City of Edwardsville Public Safety Committee met June 12.

The regular meeting of the Edwardsville Public Safety Committee was called to order by Chairman Krause at 5:00 p.m. in the Council Chambers with quorum present: Chairman Will Krause, Alderman Janet Stack and Alderman SJ Morrison.
Approval of Minutes-Motion by Alderman Stack, second by Chairman Krause to approve minutes from the Public Safety Committee meeting held Monday, May 08, 2017. Motion carried.
Police Department:
•Swearing in Ceremony for Officer Brennan Vahle to the Edwardsville Police Department. City Clerk Dennis McCrackensworn in Officer Brennan Wahle to the Edwardsville Police Department.

•Approval of capital purchase of twelve (12) portable radios from Data Tronics of Godfrey IL for $9,860.00.
When the Edwardsville Fire Department (EFD) budgeted for radios they currently had about thirty-five (35) working handheld radios but they are beyond their shelf life. Most of them are over ten (10) years old. These are standard very high frequency (VHF) radios. EFD budgeted for ten (10) radios for the next four (4) years with the estimated cost of $1000.00 per radio. Motorola has come out with a rebate plan for old radios but EFD wanted to hold on to theirs. Data Tronics stepped forward and said they have some old "cache" radios that they willing to trade in and give EFD the discount. That gave EFD the ability to go up to twelve (12) and still be under $10,000.00 budgeted amount. The discounted amount is $1,300.00 and EFD will be able to keep their older radios. The bids forten (10) radios were: Data Tronics S8,000, Wireless USA S8,290 and JCS Wireless S8,890.

•Approval of capital purchase of one (1) thermal imaging camera with truck charger from Emergency Fire Equipment Inc., of Mayfield KS for $6,090.00.
This is the third and last replacement of thermal imaging cameras EFD had that were really showing their age. Basically they are duplicating the same thermal imaging camera, FLIR K55 TIC with truck charger, that was bought last year. Unfortunately the price has gone up since last year. Budget was set for $6,000.00. The extra $90.00 can be billed to the equipment line from the Department's operations budget. The bids for the thermal camera were: Emergency Fire Equipment Inc. $6,090, Dinges Fire Company $7,250 and Sentinel Emergency Solutions $7,699.

•Approval of a professional services agreement with Gray Design Group of illinois Inc., from St. Louis, MO for furniture design services for the new Public Safety Building in the amount of $38,000.
A request for qualifications for furniture design services for the new Public Safety (PS) Building from multiple aspects: 1. See what existing furniture PS has to be reused and repurposed in other areas of the new building. 2. For the areas that don't have items that can be reused, provide technical assistance in bidding out furniture systems. 3. The coordination of colors, the moving and installation, and all the different aspects that come together when trying to furnish a building that is 51,000 square feet.
There were four (4) companies that put in their qualifications. Of those, two (2) were interviewed. Staff (Tim Harr, Chief Welle, Chief Keeven and Eric Williams) thought Gray Design Group was an excellent choice. City Administrator Tim Harr negotiated Gray Design Group's fee. The contract outlines all services to be provided. There is an option for two (2) additional services; one is for artwork selection for a cost of $5,000.00 and signage in the building for a cost of $2,500.00. The staff didn't think these additional Services were necessary.

Informational Items:
•PSB construction update
The construction is solidly on track. Grading was done in front of the new building. Every day you can see more and more of the scope of the project. Drywall is coming in and work is being done inside. Things are going to get very busy in the next few months. An artist will paint the retaining wall.
•Ellsworth memorial
Mayor Patton had asked Chief Welle to begin some discussions with the Public Safety Committee with regards to the new PS building in memory of Steve Ellsworth. Mr. Ellsworth sat on the committee since it started in 2005. Unfortunately Mr. Ellsworth has passed on and Mayor Patton would like honor him for all of his hard work. A discussion continued about artifacts and the mosaic mural on the current PS building. Eric Williams provided a copy of a cost proposal for the removal of the mural for $28,340.00. This does not include installation.
•Radio Tower
The radio tower foundation should start this week if the anchor bolts are shipped on time. The foundation work is being done by Impact Strategies. Wireless USA is contracted for the radio tower and all appropriated connections.
•American Heart Association Mission: Lifeline award
The Edwardsville Fire Department is the only metro-east department that applied for and received the American Heart Association Mission: Lifeline award. The importance is not receiving the award but recognizing the ful chain of survival, understanding about heart disease, proper medications, the warning signs that you might behaving a heart attack, the activation of 9-1-1, dispatchers giving appropriate instructions, early defibrillation, and everything else the EFD does.

•Approval of Change Order #5 to IMPACT Strategies Inc. in the increased amount of S19,367.00.
This change order is for storm water drainage on the south side of the building for the thirty-three (33) additional parking spots. This is for a piped system that will run through the detention basin on the northeast corner of the site. This is in lieu of the bioswale which would have been $55,557.00. The staff is recommending moving forward with the piped System instead of the 900 plants and trees that would have to be maintained as part of the bioswale. There is a still a plan to do plants using the piped system.

•Ordinance Amending Chapter Six Of The Codified Ordinances Of The City Of Edwardsville (Alcoholic Beverages - Section 6-57. Training For Licensees And Employees)
City Attorney Jeff Berkbigler has been working with Lieutenant Chris Byrne, Officer Jason Hunter and Officer Anthony Dietz who are BASSET trainers. Earlier this spring an ordinance was passed requiring our liquor license establishments to bring them in line with the State of Illinois and to have some enforcement locally. After talking with businesses, there were questions and confusion on Some vague language in the ordinance. This revised ordinance will clear this issue up. Instead of saying employees who come in contact with patrons, it will state employees who check identifications or serve patrons will need BASSET certification. Not all employees of establishments with liquor licenses will have to be BASSET trained. State law says eighteen-year-old employees can serve alcohol but the City of Edwardsville wants at some point in the process to have an employee twenty-one years or older who is BASSET trained to check the ID's of the person purchasing the alcohol, Also added to the ordinance was a requirement of within sixty (60) days from the start of their employment they should be BASSET Certified.

Informational items:
•Campaign to encourage motorists to slow down and yield to pedestrians/cyclists/strollers/wheelchairs at Crosswalks.
There are a growing number of people who are walking or bicycling downtown. It is the City of Edwardsville belief places where people walk and bike are safe places and we want to encourage that in our community. Alderman Morrison asked what state laws are in place now that we can enforce as it relates to Crosswalks. On Main Street you can See cars zipping by while people are standing on both sides of the street at a Crosswalk. Chief Keeven stated that if a pedestrian is visually standing at a crosswalk that is not light controlled, vehicles are required to yield to that person but it is also the pedestrian responsibility not to enter the crosswalk unless it is safe to proceed. A warning or a citation can be issued. An enforcement period could be done with EPD bicycle officers. Discussion continued about issues and suggestions. A perception is needed of when you are in our town, slow down. A campaign with a press release or a public service announcement was suggested with a slogan "Slow Down, Downtown”. Public Safety Committee will continue working om this issue.
•Community Service Officers (CSOs) presentation of their general responsibilities.
This presentation is to provide an overview of what the CSOs do, what their responsibilities are, when they are going through neighborhoods around town, what they are looking for and what can we do for them. There are three (3) CSOs, Tom Nelson, Joyce Schwartz and Matt Winte.
Joyce Schwartz has been a CSO for 23 years and presented the CSOs responsibilities. One of the main jobs is the ordinances. That is high weeds, derelict/abandon vehicles, animal control, littering, accumulation of junk in someone's yard and even Zoning, verifying residency when someone feels there are more than three (3) people living there. On animal control, they do stray dogs, leash law violations, bite cases, tracking and much more. Parking enforcement is done twice a day. CSOs go around the city to enforce yellow zone, too close to mailboxes, blocking the driveway, etc. They deliver mail and do errands daily. They do fingerprints for schools and city employees. Assist with traffic control and provide additional manpower with special events. CSOs are extremely busy during the summer months. The six (6) inch grass ordinance is not going over very well. The CSOs know when someone is not maintaining their yard, when it is getting out-of-hand or overgrown. A lot of the grass is six (6) inches even after they cut it. It is a problem this year. Eight (8) inches is fair and people understood that but the difference in the two (2) inches make people are feeling like they are being picked on.
CSO Schwartz provided some numbers. January 1 through June 12, 2017: 58 derelict vehicles, 158 animal calls, 328 ordinance violations, 32 fingerprints, 74 lockouts and 650 calls for service. With only three (3) CSOs there is very little downtime especially during the Summer months, Lieutenant Byrne thinks that they could use some help especially during this time of the year. Chairman Krause suggested that the CSOS provide the committee with any weak points in the ordinances or areas that they are having difficulties enforcing.
Alderman Stack requested that we hold the next three (3) items until the next meeting.
•Request for a railing at the curb and ADA ramp on Wandalia and Main by Stix and Stones.
•Stix and Stones sidewalk issue.
•Parking issues on Dorsett interfering with trash pickup.
The next meeting of the Public Safety Committee will be Monday, June 26, 2017 at 5:00 pm. Chairman Krause requested that all Public Safety Committee meeting be held in the Council Chambers at City Hall.
