City of Belleville Electrical Commission met Oct. 31.

Here are the minutes provided by the commission:

1. CALL TO ORDER / OPENING REMARKS 

Chairman Tom Bell called the meeting to order at 1:07 p.m.

2. ROLL CALL OF MEMBERS AND STAFF 

• PRESENT - Chairman Tom Bell, Joe Harnist, Bryan Jarvis, Josh Hader, Rob Roehrig 

• ABSENT - Ryan Diekemper

• STAFF MEMBERS - City of Belleville Electrical Inspector Ed Escobedo

Deputy Fire Chief Jesse Garnica

3. APPROVAL OF MINUTES - 

Motion to approve the minutes for September 26, 2023

4. PUBLIC PARTICIPATION - None

5. NEW BUSINESS 

• Angelo Gordon-Strong Arc/Morrison Electric 

Tom Bell informed Angelo Gordon that he needs to turn in an Article of Dissolution for his company Strong Arc Electric before he will be able to take over as the license holder for Morrison Electric. Morrison Electric has a grace period until 11/15/23 to allow time for Angelo Gordon to turn in the Article of Dissolution. Bryan Jarvis informed Chuck that Academy Air cannot do work with Morrison unless they are licensed as electrical contractors.

• Jaime Flores-Academy Air 

Tom Bell informed Jaime that this is an interview for him to get his license. Bryan Jarvis stated that there is no subcontracting, and he is taking responsibility for all work done. Jaime Flores stated that he and his workers do everything to the current code.

A motion was made to approve Jaime Flores to receive his electrical license.

• Kevin Brindick-Compass Electrical Solutions 

Kevin Brindick was unable to attend the meeting due to being ill. His application has been postponed until November 28, 2023.

Ernie Varela-Homeowner of 119 S 11th Street 

Ernie Varela spoke with the commission about doing his own electrical work for the underground service only, the meter can and 200 amp panel. He would like power on so he can put in a security system due to multiple break ins. Ed Escabedo informed Ernie Varela that it must be owner occupied per city ordinance. Ed Escabedo asked if the house was still in condemnation, but Ernie Varela stated that he gave a letter from his architect to Steve Thouvenot stating the house was in sound condition. The commission asked for a copy of this letter. He stated that the house did have a fire on the 2nd floor, and he does plan on living in the home. The commission asked for Ernie Varela to step out and discussed him doing the job. Bryan Jarvis stated that the owner doing just the service with strict guidelines should be allowed to avoid another vacant home in Belleville. The commission informed Ernie Varela that he is allowed to do the underground service only. No other work will be allowed to be completed by him.

A motion was made to allow Ernie Varela to do an underground service only.

• James Hickman-Fluent Solar 

The commission spoke to James Hickman about a job at 1821 E Belle Ave. James Hickman pulled an electrical permit under Fluent Solar's name, but the job was not completed to electrical code standards. Ed Escabedo spoke to James Hickman about calling in a final on a job he had never been to. Fluent Solar was not aware of the permit being pulled for this address and the job was not a solar job. James Hickman responded saying that he is the license holder, and he has the right to pull the permit under Fluent Solar. He stated he has not been paid. He also stated he is leaving Fluent Solar in 120 days and will be coming back to get a license for his own company. 

The commission informed James Hickman that when the license was reinstated previously, he was told then to make sure his work was up to code standards.

A motion was made to send James Hickman a certified letter for a hearing on November 28, 2023 on revoking his license.

• Ronnie Arnold-Titan Solar Power IL, Inc 

The commission spoke to Ronnie Arnold about a job completed at 2826 Brookmeadow Dr. Tom Bell informed Ronnie Arnold that the meeting was being recorded. Ed Escabedo stated he called Ronnie Arnold and told him the job is not up to code standards. Ronnie Arnold had no idea what job he was speaking of and has never been to that house. Ronnie Arnold stated that Titan Solar Power IL, Inc pulls permits and does not tell him of what jobs are being done. The commission will allow him a reinspection of this job only if the homeowner will let them back.

A motion was made to send Ronnie Arnold a certified letter for a hearing on November 28, 2023 on revoking his license.

• Robert Sommers-Lowry Electric Company 

The commission reviewed the application and supporting documents for Robert Sommers. He will be taking over as the license holder for Lowry Electric Company.

A motion was made to transfer license to Robert Sommers.

• Ron Kendall-Corvus Pro Solar, LLP 

The commission interviewed Ron Kendall for his electrical license. Tom Bell asked him to explain why some of his W2's only show part time work. Ron Kendall responded by saying he has been a licensed electrician since 1974. He has been taking some time off in the last couple of years. Ed Escabedo explained the permit process to him. Bryan Jarvis informed Ron Kendall if changes are made to the plans, send them into the office immediately.

A motion was made to approve Ron Kendall to receive his electrical license. Motion Made By: Bryan Jarvis

• Bervin Wade Miller- Borrego Energy, LLC 

The commission reviewed the application and supporting documents for Bervin Wade Miller.

A motion was made to invite Bervin Wade Miller to the November 28, 2023 meeting for an interview.

6. OLD BUSINESS 

Bryan Jarvis gave a copy of the amended St Clair County Electrical Code to all committee members.
