Here is the minutes as provided by the council:

Call Meeting to Order

Mayor Miller called the regular meeting to order at Collinsville City Hall at 7:00 p.m.

Roll Call

Present were: Councilmen Jeff Stehman and Cheryl Brombolich, Mayor John Miller,City Manager Mitch Bair,Corporate Counsel Steve Giacoletto, and City Clerk Kim Wasser.

Absent: Outgoing Councilmen Nancy Moss and Jeff Kypta.

Also present were: Newly Elected Councilmen Donna Green and David Jerome.

Invocation

Delivered by Pastor Cory Johnston of Heights Church.

Pledge of Allegiance

The Pledge of Allegiance was recited.

Proclamations/Recognition/Presentations

Clerk Wasser explained that agenda items E. 1-4 would be skipped due to the absence of Councilmen Moss and Kypta.

5.Swearing-In of Newly Elected Councilman Donna Green

Mayor Miller swore in newly elected Councilman Donna Green and newly elected Councilman David Jerome.

7.Comments from Newly Elected Councilman Donna Green

Councilman Green thanked the citizens of Collinsville for entrusting her and thanked those who helped campaign for her. She expressed being humbled and indicated she would do what is best for Collinsville. She asked the public to be patient with the Council while changes are being made. She also encouraged the public to ask questions if they have concerns over an issue.

8.Comments from Newly Elected Councilman David Jerome

Councilman Jerome thanked Nancy Moss and Jeff Kypta for their many years of service to the City. He thanked the voters for their support and hopes to win their trust. He congratulated

Donna Green for a successful campaign. He thanked his wife for her support. He spoke of the potential Collinsville has and is encouraged by the many opportunities.

9.Building Safety Month Proclamation

Mayor Miller read the Building Safety Month Proclamation from the International Code Council and declared the month of May 2017 as Building Safety Month.

Business Prior to Public Input

Council Discussion

City Manager Bair gave a brief overview and update of the automated trash services for Collinsville by Republic Services. Joell Aguirre of Republic Services was also present to answer questions.

He explained the return of the City Scoop as an effort to update residents. The City Scoop will be published twice a year, spring and fall, and mailed to residential water account addresses at total cost of $7,000 annually. Extra copies will be available for businesses and others as well as available on the City’s website.

City Manager Bair explained the large item pickup service offered by Republic Services. This service is available as a personalized on-demand service which can be scheduled by calling Republic Services at 656-6883.

He further explained the schedule for implementing the automated trash service:

•Last week of May – residents of Watt St. will be notified that trash carts will be temporarily stored at Fast Lane Auto.

•June 5 – trash carts will be delivered to Fast Lane Auto.

•June 12 – Call blast to residents stating to watch mail for communication regarding trash automation. Republic Services will be mailing out this information.

•June 26 – Another call blast to residents and additional mailer regarding trash services as some pickup days may change.

•July 4 – Republic Services will begin distributing trash carts to residents. Additional information will be attached to each cart.

•Implementation of the new carts and trash automation will begin the week of July 10.

He advised that all trash must be inside the container for it to be disposed of. Each household will originally receive a 95 gallon cart; however, carts can be exchanged for a smaller size (65 or 48 gallon)by August 31 without an additional charge. Additional containers are available for $2.00 per month with a 3 month commitment.

City Manager Bair reminded the public to watch for mailed postcards regarding trash services from Republic Services as service days may change for some.

Councilman Brombolich commented that she was glad to see the City Scoop published again and appreciations efforts by staff to communicate changes and updates. She inquired if the trash has to be bagged inside the cart. Mayor Miller advised it is only recommended to bag the trash but not required. City Manager Bair explained the use of trash bags is not required. He further advised the City Scoop allows for information regarding these changes to also come from the City as well as Republic Services.

Councilman Jerome inquired of possible advertisements to defray the cost of the City Scoop. City Manager Bair indicated that is something the City can look into and consider.

Mayor Miller thanked staff for the efforts and Ms. Aguirre for Republic Services’ cooperation.

Comments & Announcements – Mayor

Mayor Miller thanked Nancy Moss and Jeff Kypta for the years of service and accomplishments. He welcomed Councilman Green and Councilman Jerome.

He spoke of the memorial service for the Hometown Heroes Banners event with almost 600 people in attendance. He thanked Pat and Leonard Reitz for spearheading the memorial banners program and announced they received the Key to the City award for their efforts.

Mayor Miller spoke of the National Day of Prayer event that took place on May 4 in the Council Chambers. He thanked the Pastors for praying for Collinsville.

Comments & Announcements - Council Members

Councilman Stehman spoke of family members who are being honored through the Hometown Heroes Banner program and thanked the founders for their efforts. He spoke of various volunteer opportunities available to the citizens of Collinsville and encouraged participation with efforts towards positive changes. He welcomed newly elected Councilmen Green and Jerome and expressed his interest in working with them for the next 2 years.

Councilman Brombolich welcomed newly elected Councilmen Jerome and Green and thanked them for their years of volunteerism on the City commissions. She welcomed their positive attitudes.

Consent Agenda

City Clerk Wasser read the consent agenda items as follows:

1.Motion to Approve Payment of Bills for the Period Ending 5/1/17 in the Amount of $514,387.13

2.Motion to Approve Payroll for the Period Ending 4/21/17 in the Amount of $515,435.76

3.Motion to Approve Minutes of the 4/24/17 Regular Meeting

Mayor Miller asked if the Council wished to pull any items prior to a Motion.Councilman Jerome asked to pull Item #3 as he will need to abstain since he was not a Councilmember at that time.

Mayor Miller asked for a motion for Consent Agenda Items L. 1 and 2. Motion by Councilman Brombolich, seconded by Councilman Stehman.

Mayor Miller asked for a motion for Consent Agenda Item L. 3 Approval of Minutes. Motion by Councilman Stehman, seconded by Councilman Brombolich.

Motion by Councilman Jerome, seconded by Councilman Brombolich.
