City of Belleville Board of Trustees Parks and Recreation Committee met Nov. 12.

The Regular meeting of the Board of Trustees for the Belleville Parks and Recreation Department was called to order at 6:30 p.m. by Ms. Marge Belt.
Roll Call Board Members (Alphabetical Order) Ms. Marge Belt, Mrs. Teresa Hessel, Mr. Mike Heisler, Mr. Scott Lanxon, Mr. Tom Myatt.
Roll Call Staff Members (Alphabetical Order) Mr. Jason Poole, Mr. Pat Minogue. Mr. Maue and Mrs. Younger were excused from the meeting.
Previous Minutes Ms. Belt asked if there were any additions or corrections to the minutes for the October 14, 2020 meeting. Mrs. Hessel made a motion that the minutes be placed on file, the motion was seconded by Mr. Heisler. A roll call vote was taken with all members voting aye. Motion carried.
Introduction of Guests and Public Participation None.
Correspondence None.
Claims Mrs. Hessel made a motion that the claims for the month of October 2020 be paid, the motion was seconded by Mr. Myatt. A roll call vote was taken with all members voting aye. Motion carried.
Summary of Fund Balances Mrs. Hessel made a motion to have the finance report for the month of October 2020 be placed on file, the motion was seconded by Mr. Lanxon. A roll call vote was taken with all members voting aye. Motion carried.

Recreation Supervisor None.
Superintendent of Recreation Mr. Minogue informed the board members that Mrs. Lyndsey Younger, Recreation Supervisor has returned to work from furlough status effective November 2, 2020. Mr. Minogue stated that Ms. Younger has been working on getting the Nichols Community Center opened again. Mr. Minogue stated Mrs. Younger has been reaching out to past instructors. Mr. Minogue stated all programs would be operated under the IDPH guidelines. Mr. Minogue stated all programs will be small and currently looking at Zumba, Senior Aerobics, Pickleball and Basketball Clinic to name just a few.
Mr. Minogue informed the board members the Fall Art Contest was launched last month. Mr. Minogue stated that Patty Gregory of Art on the Square reached out and offered $1000.00 in prize money. Mr. Minogue stated the winners will be displayed at City Hall.
Mr. Minogue informed the board members that since the Boo Buckets for Halloween were so popular, he is working on a program for Christmas called the Blizzard Box. Discussion was held on the blizzard box program.
Mr. Minogue informed the board members that the Gingerbread Virtual Challenge has been launched. Mr. Minogue stated that sponsorships are coming in for the event. Mr. Minogue stated that to date there are currently 20 participants enrolled.
Director of Public Works Report Mr. Poole informed the board members that included in their packets were updated Dog Park Rules. Mr. Poole stated recently there had been a couple of issues at the park and the department felt there was a need to revisit updating and restating rules. Mr. Poole stated the office staff researched other dog parks to assist in updating the rules. Mr. Heisler asked Mr. Poole how many dog park members there were currently. Mr. Poole stated there were approximately 200 active members. Mrs. Hessel asked Mr. Poole when members have to show proof of rabies. Mr. Poole explained the process to Mrs. Hessel. Mr. Poole stated that the Belleville Dog Park is the only membership-based facility in the area, the other parks are open to the public.
Mr. Lanxon made a motion to approve the updated Dog Park Rules as presented, seconded by Mr. Heisler. A roll call vote was taken with all members voting aye. Motion carried.
Mr. Poole informed the board members that the Splash Pad as discussed at prior meetings has been approved by the City Council. Mr. Poole stated that Water Odyssey was the chosen company, and they are currently putting together a nature themed design project. Mr. Poole stated there were requests from a few aldermen to keep the project cost within the $300,000.00 awarded grant funds. Mr. Poole stated he has requested Water Odyssey to prepare two designs, one at the cost of $300,000.00 and one at $450,000.00. Mr. Poole stated the designs will take approximately a month to complete.

Old Business Mrs. Hessel informed the board members that the deadline to turn in entries for the Gingerbread Contest is Saturday, November 14, 2020. Mrs. Hessel stated she is happy to report there are presently 54 entries.

Adjournment Hearing no further New Business, Old Business or Questions from the Floor. Mr. Myatt moved to adjourn the meeting, seconded by Mrs. Hessel. All members voted aye. Motion carried. The meeting was adjourned at 6:55 p.m.
