City of Edwardsville Public Safety Committee met May 8.

The regular meeting of the Edwardsville Public Safety Committee was called to order by Chairman Krause at 5:03 p.m. in the Governor Edwards Conference Room with quorum present: Chairman Will Krause, Alderman Janet Stack and Alderman SJ Morrison. Chairman Krause welcomed the City of Edwardsville new alderman, SJ Morrison, to the Public Safety Committee.
Approval of Minutes - Motion by Alderman Stack, second by Chairman Krause to approve minutes from the Public Safety Committee meeting held Monday, April 24, 2017. Motion carried.

Action items:
•Sole Source Resolution Authorizing the Purchase of an intoximeter EC/IR II Breath Analysis (BA) Machine and Ethernet Connection Kit with Modem Cable from intoximeters, inc in the Total Amount of $7,069.00.
The Police Department currently uses an intoximeter Breath Analyzer (BA) machine that is about fifteen years old. At that time, the Illinois State Police were purchasing the BA machines and giving them to the police departments. By statute the State Police certifies and calibrates these machines once a month via an Ethernet connection. Last fall the Edwardsville Police Department was notified that the State Police will no longer certified these machines. As of July of 2017 the current BA machine is no longer certifiable by the State Police which means it is useless and cannot be used. The machine is on the State bid contact for S6,875.00 so Chief Keeven is asking for a Sole Source Resolution to purchase the machine and $194,00 Ethernet connection kit with modem cable.

•Sole Source Resolution Authorizing the Purchase of Two (2) Motorola MccZ500 Dispatch Consoles in a Total Amount Not to Exceed S260,274.05.
Last fiscal year Council approved a purchase of some Motorola radios that were used from St. Claire County 9-1-1 group. Those radios were sold but there are others with the Probation Department that is the exact same radio model. They are waiting on Motorola to program their new radios and we will get the older ones. These are the radios that will get the Edwardsville Police Department (EPD) started on the digital platform.
The consoles the EPD are asking to purchase are the Mcc7500 Dispatch Consoles. The EPD currently has the Gold Elite Motorola consoles that Motorola no longer supports. The original total price was $440,191.36 for the equipment, implementation services, and services during the warranty period for the cost of $260,274.05 and maintenance agreements and any upgrades for a cost of $179,917.31. It was negotiated that the maintenance agreements and upgrades would be billed annually over a ten year period. Once EPD executes the contract with them the payment schedule is as followed: 20% of the equipment and services, 50.44% remainder of equipment upon delivery to Wireless USA, who will install the consoles and 29.56% of the contract price upon final acceptance.
The new consoles will allow EPD to dispatch on their current ultra high frequency (UHF) and vary high frequency (VHF) channels. Chief Keeven's goal would be as they transition to the digital platform; they would abandon the UHF and keep the VHF for backup. The digital platform allows them to communicate with neighboring police agencies, as well as the Madison County Sheriff's Department and Illinois State Police while improving officers' safety.

•Foster Coach Ambulance
The new Foster Coach ambulance, Unit 1344, is still being ready for service. Lettering is scheduled to go on it this Thursday, May 11. Illinois Department of Public Health (DPH) will need a three (3) day window in order to get their inspection done so they can license it. Captain Whiteford is hoping to have Unit 1344 in service by the end of next week. The Edwardsville Fire Department (EFD) still needs to get the drug locker moved from the old Unit 1343 ambulance and installed in the new ambulance to secure medications. There is a radio head plate mounting issue but it will not keep the ambulance from going into service. The radios are installed but are not installed permanently until some parts come in. This should be resolved in the next couple of Weeks.
•Damaged Ambulance Update
Ambulance Unit 1343 was the damaged one from the crash. It was sent down to Excellance in Alabama to take the box off of the chassis. They got the box off to start evaluating it and found additional damage to the front of the box and the frame rail mount. Excellance submitted that to the City of Edwardsville's insurance company to get approval to do repair work before they go any further. Excellance is estimating mid June before EFD can get the ambulance back. Cost for this repair is not available at this time.
•Vehicle Mechanical issues
Ambulance Unit 1340 is the one EFD would like to sell to offset the one just purchased. Unit 1340 has delimitation in the fuel tank causing junk to go into the fuel system, causing it to break down. The replacement used tank had the same problem as the original fuel tank. It was sent back and now EFD is faced with the option to buy a new tank for about $1,000 or relining the tank that we have. EFD just wants to get this fixed good enough to sell it. Chief Welle decided to reach out to Excellance in Alabama to See if they were interested in buying it for the box and parts. They are waiting to hear back from Excellance before they make a decision on how much more money to spend on repairing this ambulance.
EFD is down to two (2) ambulances and SIUE contracted them to standby at the graduations this weekend. They contacted Glen Carbon to borrow one (1) of their ambulance. They agreed and EFD went through the process to get the temporary insurance with City Clerk Dennis McCracken. The brakes went out on ambulance Unit 1342 about two (2) hours after Glen Carbon agreed. That put EFD down to one (1) ambulance plus Glen Carbon's ambulance. They made it through the weekend and this morning, May 8", Unit 1342 is back in service. So they are now back to two (2) operational ambulances. Special thanks to Glen Carbon and Highland Ambulance Service for offering to loan EFD an ambulance if problems continue.
The SUV Unit 1391 had transmission issues which were traced back to the main computer board. It is expected to be out of service for two (2) to three (3) weeks while the computer is being repaired.
•Staffing/Training Update
There have been six (6) new hires to help staff the Campus Station and the last two (2) have completed the fire academy. They each had one additional week of classes they had to return for. Rusteberg returned for his Hazardous Materials Operations Certification and Signorotti returned for his Vehicle Machinery Operations Certification. They are both complete with all the fire training and moving on to EMS training, They are paramedics but they need to be cleared to operate in Anderson Hospital system. They pass the Paramedic Protocol Exam and the next thing they need to do is get some supervised runs to make sure their skill set is up to the EFD level.
•Public Safety Building Update
The big push is to get the roof dried-in. The interior wall framing is continuing on both floors. The block laying is continuing in the sally port and prisoner processing area. The windows are being installed. Over the next couple of weeks they will start getting the fire apparatus bay floor poured and brick work on the fire stairs.
•Hazmat Spill
Captain Whiteford sent a text out about the hazmat spill. There was a tanker truck carrying ethanol that rolled over on HWY 270 at Route 3 today. The ethanol was leaking and the critically injured driver was taken across the river. Because it was leaking, this was a call out to the Madison County Hazmat Team. A number of EFD member are on that team. There is a number of Edwardsville Firefighters on the ground at that location now. The last report Captain Whiteford received was the leak is contained and they are waiting for an off-load unit to pump out the remaindered of the ethanol.

•Proposed Change Order #4 in the amount of S100,500.00 to IMPACT Strategies for the Public Safety Facility. (This proposal is to construct an additional 33 parking spaces along the south of the facility.)
The Current approved plan has 145 parking spaces. This Change Order is for additional 33 parking on the south side of the property which would be off Linden Street. It would be a stand-alone, not interconnected and unassigned parking lot. It is proposed with this addition, there will be an additional ADA space within the employee parking area. It will provide an accessible route for employees to one of the employee entrances in the rear.
There will be a curved island that would separate the Spray 'n Play parking from the employees parking area. At each entry way points to the employee's parking lot, there will be signs "Employees only'. Given the public capacity during the summer months at the Leon Corlew Park, this Change Order is to lessen the instance of no parking on-site. Essentially, it is park overflow. A bioswale is also in the works of being proposed, however it is not included in this order.
Alderman Stack motion to approve the Proposed Change Order #4 in the amount of $100,500.00 to IMPACT Strategies for the Public Safety Facility with the recommendation of the cost to be determined between Leon Corlew Park and the Public Safety Facility, second by Alderman Morrison. All was in favor to move forward to Council as an action item. Motion carried.
The next meeting of the Public Safety Committee will be Tuesday, May 30, 2017 at 5:00 pm.
