City of Belleville Historic Preservation Commission met July 18.

Here is the agenda provided by the Commission:

Attendance Members Present: Christina McCullough, Jack LeChien, Molly McKenzie, Ashley Pollock, Ryan Wallis, Keith Owens Members Absent: Doug Luna City Staff: Eric Schauster Guest: Carla McKinney; Jennifer McKenzie

Procedure Chairman McKenzie called the meeting to order at 7:00 p.m.

New Business DRR for 115 North Douglas Avenue. This involves installation of fencing and garage doors. Ms. McKinney was present, and provided a photograph of the planned fencing. The fence will be wooden, with two tracks of upright boards. The planned garage doors will be vinyl. The doors will be visible from one side, on Grand Ave., but not from the other. The house is on a corner lot.

Mr. LeChien moved to approve the DRR. Ms. Pollock seconded. The DRR was approved by unanimous vote.

Chair Report Ms. McKenzie said that she had received a DRR from the owner of 419 East Garfield St., which is extensive. It was not submitted in time to be voted upon at this meeting.

The members discussed the requirement to send an annual report to IHPA, which organization has been absorbed into another state agency.

Ms. McKenzie reported that all members must take training sponsored by the Attorney General’s office for Open Meetings Act training.

Secretary’s Report/Minutes The members reviewed the minutes from the May 16, 2017 meeting. Mr. Owens moved to approve. Ms. Pollock seconded. Unanimously approved.

The members discussed the June 20, 2017 meeting minutes. Mr. Owens asked that a welcome to Ms. McCullough be added to the minutes. Mr. Wallis reported that he will supplement and amend the June minutes, and resubmit them to Mr. Schauster.

Treasurer’s Report Mr. LeChien presented the treasurer’s report as follows: The HPC’s savings account contains $3,086.97, including $2.13 interest since last report. The HPC’s checking account contains $2,000.00.

Mr. Wallis moved to approve the Treasurer’s report. Ms. McCullough seconded. The Treasurer’s Report was unanimously approved.

New/Old Business

Mr. LeChien raised the issue of the large vacant field at Forest St. and E. Washington St., which the owner has proposed for the site of the old courthouse columns. The owner has suggested that some parts of the old courthouse may be on the property.

Mr. Owens reported that, during his renovations, he has learned that he has a lead main coming into his house that must be replaced. He asked for advice on how to instruct the workers who replace the water supply line. Mr. Schauster reported that the workers should be required to replace the bricks in the sidewalk.

City Liaison Report

Mr. Schauster gave an updated on the proposed Meredith Home renovation. SWIDA and Bywater Development submitted an application for income tax credits in June.

Mr. Schauster reported that he will be replacing Mr. Chandler as liaison to the Commission, at least in the near term.

Other Matters

Mr. Owens reported that he has begun work on the changes to the Manual. Ms. Pollock has not yet had time to begin work. Mr. Owens projects that the rules revisions proposal should be finished in mid-August.

Mr. Owens has been working on the Commission newsletter. He projects that a draft will be ready for review by mid-August.

Mr. Owens reported a setback to his project committing information on the conditions and specifications of the homes in the historic districts that is kept at the library into digital form for use by the Commission. Library staff prevented him from taking the resource book from the library for copying and scanning.

Mr. Schauster said he would address Lee Spearman, the Director of the Library about permission to remove the resource from the library for scanning/copying.

The meeting was adjourned by unanimous vote.
