Illinois Rep. Hoffman’s unemployment insurance eligibility bill passes House and Senate

Passed bill authored by State Rep. Jay Hoffman seeks to revise eligibility rules for unemployment benefits and adjust recoupment processes to address specific exceptions and recovery limits, according to the Illinois General Assembly.

In the House, 76 Democrats and nine Republicans voted in favor of the bill, while 30 Republicans opposed it.

Meanwhile, in the Senate, 38 Democrats and 16 Republicans voted in favor of the bill.

Hoffman introduced the bill in the Illinois House on Feb. 6, 2025 during the 104th session.

The legislation, known as HB3200, was passed on May 30, 2025 during the general assembly session 104.

According to the Illinois General Assembly site, the legislature summarized the bill’s official text as follows: “Amends the Unemployment Insurance Act. Provides for the recovery of benefits awarded to individuals who are determined to not be eligible for those benefits, plus any penalties and interest, in accordance with specified provisions of the Act. Provides that the Director of Employment Security is authorized to cooperate with and enter into appropriate agreements with the State Treasurer for the recovery of unclaimed property held by the State Treasurer in the name of an individual who received benefits that the individual was determined to not be eligible to receive or in the name of an employer who owes contributions, interest, or penalties under the Act. Authorizes the Director to directly request and accept the return of funds from a debit card issuer for any debit card account that received benefits under specified circumstances. Makes other changes.”

Hoffman, a Democrat, was elected to the Illinois State House in 2013 to represent the state’s 113th House District, replacing previous state representative Scott Penny.

Lawmakers listed as “Not Voting” were present for the vote but did not cast a vote. Those marked as having an “Excused Absence” were not present and formally provided a reason for their absence, which was accepted.
