Alton Historical Commission met March 21.

Here is the minutes provided by the Commission:

Members Present: Doug Bader, Mary Anderson, Diane Plummer, and Monica Mason

Members Absent: Charlene Walker and Jonas Janek

Others Present: Sam Shaw, Building Inspector for Building & Zoning and Debbie Beck, Secretary

The meeting of the Alton Historic Commission was called to order by Doug Bader at 7:00 pm on March 21, 2017.

Monica Mason moved to accept the minutes for March 7, 2017 as presented. Diane Plummer seconded the motion. Motion passed unanimously.

Applications: 

Sam Shaw, inspector for the City of Alton Building & Zoning presented the application for 710 George St, for Hugh Halter, property owner, due to Halter’s flight back to Alton being delayed. Shaw stated Halter was applying for a 4’ wood picket fence. This fence will be well within set back and Shaw could not see any issues with the application. Doug Bader just wanted Shaw to let Halter know that the fence needed to be neighbor friendly, with the crossbeams on the inside of the fence.

Diane Plummer moved to accept the application as presented. Mary Anderson seconded the motion. Motion passed unanimously.

At this time Doug Bader wanted to thank Debbie Beck for her service to the commission. Beck had explained to the commission that she would be going to a different department and her position as secretary for the commission would be taken over by another employee for the city.

2017 Awards: 

The commission discussed several properties that were on the list. Doug Bader had taken pictures and they passed around pictures that he had taken. Bader stated that he would like for the official nominations take place at the next meeting, April 6, 2017. Bader stated that they should target the second council meeting in May to present the awards.

Other Business: 

Doug Bader stated that the commission need to get in contact with Matt Bivens to schedule another public hearing.

The commission requested that Sam Shaw go by 616 State. It appears that the owner placed a picket fence as a railing on the front porch. They also requested that Shaw go by a couple of other addresses, but these were pertaining to the awards.

Mary Anderson stated that she had a conversation with the Drs. Chapman and they had received permission from the State to put a commemorative marker for the Scott Bibbs Memorial Building.

Bader requested that Shaw take photos of the northeast corner at the intersection of Central and 5th and submit the setback in writing. Bader stated that a letter could then be sent to the Chapmans for the placement of the marker.

There being no further discussion or comments from the public, the meeting was adjourned at 7:27 pm
