1. Regular City Council Meeting-7:30 p.m.
A. Call to Order and Pledge of Allegiance:
The meeting was held in the Council Chambers in the City Municipal Building, 116 East Market Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:30 p.m.; immediately following was the Pledge of Allegiance.
B. Roll Call in Alphabetical Order: Present: Aldermen James DeCarli, Tim Greenfield, Sam Italiano, Dan Jackson, Douglas Partney and Troy Turner. Other Officials Present: Mayor Allen Adomite, City Treasurer David Roady, City Administrator Jeff Soland, Building and Zoning Administrator Keith Frey, Director of Public Works Rob Hancock, Chief of Police Brad Parsons, City Engineer Tom Cissell, City Attorney Fred Keck and City Clerk Jamie Myers. Absent: Alderman Regina Hendrickson.
C. Reading and Approval of Minutes:
1. March 20, 2017 City Council Meeting Minutes-
Motion: To Approve the March 20, 2017 City Council Meeting Minutes as Presented. Moved by Italiano; Seconded by DeCarli. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: DeCarli, Greenfield, Italiano, Jackson, Partney and Turner. Absent: Hendrickson.
D. Communications, to be provided by the City Clerk:
City Clerk Myers stated the 2017 Consolidated Election is Tuesday, April 4, 2017.
E. Citizen Participation, limited to three (3) minutes per Person: None.
F. Mayor’s Comments:
1. Update on Project Submittals for Annual IDOT Transportation Improvement Program-
Mayor Adomite stated the city has received the project submittals for the annual IDOT Transportation Improvement Program.
2. Council Workshop-Closed Meeting Minute Review-8am, Saturday, April 22, 2017-
Mayor Adomite announced the workshop to review the closed meeting minutes scheduled for April 22, 2017.
3. Troy-Chamber Citywide Garage Sale-Saturday, May 13, 2017-
Mayor Adomite announced the date of the citywide garage sale scheduled for May 13, 2017.

1. Approval of Lowest Bidder for ADA Improvements at City Hall for $51,837.00 with Don Mueller Construction-
Motion: To Approve the Lowest Bid for the ADA Improvements at City Hall for $51,837.00 with Don Mueller Construction. Moved by Partney; Seconded by DeCarli. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: DeCarli, Greenfield, Italiano, Jackson, Partney and Turner. Absent: Hendrickson.
2. Planning Commission Meeting- Thursday, April 13, 2017 at 7:30 pm-
Alderman Partney announced the next planning commission meeting scheduled for April 13, 2017. The planning commission will keep reviewing the subdivision ordinance.
3. Planning Commission Public Hearing-Thursday, April 20, 2017 (Subdivision Code)-
Building and Zoning Administrator Frey announced the planning commission public hearing scheduled for April 20, 2017.
4. Building and Zoning Administrator Report-
Building and Zoning Administrator Frey had nothing else to report.
J. Finance and Economic Development Committee Report:
1. Results of Finance & Economic Development Committee Meeting- April 03, 2017-
Alderman Jackson reviewed the committee meeting. Another meeting will be scheduled to review the 2017-18 budget. Motion: To Replace One of the Patrol Cars with Funds from Article 36 and with an Insurance Settlement of $9,500.00. Moved by Jackson; Seconded by Italiano. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: DeCarli, Greenfield, Italiano, Jackson, Partney and Turner. Absent: Hendrickson.
2. City Treasurer Report-
City Treasurer Roady had nothing to report.
K. Law Enforcement & Emergency Services Committee Report:
1. Chief of Police’s Report-
Chief of Police Parsons stated Bryan Brown has graduated from the academy and will begin field training. He added the two new officers will leave for academy on Sunday, April 9, 2017. Alderman DeCarli spoke about speeding on Lower Marine Road.
L. Public Works Committee Report:
1. City Engineer Report-
City Engineer Cissell stated the Remington Drive bid opening is scheduled for tomorrow. The Long Branch bid opening is scheduled for April 18, 2017. He updated the council on the Taylor Lake and Fairoaks projects. There was discussion concerning a diver examining the pipe on Bass Drive.
2. Public Works Department Schedule and Report-
3. Time for Director of Public Works-
Director of Public Works Hancock stated the DOT inspections have been completed on the required vehicles. The public works department is also working on the confidence report due in July.
M. Reports of Special Committees (as needed): None.

1. Ordinance 2017-06-No Parking Signs (Arrowhead Drive)-
Motion: To Approve Ordinance 2017-06-Providing for the Installation of “No Parking” Signs at a Certain Location-Arrowhead Drive. Moved by Partney; Seconded by DeCarli. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: DeCarli, Greenfield, Italiano, Jackson, Partney and Turner. Absent: Hendrickson.
