City of Jerseyville City Council met July 11.

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, July 11th at City Hall beginning at 5:00 p.m. due to fair parade.

ROLL CALL 

Present were Commissioners Anthony Steckel, Steve Pohlman, John Miles, Zachary Crawford, and Mayor Stork. City Attorney William Strang was present.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES 

A motion was made by Comm. Pohlman, seconded by Comm. Crawford, to approve the minutes from the regular meeting held Tuesday, June 27, 2023. Roll call vote showed all voted aye, no nays, motion carried.

BILLS 

A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the bills as presented for July 11, 2023, in the amount of $594,516.15. Comm. Steckel stated 35% of the total amount being paid are invoices submitted from Jun Construction and Stutz Excavating for the Susnig Complex improvement project. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS 

A. A motion was made by Comm. Miles, seconded by Comm. Pohlman, to approve the contract award for Hollow Avenue Phase 1 roadway improvements project to Stutz Excavating and authorize the Mayor, City Clerk, and Director of Public Works to sign all associated documents. Mayor Stork reminded the Council of their discussion at the last meeting stating this was the only bid received which came in higher than anticipated, and the Council could have put out for bid again but agreed it would be more cost effective to accept the bid as submitted. Roll call vote showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve an ordinance amending Chapter 6 Fire Codes and Regulations, adopting the ICC 2018 edition of the International Fire Code, and repealing all other conflicting ordinances or parts of ordinances. Fire Chief Norman mentioned the County is on the same edition. City Attorney Strang also mentioned this update includes a section referring to private fire hydrants to be maintained, inspected, and reported to the City. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Comm. Crawford, seconded by Comm. Miles, to approve the City Clerk to attend the Municipal Clerks of Illinois summer seminar on July 20th and 21st. Roll call vote showed all voted aye, no nays, motion carried.

D. A motion was made by Comm. Pohlman, seconded by Comm. Crawford, to approve a tax incrementing commercial building improvement grant for a large project as recommended by the TIF Advisory Board on July 7th for Jersey Fit, 210 Vine St., owner Nick Bexheti. Mr. Bexheti was present explaining the building being remodeled is the new location of was once known as Jerseyville Crunch. Director of Building and Zoning Jeff Soer stated this project qualifies for reimbursement of 50% of expenses totaling $50,000.00 and at a maximum reimbursement of $25,000.00. Shaun Isringhausen is currently the owner of the property and Mr. Bexheti is purchasing contract for deed. Roll call voted showed all voted aye, no nays, motion carried.

OTHER BUSINESS  

Mayor Stork announced the next Rock the Block on August 11th from 6:00 to 10:00 p.m. with the band Porch Café performing. Comm. Miles stated applications are being accepted for the Street Department until July 14th. Mayor Stork also mentioned applications for the position of Tourism Director are being reviewed. Director of Building and Zoning Soer mentioned the 2018 Building

Code will be presented for adoption soon.

ADJOURNMENT 

Being no other business to be discussed, a motion was made by Comm. Steckel, seconded by Comm. Miles, to adjourn the meeting at 5:11 p.m. Roll call vote showed all voted aye, no nays, motion carried.
