City of Jerseyville City Council met Sept. 19.

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, September 5th at City Hall beginning at 6:00 p.m.

ROLL CALL 

Present were Commissioners Anthony Steckel, Steve Pohlman, Zachary Crawford, John Miles, and Mayor Stork. City Attorney William Strang was present. City Clerk Denise Hayes took minutes.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES 

A motion was made by Comm. Pohlman, seconded by Comm. Crawford, to approve the minutes from the regular meeting held Tuesday, September 5, 2023. Roll call vote showed all voted aye, no nays, motion carried.

BILLS 

A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve the bills as presented for September 19, 2023, in the amount of $345,777.71. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS 

A. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve the Director of Building and Zoning, Jeff Soer, attend the 2023 Missouri Association of Building Officials and Inspectors Fall Conference in Osage Beach, Missouri, September 28th through October 1st. Soer explained to the Council by attending this conference he will earn education points which will go towards maintaining his current license in both residential and commercial permitting. He also stated he became a member of this association 5 or 6 years ago due to the lesser cost and more training opportunities available as compared to the Illinois Association of Building Officials. Roll Call vote showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Crawford, seconded by Comm. Pohlman, to approve the City Clerk and Deputy Clerks to attend the 2023 Municipal Clerks of Illinois Institute/Academy training October 8th-13th in Bloomington. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Miles, seconded by Steckel, to approve a tourism grant request submitted by the Jerseyville Police Department T.E.E.N.S. program in the amount of $1,000.00 for expenses related to pickleball tournament September 23-24 at Lions Club Park. Officer Seth Tefertiller was present to explain the T.E.E.N.S. program stating it is a community outreach program involving 6th graders to build relationships and networking. The program offers events throughout the year depending on funding. The main fundraising event is the pickleball tournament and is open to all communities. Last year the tournament had 20 teams and this year there are 42 teams participating. The primary expenditures are advertising and t-shirts. Chief Blackorby mentioned this is the second year for the tournament and Officer Tefertiller great job promoting and overseeing the program. Roll call vote showed all voted aye, no nays, motion carried.

OTHER BUSINESS – Mayor Stork announced the Parks and Recreation Department is currently looking for basketball referees with application deadline of October 28th, girls’ basketball registration deadline is September 23rd, boys’ basketball registration deadline is October 28th, Itty bitty pee wee football registration deadline is October 4th.

PUBLIC COMMENT – None

CLOSED SESSION – A motion was made by Comm. Pohlman, seconded by Comm. Miles, to go into closed session to discuss litigation and insurance contracts. Roll call vote showed all voted aye, no nays, motion carried.

ADJOURNMENT 

Being no other business to be discussed and no action taken from of closed session, a motion was made by Comm. Miles, seconded by Comm. Pohlman, to adjourn the meeting at 6:44 p.m. Roll call vote showed all voted aye, no nays, motion carried.
