City of Edwardsville City Council met Nov. 5.

Here is the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in the Council Chambers of City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Patton presiding. Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison answered present on roll call.

The Pledge of Allegiance was recited by all present and led by Boy Scout Pack 8013 and 8027, who are sponsored by Eden Church of Edwardsville.

Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the council. Mayor Patton welcomed Vic Valentine, County Board Member who replaced Ann Gorman. No public comment was made.

Consent Agenda Motion by Stack, seconded by Farrar, to approve the Consent Agenda.

Mayor Patton read consent agenda as follows:

Approval of the minutes of the Council Meeting held on October 15, 2019 Group Health Insurance Fund Report - $345,353.77

Roll Call on Consent Agenda: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried,

Petitions and Communications Letter from Plan Commission regarding North Kansas Street Zoning Initiative was received for information and file.

Memo from Plan Commission regarding a Text Amendment to Appendix B (Zoning) of the Codified Ordinances of the City of Edwardsville, Establishing regulations for Adult Use Cannabis was received for information and file.

Memo from Plan Commission regarding a Text Amendment to Appendix B (Zoning) of the Codified Ordinances of the City of Edwardsville, Amending Sections of Chapter 1244: Administrative Enforcement was received for information and file.

Memo from Plan Commission regarding Providence Presbyterian Church Planned Unit Development - Development Plan - Modified Site Plan was received for information and file.

Legislative & Executive Motion by Morrison, seconded by Stack, to appoint Cary Harvengt to the Edwardsville SIUE Community Destination Group effective immediately, Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Motion by Stack, seconded by Burns, to approve a License to Conduct a Raffle for Edwardsville Orchestra Boosters with proceeds going towards District 7 Orchestra. Chances to be sold from November 06, 2019 - November 19, 2019; Prizes include four (4) tickets plus parking to see Wicked at the Fox Theatre on December 08, 2019, Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

City Clerk Confirmation of Poll of Council conducted on October 16, 2019 to approve a Class F Special Use Liquor License for Bin-51 for the LeClaire Parkfest to be held on Sunday, October 20, 2019 located 900 Hale Avenue, Edwardsville, IL 62025. Roll Call: Six Ayes, with Aldermen Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. One Abstention, with Aldermen Krause abstaining. Motion carried.

Finance Committee Minutes of the Finance Committee meeting held on October 08, 2019 were received for information and file.

Motion by Morrison, seconded by Stack, to approve Claims in the amount of $1,627,074.63 (Regular) and $4,080.00 (Symphony) for a total of $1,631,154.63 Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Motion by Morrison, seconded by Farrar, to approve a Commercial Building Façade application for Old News, LLC located at 115 N. Second Street, in the amount not to exceed $10,000.00. Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Motion by Morrison, seconded by Farrar, to approve a Commercial Building Façade application for Old News, LLC located at 117 N. Second Street, in the amount not to exceed $15,000.00. Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Finance Committee will meet on Tuesday, November 12, 2019 at 4:30 p.m. in the Governor Edwards Conference Room.

Public Safety Committee Public Safety Committee will meet on Thursday, November 14, 2019 at 4:30 p.m. in Council Chambers

Public Services Committee Minutes of the Public Services Committee meeting held on October 08, 2019 were received for information and file.

Change Order 2 and Final for Goshen Road Reconstruction in the increased amount of $5,934.12 was received for information and file.

Public Services Committee will meet on Tuesday, November 12, 2019 at 3:30 p.m. in the Governor Edwards Conference Room.

Administrative & Community Service Committee Minutes of Administrative & Community Service Committee meeting held on October 10, 2019 were received for information and file.

Motion by Risavy, seconded by Krause, to approve an Ordinance Authorizing the Trade In of Certain Surplus Personal Property Owned by the City of Edwardsville - (for purchase of used 2018 Dodge Journey for use in DARE program). Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Motion by Risavy, and seconded by Morrison, to approve an Ordinance Amending Appendix B (Zoning) of the City of Edwardsville Codified Ordinances

1. Section 1242.03.1 - Central Business District (B-1) 2. Section 1242.03.3 - Downtown Mixed Use District (MU-1); and 3. Section 1252 - Definitions 4. Section 1240.01 – Purpose 5. Section 1242.03 - Business

12. Zoning Map Amendment - Creating the B-1A, B-1B, and B-1C districts Roll Call: Six Ayes, with Aldermen Krause, Louer, Stack, Burns, Risavy and Morrison voting aye. One Nay, with Aldermen Farrar voting nay, Motion carried.

Ordinance Amending Chapter 1242 Rezoning the North Kansas Street Initiative Area from R-2 Multiple-Family Residential District to R-1 Single Family Residence District was filed for second reading.

Ordinance Establishing Zoning Regulations for Adult Use Cannabis was filed for second reading.

Ordinance Amending Appendix B (Zoning) Chapter 1244: Administrative Enforcement was filed for second reading.

Motion by Risavy, seconded by Krause, to approve a Sole Source Resolution with Expert Movers in the amount of $23,800.00 for the relocation of the Nickel Plate Depot. Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Motion by Risavy, seconded by Krause, to approve a Resolution Approving the Execution of an Agreement Between the Main Street Community Center and the City of Edwardsville. Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Ordinance Dissolving the Special Tax Allocation Fund and Terminating the Designation of the City of Edwardsville North Gateway Commerce Center Tax Increment Redevelopment Project Area (TIF No. 3) within the City of Edwardsville, Madison County, Illinois was filed for second reading.

Motion by Risavy, seconded by Morrison, to approve a Resolution Approving Providence Presbyterian Church Planned Unit Development - Development Plan. Roll Call: Seven Ayes, with Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy and Morrison voting aye. Motion carried.

Plan Commission Minutes for the meeting held on September 16, 2019 and the 2020 Calendar were received for information and file.

Cool Cities Minutes for the meeting held on September 18, 2019 were received for information and file.

Administrative & Community Service Committee will meet on Thursday, November 14, 2019 at 5:30 p.m. in the Governor Edwards Conference Room.

Council commended Kevin Head, City Administrator; Tricia Lack, Executive Assistant; and Creative Options for their work on the Veteran's Day Parade banners. Each banner displayed a photo of a veteran from Edwardsville and the surrounding communities. Fifty-nine banners were displayed.
