City of Edwardsville Board of Fire & Police Commissioners met June 13.

Here are the minutes provided by the board:

A Regular Meeting of the Board of Fire & Police Commissioners was called to order at 5:00 p.m. in the Governor Ford's Conference Room at Edwardsville City Hall with Chairman, John W. McCracken, presiding.

Commissioners Attending: John W. McCracken, John Cunningham, Jean Hughes and Roger L. Huber Commissioner Harris was out-of-state visiting family. Also Attending: Police Chief Michael Fillback, HR Director Amanda Tucker and EPD Detective Conor Hoyland

Public Comment: No comments to be heard from the public were either submitted by email or telephonically

Approval of Prior Minutes: Commissioner Cunningham moved to approve the Minutes of the prior Regular Meeting held May 2, and Special Meeting(s) May 23 and 24, 2023. The Motion was seconded by Commissioner Hughes. Motion carried.

Communications: A communication dated June 6, 2023 from Mayor Risavy was noted for the record authorizing the hiring of one police officer to backfill the vacancy resulting from the retirement of Officer John Arendell.

Administrative:

At 5:10 pm, Commissioner Cunningham made a Motion to adjourn to Closed Session in order to hear a presentation by Detective Hoyland regarding a full background investigation and conduct a Final Interview for Lateral Patrol Officer Candidate Kevin C. Douglas II. Commissioner Hughes seconded the Motion, which carried with all Commissioners voting "aye."

At 5:45 pm, Commissioner Cunningham arose from Closed Session to move to adjourn from Closed Session and return to Open Session. Commissioner Hughes seconded the Motion, which carried unanimously.

After re-convening in Open Session, Commissioner Cunningham made a Motion, seconded by Commissioner Hughes to withdraw the Conditional Offer of Employment previously tendered to Lateral Candidate Douglas and hire him to the full-time rank of Probationary Patrol Officer. Motion carried unanimously.

HR Director Tucker and Chief Fillback provided an update on the use of P.E.P. Testing as part of pre- employment background testing for applicants with the Fire and Police Departments for the City.

Director Tucker gave a report detailing various elements of the Open Meetings Act and review of the Freedom of Information Act (FOIA); as well as, a review of Oral Interview questions, comments and concerns.
