City of Lebanon City Council Met June 28.

Here are the minutes provided by the council:

The Council met in regular session in City Hall. The meeting was called to order at 7:00 p.m. by Mayor Pro Tem George Fero.

Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – present

Alderman Fero/Mack Motioned to approve amending the agenda that moves the Audience participation up first and then the New Business.

Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – Yeas

Motion passed 8-0.

Alderperson Duckworth/Washington Motioned to approve the previous minutes with corrections. Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – Yeas

Motion passed 8-0.

Audience –

New Business –

1. Michael O’Connor rescinded his request for time to enter a complaint.

2. The Friends of McAllister Park requested an easement to use the alley to the west of the McAllister/Johnson Park as a bike/pedestrian trail.

Alderperson Roma/Washington Motioned to approve the ORDINANCE - EASEMENT TO FRIENDS OF MCALLISTER PARK BIKE PEDESTRIAN TRAIL as presented with correction to the name to be McAllister/Johnson Park throughout the entire document and with the “Friends” maintaining the bike pedestrian trail not the entire easement.

Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – Yeas

COMMITTEE REPORTS:

Streets/Alleys – MEET July 6, 2021, at 7:00 p.m.

Finance – MEET July 19, 2021, at 7:00 p.m.

1. Alderperson Johnson/Roma Motioned to approve the bills as presented.

Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – Yeas

Motion passed 8-0

2. The Prevailing Wage topic is considered an administrative procedure and does not need a vote.

3. Committee recommends to hiring of Siebert Electric to restore power to the NE Quadrant of Public Square Park located at the intersection of Hwy 4 and Rt 50 at a price of 2,185.00. Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – Yeas

Motion passed 8-0

Ordinance – MEET July 6, 2021, at 7:00 p.m.

Water/Sewer – MEET July 19, 2021, at 7:00 p.m.

1. Committee recommended to purchase of zero-turn mower with 5-year warranty from Woodcrest Small Engine (Highland) for $8,021.23. The monies will be split equally between Water and Sewer capital outlay.

Cemetery – MEET July 6, 2021, at 7:00 p.m.

Health/Safety – MEET July 19, 2021, at 7:00 p.m.

1. Our Covid cases are going up, but St Clair Co. numbers have jump from 77 to 149 cases. The vaccination rate is 39.71% for the county.

Public Property – MEET July 6, 2021, at 7:00 p.m.

1. Alderperson Duckworth/Fero Motioned that the city purchases a Kubota UTV from the Mascoutah Equipment Co. The city was awarded a grant for 3,375.00 which will leave a 15,525.00 balance which will come out of Streets/Alleys capital outlay.

Personnel – MEET July 19, 2021, at 7:00 p.m.

Clerk –

1. Alderperson Roma/Duckworth Motioned to approve the mayor’s 2 appointments to the Plan Commission of Stephanie McPeak and Yasanne Garrett to take the vacant positions of Teddy Sells and Darren Cross.

Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – Yeas

Motion passed 8-0

2. Alderperson Roma/Washington Motioned to approve the mayor’s appointment of A. J. Dontigney to fill the position on the Zoning Board of Appeals vacated by Kevin Wright.

Roll Call: Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins and Witty – Yeas Motion passed 8-0

3. Discussion on the Prevailing Wage procedure and who will receive these documents. Prevailing wage packets will be included in any future public works project.

Treasurer –

Mayor –

Dept. Heads

Chief – IMRF restriction to retirement hirers will hurt the recruitments for vacancies. Building/Code Enforcement Office – no report

Streets/Alleys – no report

Water/Sewer – There was an emergency change order which was approved by three members of the city to install shut-off valves on the Belleville main line. They are needed to shut off water after a business that uses water for the process. This will go on July 12, 2021, to determine where the monies will come from

Accountant – Audit will start July 19. There was an item left in the budget that should have been removed that will free up around 10,000.00 that could be used towards the valves.

Unfinished business –

1. BJZ water and sewer service easement still has not been recorded.

2. Received a 2500.00 estimate to rectify drainage problem on Phase 2 on McKendree Park to be discussed at the next Streets/Alleys Committee meeting.

3. No Update on Roger and Merrill Dr (Phase 3) drainage problem.

4. Adam Evans will be doing the janitorial services.

5. Still seeking persons for Part time Administrative Assistant recruitment.

Adjournment – With no further business to be conducted, Aldermen Witty/Roma moved to adjourn the meeting at 8:10 p.m.
