I. Public Comment: 

A resident expressed concerns regarding the proposed roundabout at Esic Drive and Governors Parkway. 

A resident expressed concerns regarding parking on Chancellor Drive. 

II. Council Matters: 

A. Approval of Minutes from the December 10, 2024 Public Services Committee meeting: 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. All Ayes. Committee forwarded to Council for information. 

B. Resolution Authorizing the Application for Madison County Resource Management Program Grant Funds from Madison County 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this grant, if awarded, would provide funding for the LED conversion at City Hall. All Ayes. Committee forwarded to Council for consideration. 

C. Approval of a Resolution Authorizing the Mayor to Execute a Joint Funding Agreement for Federally Funded Construction for the Esic Drive and Governors Parkway Roundabout, Section 23-00116-00-PV 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for the Preliminary Engineering of a roundabout at Esic Drive and Governors Parkway and all necessary work required to complete the project. All Ayes. Committee forwarded to Council for consideration. 

D. Approval of a Supplemental Professional Services Agreement with Sheppard, Morgan and Schwaab, Inc. for Preliminary Engineering for Improvements to Holyoake Road in the amount of $67,500.00 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for improvements to Holyoake Road from Jefferson Road to Troy Road. All Ayes. Committee forwarded to Council for consideration. 

E. Approval of a Resolution Authorizing the Purchase of Bulk LA Rock Salt from Gunther Salt Company in the estimated amount of $175,250.00 

Alderman Warren made a motion to approve with Alderman Patton seconding the motion. Staff explained that this is for the purchase of rock salt used at the Water Treatment Plant for the next three months. Committee forwarded to Council for consideration. 

F. Approval of Change Order #1 for an Agreement between the City of Edwardsville and Plocher Construction as Construction Manager for the extension of Sports Park Drive in the increased amount of $19,499.70 

Alderman Warren made a motion to approve with Alderman Patton seconding the motion. Staff explained that this is for additional aggregate base omitted from the schedule of prices. Committee forwarded to Council for consideration. 

G. Resolution Authorizing the Sole Source Purchase of (17) Sets of Honeywell Firefighting Structural Turn-Out Gear in the amount of $60,137.79 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for the replacement of gear before aging out due to environmental or excessive wear. Committee forwarded to Council for consideration.
