City of Fairview Heights Operations Committee met Oct. 4.

Here is the minutes provided by the Committee:

Approval of Minutes, September 6, 2017

Motion and second to approve said minutes were made by Aldermen Williams/Baeske. Discussion: Change Other Aldermen and Elected Officials in attendance to read: Mayor Mark Kupsky, Clerk Karen Kaufhold, Aldermen Bill Poletti, Pat Peck, and Brenda Wagner. Motion rescinded.

Motion and second to approve corrected minutes were made by Aldermen Menn/Lowry. The motion Carried by voice vote and was unanimous.

Personnel Committee Alderman Denise Williams, Chairman

Chairman Williams called for an Executive Session per Section 5 ILCS 120/2(C)(2) - Grievance, Employee Complaint.

Chairman Williams recessed regular session at 7:06 p.m.

Chairman Williams reconvened regular session at 9:06 p.m.

HR REPORT

The Specialist relayed that she has been investigating sources for recruitment from the public to fill City positions.

Current open positions include:

Parks & Recreation Department - 2 part-time recreation coordinators, Administration - part-time clerical support, Economic Director - position is appointed until the term of the Mayor (through May 1, 2019), Public Works Department- full-time street laborer (currently open to Local 148 union members), and Public Works Department - full-time building maintenance laborer (currently open to Local 148 union members).

Specialist stated that the Employee Health Fair was a huge success this year with over 250 employees in attendance from the Cities of O'Fallon and Fairview Heights, and the O'Fallon/Shiloh Chamber of Commerce. Seventy-two vendors were present.

The United Way Campaign is underway and a rally will be held in the Recreation Room on October 31 with a Halloween/Trick or Treat theme. A representative from St. John's Community Care, Collinsville, will be the rally speaker.

Specialist stated that the City, currently, has 11 open Workmen's Compensation cases, 6 of which include lost time. This has been discussed with the IPMG representative. She will Continue training seminars and possibly implement a modified duty program for employees to return to work in a quicker time frame. It was questioned if employees are required to be trained or to watch video regarding OSHA requirements to which the reply was yes. It was questioned if safety equipment is kept current with specifications to which the reply was yes.

MOODY PARK WALK PATH - ASPHALT CONTRACT

The Director of Public Works relayed that bids were opened on October 3, 2:00 p.m. for the Moody Park Walk Path and that Christ Brothers Asphalt was the apparent low bidder at $74,998. Christ Brothers performed the work for the walk path at Caseyville Township and recommends Christ Brothers perform the work for the City.

Motion and second to forward a Resolution to City Council recommending approval of the contract for asphalt paving with Christ Brothers Asphalt Inc. in the amount of $74,998 for the Moody Park Walk Path by Aldermen Menn/Lowry. The motion carried by voice vote and was unanimous.

I-64/ROUTE 159 FENCE REPAIR - CONTRACT

The Director stated this topic was previously presented to Committee and that he had recommended Collins & Hermann from St. Louis to perform the work. The resolution, with contract, was forwarded to, and approved by, City Council. Because the intent is to utilize Motor Fuel Tax funds, the contract was then forwarded to the Illinois Department of Transportation (DOT) for contract concurrence. In IDOT's review, it was noticed that Collins and Hermann indicated on their bid form that they would not have an Illinois office location. Hence, IDOT contacted the Director who determined the City would either have to utilize General Fund monies for fence repair or award the contract to the second lowest bidder. The Director would rather utilize MFT funds for this work, therefore, recommends the second lowest bidder, Illini Excavation and Reclamation Inc. from South Roxana, be awarded the I-64/Route 159 Fence Repair.

Motion and second to forward a Resolution to City Council recommending approval of the contract for the annual I-64/Route 159 access control fence repair with Illini Excavation and Reclamation Inc. in the amount of $29,110 by Aldermen Lowry/Williams. The motion carried by Voice vote and Was unanimous.

Questioned if there is a way to obtain payment for damage to the fence to which the Director replied if ticketing is involved and insurance information is obtained, an insurance claim is filed for fence repair. There are a few incidents where the City has been reimbursed for damage.

MESSAGE BOARD PURCHASE

The Director relayed that the department is interested in obtaining a portable changeable message board that could inform the public of construction activity and could also be utilized by the Street Division when performing maintenance in a neighborhood.

Questioned how much information the board would contain to which the Director stated this is a Smaller sized board and will probably contain two panels that switch the message. The Mayor stated that the Police Department and Parks Department could use it as well.

The Director stated the cost of $12,750 for the message board has been discussed with the Police Department. Public Works would pay $8,000, which is the remainder of funds from the CP Vehicle Replacement budget, and the Police Department would pay the remainder.

Motion and second to forward a Resolution to City Council recommending approval of a purchase agreement with Warning Lites of Southern Illinois, LLC at the cost of $12,750 for a changeable message board by Aldermen Menn/Lowry. The motion carried by voice vote and Was unanimous.

MOTION TO SOLICIT BIDS - OLD COLLINSVILLE ROAD - CONCRETE PATCH WORK

The Director stated that in order to increase the amount of funds for concrete road patching, the asphalt overlay budget of $200,000 was split and $100,000 was established for concrete patch Work.

Old Collinsville Road, between Ashland Avenue and Highway 50, contains a half dozen road joints that are in need of removal and replacement. Plans and specifications will be completed in house for this work. Most probable, construction costs will exceed $20,000, therefore, the Director is requesting permission to solicit bids for concrete patching.

Motion and second to direct staff to solicit bids for the Old Collinsville Road concrete patching project by Aldermen Williams/Zimmerman. Discussion: It was stated that in the past, the City bid this type of work at a unit price, i.e., sidewalks, wheelchair ramps, road patches, curb patches. The Director replied that he is aware of another municipality who bids unit pricing for Sidewalk, Curb and gutter, driveway apron, and intends for the City to return to bidding this type of work at a unit price. It was questioned if Old Collinsville Road is completely the City's and not O'Fallon's to which the Director replied yes. The motion carried by voice vote and was unanimous.

DIRECTOR'S REPORT - PROJECT UPDATES

The Director of Public Works presented his written report to the elected officials for their review.
