Public present: Linda Miller, Scott Tyler, Christian Powell, Rick Vernier, Gabi Centeno, Felipe Centeno, Michael Laguna, Arlene Frantonero 

Elected Officials present: Raffi Ovian 

The meeting was called to order at 7:00 PM by Chairman Dan Noliman. Roll was called and a quorum declared. The Pledge was made, and the applicants and public were sworn in. (7:02 PM) 

Chairman Nollman went over Emergency Procedures and meeting outline directions. (7:02 PM) 

Amotion was made by Don Rockwell to approve the minutes with no changes from the March 27, 2025, meeting. The motion was seconded by Tim Price. The motion carried (6-0) with all present members voting in the affirmative. (7:04 PM)

Old Business: 

08-APR25 – FELIPE ELIAS CAMPOS / GABRIELA CENTENO: Request for a Special Use Permit to operate an Air BnB at 637 North 38th Street (08-08.0-319-024) located in a “B-1” Multi-Family Residence District. (Applicable sections of the city and zoning code: 34.043, 154.15, 154.46, 154.49, 162.183, 162.515) Ward 4

Felipe Campos requested to get a special use permit to operate a Air BnB at 637 North 38th Street to include him and his wife staying in one of the units and renting out the other three. 

08-APR25 – FELIPE ELIAS CAMPOS / GABRIELA CENTENO: A motion was made by Steve Zimmerman to deny the Request for a Special Use Permit to operate an Air BnB at 637 North 38th Street (08-08.0-319-024) located in a “B-1” Multi-Family Residence District. (Applicable sections of the city and zoning code: 34.043, 154.15, 154.46, 154.49, 162.183, 162.515) Ward 4 The motion was seconded by Becca Boyer. Motion carried by a vote of (6-0) (7:44 PM) 

09-APR25 ANDRIA & CHRISTIAN POWELL: Request for a Special Use Permit to construct a metal building exceeding 150 square feet at 304 Mascoutah Avenue (08-22-0-348-045) located in a “A-1” Single-Family Residence District. (Applicable sections of the zoning code: 162.094, 162.515) Ward 7

City Council Comments: None

Christian Powell requested to build a metal garage at 304 Mascoutah Avenue to be able to park his vehicles. It will coincide with the colors of his house and will consist of ten-foot walls and have a concrete slab underneath. 

09-APR25 ANDRIA & CHRISTIAN POWELL. A motion was made by Don Rockwell to approve the Request for a Special Use Permit to construct a metal building exceeding 150 square feet at 304 Mascoutah Avenue (08-22-0-348-045) located in a “A- 1″ Single-Family Residence District. (Applicable sections of the zoning code: 162.094, 162.515) Ward 7 The motion was seconded by Tim Price. Motion carried by a vote of (6-0) (7:58 PM)

New Business: 

10-MAY25 LAGUNAS ROOFING LLC: Request for a Special Use Permit to construct a metal building exceeding 150 square feet and for an indoor storage use at 1148 Royal Heights Road (08-08-0-201-003) located in a “C-2” Heavy Commercial District. (Applicable sections of the zoning code: 162.248, 162.515) Ward 3

City Council Comments: None

Michael Laguna requested a metal building installed at 1148 Royal Heights Road that will exceed 150 square feet for indoor storage. It will be the headquarters for their staff of their business Lagunas Roofing. Essentially, he will be moving his business to Belleville. No trucks will be stored there as the workers take the trucks home. Trucks will be there throughout the day.

(Applicable sections of the zoning code: 162.248, 162.515) Ward 3 The motion was seconded by Steve Zimmerman. Motion carried by a vote of (6-0) (8:16 PM)

A motion was made to adjourn by Don Rockwell and seconded by Becca Boyer. Motion carried (6-0) with all present members voting in the affirmative. Chairman Nollman adjourned the meeting at 8:18 PM.
