City of Fairview Heights City Council met July 5.

Here is the minutes provided by the Council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the Municipal Complex, 10025 Bunkum Road, Fairview Heights, IL with the Invocation by City Clerk Karen J. Kaufhold and the Pledge of Allegiance by Mayor Kupsky.

Roll Call:

Roll call of Aldermen present: Roger Lowry, Ryan Vickers, Denise Williams, Bill Poletti, Frank Menn, Joshua Frawley, Pat Baeske, Brenda Wagner, Harry Zimmerman and Pat Peck. Mayor Mark T. Kupsky, City Clerk Karen J. Kaufhold and Attorney Katherine Porter were also present.

Public Participation:

None.

Consent Agenda:

Alderman Williams moved to approve the June 20, 2017 City Council Minutes, the Executive Session Minutes and Finance Director's Report. Seconded by Alderman Poletti.

Roll call on the motion showed Aldermen Lowry, Vickers, Williams, Poletti, Menn, Frawley, Baeske, Wagner, Zimmerman and Peck voting "Yea." Motion passed on 10 yeas and no nays.

Committee Reports:

Mayor Kupsky announced the Operations Committee meeting will begin immediately following the City Council meeting.

Communications from the Mayor:

Mayor Kupsky stated he hoped that everyone had a safe holiday, Mayor requested a moment of silence for Cathy Garner's mother who recently passed away; Mayor stated that the Dog Park in Moody Park opened last Friday.

New Business:

Proposed Ordinance No. 17-17, an Ordinance amending Ordinance No. 1646-2014 and Ordinance No. 1647-2014 regarding time to proceed with the development of Labors Local #100 Business Office Within the Planned Professional Office District. Motion made by Alderman Poletti. Seconded by Alderman Peck. Proposed Ordinance No. 17-17 was read for the first time.

Alderman Poletti moved to advance Proposed Ordinance No. 17-17 to the second reading. Seconded by Alderman Lowry. Motion carried. Proposed Ordinance No. 17'17 was read for the Second time.

Roll call on Proposed Ordinance No. 17-17 showed Aldermen Lowry, Vickers, Williams, Poletti, Menn, Frawley, Baeske, Wagner, Zimmerman and Peck voting “Yea.” Proposed Ordinance No. 17-'17 passed on 10 yeas and no nays.

Proposed Ordinance No. 17-17 now becomes Ordinance No.1789-2017.

Proposed Ordinance No. 18-17, an Ordinance granting variance allowing the placement of a five foot high fence in the required front setback area within the "R-4" Single-Family Dwelling District, located at 112 North Bend Drive. Motion made by Alderman Poletti.

Seconded by Alderman Wagner. Proposed Ordinance No. 18-17 was read for the first time.

Alderman Poletti moved to advance Proposed Ordinance No. 18-17 to the second reading. Seconded by Alderman Wagner. Motion carried. Proposed Ordinance No. 18'17 was read for the Second time.

Proposed Ordinance No. 18-17 was passed by a voice vote.

Proposed Ordinance No. 18-17 now becomes Ordinance No. 1790-2017.

Proposed Resolution No. 48-17, a Resolution authorizing the City to purchase real estate property, Parcel Number 03-19.0-205-037 from the St. Clair County Tax Trustee for the purchase price of $789.25. Motion made by Alderman Wagner. Seconded by Alderman Baeske.

Roll call on Proposed Resolution No. 49-17 showed Aldermen Lowry, Vickers, Williams, Poletti, Menn, Frawley, Baeske, Wagner, Zimmerman and Peck voting “Yea.” Proposed Resolution No. 48-17 passed on 10 yeas and no nays.

Proposed Resolution No. 48-17 now becomes Resolution No. 4128-2017.

Proposed Resolution No. 49-17, a Resolution approving Batha First Addition, a minor subdivision, located in part of the Northeast 4 of Section 29, T. 2 N. R. 8 W., of the 3rd p.m., St. Clair County, Illinois. Motion made by Alderman Zimmerman. Seconded by Alderman Lowry.

Proposed Resolution No. 49-17 was passed by a voice vote.

Proposed Resolution No. 49-17 now becomes Resolution No. 4129-2017.

New Business - continued

Proposed Resolution No. 50-17, a Resolution amending Resolution No. 3174-2005, a Special Use Permit for Fountain Place Addition, a Planned Residential Community, within the "PD" Planned Development District, located on approximately 173 acres, south of Milburn School Road west of Old Collinsville Road. Motion made by Alderman Wagner. Seconded by Alderman Baeske.

Proposed Resolution No. 50-17 was passed by a voice vote.

Proposed Resolution No. 50-17 now becomes Resolution No. 4130-2017.

Alderman Peck moved to appoint Terry Fowler to the Zoning Board of Appeals to fill the unexpired term of Amy Bramstedt, term to expire January 17, 2021. Seconded by Alderman Lowry. Motion carried.

Alderman Poletti moved to reappoint Pat Wesemann to the Planning Commission, term to expire June 1, 2020. Seconded by Alderman Baeske. Motion carried.

Alderman Lowry moved to adjourn. Seconded by Alderman Poletti. Motion carried.

Meeting adjourned at 7:17 p.m.
