City of Jerseyville City Council met March 3
Here are the minutes provided by the council:
Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, March 3rd at City Hall beginning at 6:00 p.m.
ROLL CALL
Present were Commissioners Anthony Steckel, Steve Pohlman, John Miles, Jennifer Graklanoff, and Mayor Kevin Stork. City Attorney William Strang was absent. City Clerk Denise Hayes took minutes.
Comm. Pohlman led the opening prayer and pledge of allegiance was recited.
MINUTES
A motion was made by Comm. Miles, seconded by Comm. Graklanoff, to approve the minutes of the regular meeting held Tuesday, February 17, 2026. Roll call vote showed all voted aye, motion carried.
BILLS
A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve the bills as presented for March 3, 2026, in the amount of $273,561.02. Roll call vote showed all voted aye, no nays, motion carried.
NEW BUSINESS
A. A motion was made by Comm. Graklanoff, seconded by Comm. Steckel, to approve a rental agreement with the Jersey County Business Association for their usage of City Center Plaza every Tuesday for Farmer’s and Artisan Market beginning June 2nd through September 1st from 4:00 to 7:00 p.m. No market will be held July 14th due to Jersey County Fair Parade. All voted aye, no nays, motion carried.
B. A motion was made by Comm. Pohlman, seconded by Comm. Miles, to waive rental fee for the Jersey County Business Association for usage of City Center Plaza during Farmer’s and Artisan Market. Roll call vote showed all voted aye, no nays, motion carried.
C. A motion was made by Comm. Miles, seconded by Comm. Steckel, to approve signing a certificate of authority to vote which allows for the Mayor, City Clerk, and Director of Public Works to enter into contracts and/or joint participation agreements on behalf of the City of Jerseyville with the State of Illinois and its agencies and to execute any related documents. Director Manns reported this has been used to purchase road salt through CMS which is typically submitted in April and pricing in August. Roll call vote showed all voted aye, no nays, motion carried.
D. A motion was made by Comm. Steckel, seconded by Comm. Graklanoff, to approve the Director of Tourism and Economic Development to attend the Illinois Enterprise Zone Association/Illinois Tax Increment Association 2026 Spring Conference in Peoria April 22nd and 23rd. Director of Tourism Strang commented this is a great opportunity to network with other communities and keep updated on legislative changes.
OTHER BUSINESS:
-Comm. Miles reported Hollow Avenue Road Project is underway.
-Fire Chief Norman announced the Fire Department received a community grant in the amount of $1,000.00 from Illinois American Water.
-Public Works Director Manns stated dredging project at Wock Lake is now complete. He also mentioned that he has spoken with the school district about putting signage on West County Road near Middle School reducing speed limit to 20 miles per hour. He is expecting signage to be in place by the next Council meeting.
PUBLIC COMMENT: Resident Janice Berry spoke to the Council regarding her concern of students crossing Snedeker St. onto Jefferson St. near the High School with there being no crosswalk or sidewalk available. She recently witnessed a student walking on hill along Snedeker St. who slipped down hill and landed near her vehicle.
She encouraged the Council to consider moving this project up for completion in consideration for student safety. Director Manns commented that the City is in the process of obtaining final easements, acquisitions, and permits to begin the process of accepting bids for project. She also reminded the Council that she has been checking the restrooms at Dolan Park but has not been able to lately since they are closed during the winter months. When they are open to the public, she suggested the restrooms be closed as soon as any activities/programs are finished each night to try to eliminate vandalism or safety issues.
