village of Fairmont City, Illinois. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Report of Police Chief

Mayor Suarez reported Chief Brown was in an accident and was recovering at home with some minor injuries.

Police Commissioner Arriola reported in his absence, the chief, mayor and board members received a letter of resignation from Noe Marquez.

Report of Fire Chief

Chief Allen reported the east end siren is in need of repair/replacement of two amplifiers. The cost of replacement should the current amplifiers be irreparable is $3,000.00. With tornado season upon us, Mayor Suarez suggested replacing the amplifiers.

The motion was made by Robert Belba and seconded by Charles Arriola to approve the expense of replacing two siren amplifiers through Pyramid Electric not to exceed $3000.00. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.

Motion Passed

Report of the Public Works Director

Public Works Director Juenger reported the Iron Workers journeymen have successfully completed erecting fencing on the north and east sides of the public works yard. They will be back in a month or so to complete the other two sides.

Committee Reports

Police/Public Safety-Chair- Charles Arriola

Trustee Arriola reported scheduling changes with the resignation of Mr. Marquez, will more than likely, be resulting in overtime.

Economic/Finance, Development, Planning, and Tourism - Chair - Michael Fiudo - No Report Fire Protection - Chair - Robert Belba, Sr. - No Report

Community Relations & Communications - Chair - Raul Munoz - No Report

Public Health & Housing - Chair- Guadalupe Hernandez

Trustee Hernandez reported the city-wide yard sale date has been set for May 8, 2021 and the city clean up date is May 22, 2021.

Residents will be encouraged to get their stuff out to sell and what they don't, have it out on May 22, 2021 to be trashed. Chief Allen will be getting dumpsters. The street department and volunteers will be going around town picking up stuff from front yards. No yard sale permits will be necessary for yard sale day.

Streets, Sewers, Grounds, Building & Parks - Chair - David Suarez

Trustee David Suarez reported there will be a meeting on Friday, April 23, 2021, with the village engineers and the contractor to finalize the plans for the Phase II Road Repair on the east side of town. The goal has been set for late May or early June to begin the work. In the meantime, the Street Department will be working on storm draining ditches and culvers before the asphalt goes down.

President's Report

Mayor Suarez reported the second round of COVID vaccine for the third group is Monday, April 26, 2021. A fourth round is scheduled for April 30, 2021. The mayor strongly encourages everyone to get the vaccine. The more people that have it the sooner we can determine what normal is going to be.

Mayor Suarez reported the PCs for People Campaign last Friday, April 16, 2021 saw over 125 families get computers and hot spots. The mayor did report a new system needs to be looked into. Because the initial registration was on line, it didn't get done by a lot of people in the line. The line was long and it was taking 10-15 minutes to get each one done. The group didn't turn anyone away and what was suppose to be 4pm to 7pm turned into 4pm to 9pm.

The mayor reminded department heads that next meeting, May 5, 2021 village appointments will be on the agenda. Get together your rosters and get it to the clerk's office.

This Friday, April 23, 2021 is the second soccer registration day. Raul Munoz reported there were 34 kids registered at the first one. Opening day at the new Maryland Avenue Soccer Field will be May 15, 2021. The mayor encouraged everyone to spread the work and get the kids out.

Public Comment

A local resident in attendance asked why Noe Marquez resigned. Mayor Suarez responded, to his knowledge, Mr. Marquez has another opportunity to pursue.

Municipal Bills

The motion to approve payment of the bills as presented on this day, April 21, 2021, in the amount of $13,466.05. was made by Robert Belba and seconded by Charles Arriola. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.

Motion Passed

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.
