City of Troy City Council met June 5.

Here is the minutes provided by the Council:

1. Regular City Council Meeting-7:30 p.m.

A. Call to Order and Pledge of Allegiance:

The meeting was held in the Council Chambers in the City Municipal Building, 116 East Market Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:30 p.m.; immediately following was the Pledge of Allegiance.

B. Roll Call in Alphabetical Order: Present: Aldermen Nathan Henderson, Sam Italiano, Dan Jackson, Douglas Partney, Matthew Thompson and Troy Turner. Other Officials Present: Mayor Allen Adomite, City Treasurer David Roady, City Administrator Jeff Soland, Director of Public Works Rob Hancock, Chief of Police Brad Parsons, City Engineer Tom Cissell, City Attorney Fred Keck and City Clerk Jamie Myers. Absent: Aldermen James Daniel and Jeffrey Zarzecki.

C. Reading and Approval of Minutes:

May 15, 2017 City Council Meeting Minutes-

Motion: To Approve the May 15, 2017 City Council Meeting Minutes as Presented. Moved by Italiano; Seconded by Turner. Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Italiano, Jackson, Partney, Thompson and Turner. Absent: Daniel and Zarzecki.

D. Communications, to be provided by the City Clerk:

City Clerk Myers had nothing to report.

E. Citizen Participation, limited to three (3) minutes per Person:

1. John Sawks a Turtle Creek resident, asked about sump pump regulations. He also asked about clean up after the drainage project.

F. Mayor’s Comments:

1. Swearing –In of Officer Bryan Brown-

Mayor Adomite gave the floor over to Police Board Chairman Jim Hampton. He swore in Officer Bryan Brown.

2. Results of Appropriations Ordinance Public Hearing-June 05, 2017-

Mayor Adomite briefly explained it the appropriations ordinance and stated the council will vote on it later in the meeting.

G. City Administrator & Attorney Comments:

1. City Administrator’s Comments-

City Administrator Soland updated the council on Meadowbrook Drive. He stated the McDonald Drive bid went out today. He also stated the Water Plant permit has been submitted to the EPA.

2. City Attorney Comments-

City Attorney Keck stated there was another negotiation meeting for the police sergeants. Mayor Adomite recognized the success of the Memorial Day Parade.

H. Consent Agenda, including Administrative Reports and other items to be voted collectively with one roll call vote: None.

I. Administrative and Community Services Committee Report:

1. Results of Administrative & Community Services Committee Meeting-May 23, 2017-

Alderman Partney stated the committee met to discuss employment compensations for Chief of Police Parsons and City Administrator Soland. The committee has recommended both agreements and will be voted on later in the meeting.

2. Planning Commission Public Hearing-7pm, June 08, 2017-

Alderman Partney announced the public hearing meeting scheduled for June 08, 2017 at 7:00 p.m. City Attorney Keck explained the public hearing topic is concerning telecommunication towers.

3. Planning Commission Meeting-7:30 pm, June 08, 2017-

The planning commission will meet for their regular meeting after the public hearing.

4. Building and Zoning Administrator Report-

Building and Zoning Administrator Frey was absent. Mayor Adomite stated the planning commission will review the comprehensive plan.

J. Finance and Economic Development Committee Report:

1. Results of Finance & Economic Development Committee Meeting-May 27, 2017-

Alderman Jackson stated the committee reviewed the appropriations ordinance.

2. City Treasurer ReportCity

Treasurer Roady had nothing else to report.

K. Law Enforcement & Emergency Services Committee Report:

1. Results of Law Enforcement Committee Meeting-June 05, 2017-

Alderman Italiano stated the committee discussed the 911 consolidation.

2. Chief of Police’s ReportChief

Parsons said “cop-on-top fundraiser” raised over $13,000. The Torch Run will be Wednesday, June 07, 2017.

L. Public Works Committee Report:

1. City Engineer Report-

City Engineer Cissell stated the ADA work in the municipal parking lot should be completed next week. Tours at Fairoaks and Taylor Lake are scheduled. The Longbranch resurfacing project is expected to start in three (3) weeks.

2. Public Works Department Schedule and Report-

3. Time for Director of Public Works-

Director of Public Works Hancock stated Windsor Way is nearing completion. The Remington project started today with materials being dropped off. He also added that oiling and chipping will start next month.

M. Reports of Special Committees (as needed): None.

N. Ordinances & Resolutions, called by City Clerk, with Citizen Participation limited to three (3) minutes per Person;

1. Ordinance 2017-11-Annual Appropriations Ordinance-

Motion: To Approve Ordinance 2017-11-Annual Appropriations Ordinance as Presented. Moved by Jackson; Seconded by Henderson. Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Italiano, Jackson, Partney, Thompson and Turner. Absent: Daniel and Zarzecki.

2. Ordinance 2017-12-Authorization of an Employment Agreement with City Administrator Jeff Soland-

Motion: To Approve Ordinance 2017-12-Authorization of an Employment Agreement with City Administrator Jeff Soland as Presented. Moved by Partney; Seconded by Italiano. Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Italiano, Jackson, Partney, Thompson and Turner. Absent: Daniel and Zarzecki.

3. Ordinance 2017-13-Authorization of an Employment Agreement with Chief of Police Brad Parsons-

Motion: To Approve Ordinance 2017-13-Authorization of an Employment Agreement with Chief of Police Brad Parsons as Presented. Moved by Turner; Seconded by Thompson. Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Italiano, Jackson, Partney, Thompson and Turner. Absent: Daniel and Zarzecki.

4. Ordinance 2017-14-Annual Prevailing Wage Ordinance-

Motion: To Approve Ordinance 2017-14-Annual Prevailing Wage Ordinance as Presented. Moved by Jackson; Seconded by Italiano. Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Italiano, Jackson, Partney, Thompson and Turner. Absent: Daniel and Zarzecki.

5. Resolution 2017-10-911 Consolidation-

Motion: To Approve Resolution 2017-10-911 Consolidation as Amended. Moved by Italiano; Seconded by Turner. Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Italiano, Jackson, Partney, Thompson and Turner. Absent: Daniel and Zarzecki.

O. Closed Session (as needed):
