1. Approval of minutes for July 13, 2017 ACS Meeting-Motion to approve (Risavy), seconded (Krause) and voted all ayes.

A. Letter from Plan Commission Recommending Approval of Ordinance Amendment to Land Development Code Division 3 Stormwater Control

3. Council Matters

A.) Filed for Second Reading:

1.) Ordinance Amending Chapter 122 of the Codified Ordinances of the City of Edwardsville (Weeds-Nuisance, Removal Notices, Citations, etc.) modifies the grass & Weed height and allows haymaking operations as a Cash Crop - Committee had brief discussion in support of this. Motion to approve (Krause), Seconded (Morrison) and voted all ayes to forward to Council.

B.) New Items:

1.) Approval of Professional Services Agreement with CMT for Plummer Family Parkto be distributed - The grading plan would be done for the entire 83 acre site, including the roadway. They would have a deliverable of a bid package that would grade everything excluding the full-size baseball fields on the Northeast portion of the site, which is about 20 acres. Everything would be on one mass grading package as shown in the exhibit presented. Sanitary sewer would be designed and bid with this phase as well. This would get the bulk of the earth shaped to where it would need to be on Subgrade prior to any placement of future parking lots, roadways or any of the athletic fields, if approved. It would be a regular turf type Seed to reestablish vegetation on the site. This contract is just for design to get to a point to go out to bid. Committee asked where the money would come from for this. Tim Harr stated Some could come from donated funds. They have received just over $300,000 in donations with $200,000 of it earmarked for specific parts of the Park. Tim Harr stated the Park could take 15-20 years to fully develop. Alderman Krause suggested having a meeting with all Council members in an open Session to fully discuss any concerns or questions about the project. Janet Stack Suggested getting more input from the community. Alderman Krause agreed getting input from others in the Community besides sports specific focus groups Would be a good idea. Motion to table (Krause), seconded (Morrison) and voted 2 ayes and 1 nay (Risavy).

2.) Ordinance Amending the Land Development Code Division 3 Stormwater Control Section 704.2 Antecedent Moisture - clarifies the assumed antecedent moisture level for storm water calculations - The antecedent moisture Content is an assumed Soil moisture condition that you go through When you are running Calculations for Storm water runoff. Currently, our Land Development Code calls for a Conservative antecedent moisture Content. There are three levels of what you assume. One would be a dry soil condition, two would be an average Soil moisture, and three would be a very Wet Soil moisture. Alderman Morrison asked about the real World impact of this classification change and how it would impact a development. Ryan Zwijack Stated it would impact detention basin size, outlet structure size, and storm water piping. All the storm water piping would be sized based on how it's calculated. Motion to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council.

3.) Resolution Approving Edwardsville Criterium (Saturday, August 19, 2017) - Required to seek permission from IDOT for Temporary Closures of State Highways - Motion to approve (Krause), seconded (Risavy) and voted all ayes to forward to Council.

4.) Items forwarded from RASE Board July 11, 2017 meeting for approval-Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.

C.) Items Held in Committee:

1.) An Ordinance Amending Chapter Six of the Codified Ordinances (Alcoholic Beverages - Section 6-57 Training for Licensees and Employees) - Amends a recent change to Edwardsville Liquor Code to clarify new Beverage Alcohol Sellers/Servers Education and Training (BASSET) Training Requirements(amended from first reading to allow 90 days for completion of training) (Filed for 1 reading at Council 06/01/17 & held at ACS 06/29/17 & 7/13/17) - Michael Giberson of Bella Milano asked how to distinguish between if the class was taken live or an online class. There's nothing on the certificate that notes where and how the class has been taken. The state has a BASSET lookup site that is unclear with verifying the information. Lisa Bohannon from Chava's discussed the impact it would have on the people she would need to hire. Cathy Hamilton spoke on behalf of restaurant owners. She stated it could impact the ability to operate a business that's regulated in the first place. Committee Suggested the age of servers who can check ID's be 18 and not 21 as the state allows. Motion to forward to Council for second reading as amended (Krause), Seconded (Morrison) and voted all ayes.

6. New Business: There was discussion regarding the storm cleanup. The City has gotten support from Mark's Tree Service and Arbor Management will be assisting soon. They should be getting two more Contractors assistance as Soon as things slow down. Republic Services has added additional trucks for their yard Waste routes.
