City of Edwardsville Bicycle and Pedestrian Advisory Committee met March 4

I) ROLL CALL:

II) PUBLIC COMMENT: None.
III) APPROVAL OF MINUTES: Stacy made a motion to approve the minutes of the February meeting, seconded by Hemphill. Motion passed unanimously.
IV) OLD BUSINESS:
a) Snow Removal Follow-Up – Hensley is working with Zwijack to outline snow removal expectations in order to post online as a resource. Newcom asked if a notice could be sent for people in violation of the ordinance. Buncher does not believe that the ordinance has ever been enforced and that there may be a liability to them enforcing it.
b) 2026 Earth Day Event at Watershed – Cox, Frost, and Adair participated in a meeting this week. The approach will begin at Richards Woods and have a “bike bus” approach with several stops. The committee will also staff a tent. Watershed requested a logo to use on materials; the committee prefers to use the Slow Down Logo. Hensley will send the file to the event organizers. Assignments and further details to follow at the next meeting.
c) 2026 Grand Illinois Bike Tour – Cox has been unable to reach the organizers directly. Hensley thinks that Rivers and Routes may be swamped in the myriad details of the itinerary and expects that they will follow-up. Hensley thinks that at a minimum BPAC may be able to craft some messaging about the event. Additional opportunities to participate are pending a response and the potential asks from the organizers.
V) NEW BUSINESS:
a) Bicycle Friendly Community – City staff will complete the application. Buncher believes that upgrading to Silver designation will not be possible; Schaefer concurred due to requirements for licensed educators. Stacy previously attempted to recruit interest in educators without success due to time and cost. Adair requested that the committee have the opportunity to review the application, if time allows.
b) JewelRide Books for Bikes – Newcom shared about the library’s partnership with JewelRide. Hensley suggests that she feature BPAC members and books they love. Those interested in participating should contact Newcom.
c) New Subgroup Items
i. Education & Safety – Nothing further.
ii. Policy & Infrastructure –
i. Crosswalk enforcement – Adair contacted Lt. Senci to plan a discussion about crosswalk enforcement.
ii. Bike Parking Ordinance – Buncher shared that the Bike Parking ordinance was approved last night.
iii. Community Engagement –
i. Restaurant Ramble – Subgroup has been working with Hensley to organize the Restaurant Ramble. Program is currently scheduled to run April 19 – June 6. The library’s circulation desk will be the drop-off point. The library and several other locations around town will be pickup points.
ii. Week without Driving – Potentially hoping to plan a kickoff event. Cox is exploring options for a host, possibly the West End Service Station or Watershed. Pauli suggests the possibility of using the Wildey; Hensley will inquire. Cox is also interested in community partners to help promote the effort.
iv. Marketing & Communications – Newcom worked with the City to determine the locations of the Slow Down Town banners. They will be spread along Main Street, St. Louis Street, and Vandalia from April to September.
