8. Report of Standing Committee:

      A. Committee of the Whole Meeting Report for November 13, 2018.    (Place on File) (Smith)

      a. Resolution, re: Finance Committee Bills be allowed and payment be made.

      b. Resolution, re: That officials of the Dept. of Planning & Development are hereby authorized to purchase property commonly known as 501 Piasa St. at a cost not to exceed $175,000.00, with said acquisition costs paid from the TIF #1 (Riverfront) Project Account.

      c. Resolution, re: The City Council of the City of Alton finds and determines that it is in the best interest of the City to increase the number of Class I liquor licenses, by one, to a total of 4 Class I liquor licenses authorized to be issued by the City Code and that the attached ordinance be considered.

      d. Resolution, re: The Mayor and appropriate city officials are hereby authorized and directed to accept the deed of a donation of real property to the City of Alton tendered from Mary Pat Vernardos, Executrix of the Estate of Laura M. Hellrung deceased and that the City shall pay all expenses for the preparation of the deed and recording of same.

      e. Resolution, re: To commence with demolition proceedings concerning 1211 Alby St.

      f. Resolution, re: That the Redevelopment Agreement between the City of Alton, Illinois and DanMar Enterprises Inc. be amended in Section II A so as to change the potential funds provided to the developer in “Redevelopment Assistance”.

      g. Resolution, re: That the following described street(s)/road(s)/structures be improved under the Illinois Highway Code Work shall be done by Contract. College Avenue from Holman Street to Johnson Street; Rock Springs Drive from Memorial Drive to College Avenue; Johnson Street from College Avenue to Tremont Street; College Avenue from Johnson Street to Pleasant Street and that the proposed improvement shall consist of sidewalk removal and replacement, curb ramp upgrades, and other miscellaneous items.

      h. Resolution, re: Qualification Statements for preliminary and construction engineering services for the Alton Safe Routes to School Project were solicited by the Alton Public Works Department using Federal Qualification Based Selection Procedures and that the Preliminary Engineering Services Agreement for Federal Participation between the City of Alton and Sheppard, Morgan & Schwaab Inc., be and is hereby approved.

      i. Resolution, re: That the Maintenance Engineering Agreement between JMH Consulting Services LLC and the City of Alton for engineering services pertaining to the City of Alton’s 2019 MFT Maintenance Program be and is hereby approved.

      j. Resolution, re: That there is hereby appropriated the sum of Nine Hundred Sixty Thousand Dollars of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from 01/01/19 to 12/31/19.

      k. Resolution, re: That the Comptroller’s Office be authorized to advertise for bids pertaining to the City of Alton’s 2019 MFT Maintenance Program.

      l. Resolution, re: Bid #2018 – 22; Alton Fire Department Station 2 Roof Replacement for the Fire Department.

9. Second Reading of Ordinances. (Mayor Pro Tem)

      a. Ordinance No. 7668. An Ordinance amending the City Code of the City of Alton pertaining to the Building Permits: Fees.    (ADOPT – ROLL CALL)

      b. Ordinance No. 7669. An Ordinance establishing no parking on Admiral Drive.   (ADOPT – ROLL CALL)

      c. Ordinance No. 7670. An Ordinance establishing three (3) handicapped parking space in front 2603 North Rodgers Avenue in the City of Alton.    (ADOPT – ROLL CALL)

10. Reports and/or Resolutions of Special Committees.
