City of Belleville Master Sewer Committee met July 3.

Here is the minutes provided by the Committee:

Committee Aldermen Present - Mr. Mike Buettner, Ward 2, Mr. Scott Tyler, Ward 3, Mr. Johnnie Anthony, Ward 4, Mr. Ed Dintelman, Ward 5, Dr. Mary Stiehl, Ward 6, Mr. Barfield, Ward 8. Mr. Hazel, Ward 1 and Mr. Elmore, Ward 7 were excused.

Department Heads & Staff Present - Director Mr. Royce Carlisle, Pre-Treatment Coordinator Mr. Jay Godt, City Treasurer Mr. Dean Hardt.

Engineering Consultants: Excused

Guests: Mr. Roger Wigginton, Ward 8. Mr. Michael Hagberg, Ward 5. Mr. and Mrs. Terry Crownover, Ward 6

Chairman Dintelman brought the meeting to order at 6:00 p.m. and explained evacuation procedures in the event of inclement weather and fire.

Public Participation:

•Mr. Crownover of 1327 Klee Street expressed concerns regarding sewer service to his residence. The Crownover's residence, along with the other 5 houses located on Klee Street are on septic sewer and there are no existing sewer lines on the street to access. Mr. Crownover requests the city to install a sewer line so that residents may tap into city sewer.

Approval of the Minutes:

•Mr. Dintelman asked if the committee members would like to make one vote to approve both the April 3, 2017 and June 5, 2017 together.

Alderman Buettner made a motion seconded by Alderman Tyler to approve both minutes together. By a show of hands all committee members agreed.

•Mr. Dintelman stated one change on the June 5, 2017 minutes needed to be made on page 2 in reference to "Quality Cleaning" should be changed to "Quality Plating".

Alderman Buettner made a motion seconded by Alderman Stiehl to approve the minutes for the April 3, 2017 and June 5, 2017 Master Sewer Committee meetings with the change stated by Alderman Dintelman. A roll call vote was taken. Mr. Buettner: Aye, Mr. Tyler: Aye, Mr. Anthony: Aye, Mr. Dintelman: Aye, Dr. Stiehl: Aye, Mr. Barfield: Aye.

Committee Chairman - Comments, Old Business, New Business or Information:

•None

Director's Report:

•LTCP Phase 3 Change Orders:

Mr. Carlisle presented Change Orders #3, #4 and #6 to the committee from Haier Plumbing, along with a report on the circumstances causing the changes. Mr. Tyler questioned Mr. Carlisle regarding the circumstances causing these changes not foreseen by the engineering firm and Mr. Carlisle stated those questions would need to be directed at Mr. Burk, from Thovenot Wade and Moerchen at the next Master Sewer Committee meeting when he was present to answer. Discussion was held.

Alderman Anthony made a motion seconded by Alderman Stiehl to recommend for approval by full council at the July 17, 2017 City Council meeting. A roll call vote was taken. Mr. Buettner: Aye, Mr. Tyler: Aye, Mr. Anthony: Aye, Mr. Dintelman: Aye, Dr. Stiehl: Aye, Mr. Barfield: Aye.

•Klee Street Letter:

Mr. Carlisle informed the committee that Klee Street, a street of 6 homes total located in Dawn Heights, does not currently have a sewer line servicing these homes. There is a sewer interceptor on nearby Wabash Avenue that is large enough to service. Mr. Carlisle explained the St. Clair County Health Department guidelines that homes currently on septic or aeration systems are required to tap into city sewer after their current systems fail. Mr. Carlisle further explained that installing a city sewer line on Klee Street is not in the current fiscal budget, but the other option to homeowners is to install a private lift station and that is costly. Discussion was held. Mr. Dintelman suggested surveying the other homeowners on Klee Street to determine if they also have a desire to tap into the city sewer system, as the Crownovers have expressed. Mrs. Stiehl is the alderman of that ward and stated she would report back to the committee at the August meeting, after speaking to the other homeowners, to discuss the best resolution for all.

•Treasurer's Report

None

•Committee Members, Old Business, New Business, Discussion, Questions:

Mr. Godt informed the committee that the project of installing a cleanout manhole at South Missouri in order to be able to better clean the sewer line in that area is completed and the residents effected are satisfied.

Adjournment:

Alderman Anthony made a motion seconded by Alderman Barfield to adjourn the meeting. All members present voted in the affirmative. The motion carried 8-0.

Chairman Dintelman adjourned the meeting at 6:38 p.m. The next Master Sewer Committee meeting will be held on Monday, August 7, 2017 at 6:00 p.m.
