City of Belleville Streets & Grades Committee met Aug. 21.

Chairman Alderman Randle called the meeting to order at 6:00 p.m.

Public Participation

Approval of Minutes 

Alderman Rothweiler made a motion to approve the minutes from July 17, 2023. Alderman Dintelman seconded the motion. All members were in favor by voting aye.

Assistant Director of Public Works 

Jason Poole gave an overview of the Streets Department.

Pick-up of storm debris continues. Fees from St. Louis Composting currently total approximately $9,000.00. This consists of chipping the debris or delivering the debris.

They have also been performing Ditching work along Ridgewood Dr., installing new culverts with the additional concrete Header Walls.

The Chalet's were moved to the lot between 510 E. Main St. and the DMV, for the C.A.V.E. to complete some repairs.

Mowing, litter pick up and street sweeping continues throughout the city.

Chairman Alderman Randle asks if the Oil/Chip Project sweeping has been completed. Jason explains the contractor was sweeping last week. They swept for 2 days. Chairman Alderman Randle asks if any additional sweeping of the Oil/Chip is planned. Jason answers "No." He explains it is difficult to sweep up every bit of the access rock. He requests to be notified if there is access rock that needs to be picked up.

A few crosswalks have been stripped prior to school starting.

New Business 

1. South 16th Street Reconstruction 

Motion to approve Fournie Contracting, Inc. in the amount of $440,731.00 for South 16th Street Reconstruction. Improvements consist of removals, earthwork, concrete curb, HMA binder and surface courses, sidewalk, driveway pavement, drainage structures, seeding and all incidental collateral work necessary to complete the work. (TIF 3 Funds)

2. State Street Sidewalk Proposal 

Motion to enter into agreement with Oates Associates in the amount of $88,546.00 for Engineering Services, for State Street Sidewalk from Lake Shore Dr. to Roosevelt Elementary School. Services include survey and preparation of plans, specifications, and estimates. (TIF 3 Funds)

3. South 16th Street Construction Inspection Proposal 

Motion to approve Lochmueller Group, in the amount of $44,810.25 for the Construction Inspection of South 16th St. from IL 13 to W. Lincoln St.; 0.208 miles. (TIF 3 Funds)

After discussion, members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

4. Susann Court Construction Inspection Proposal 

Motion to enter into agreement with Lochmueller Group in the amount of $16,900.00 for the Construction Inspection of Susann Court project between North Park and South Park. (ARPA Funds)

Alderwoman Schneider made a motion to enter into agreement with Lochmueller Group in the amount of $16,900.00 for the Construction Inspection of Susann Court project between North Park and South Park.

Alderman Weygandt seconded the motion.

After discussion, members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

Miscellaneous/Aldermanic Discussion 

Alderwoman Duco asks what the plans are for the new crosswalks around the fountain once the construction is completed.

Sal explains there are 2 options of painting the crosswalk. The first option is to use an Asphalt machine by adding dye to the asphalt. The second option is to use concrete blocks; compared to the newly constructed crosswalks along Mascoutah Ave.

Alderman Ovian requests suggestions how to improve Oak Knoll brick streets. He states the grass in the street needs sprayed, storm drain grates have fallen, and water is backing up. Replacing the brick streets will be extremely expensive. If the water company needs to replace water lines, since the lines are in the street, they may need to replace the street.

Jason explained a Dye Test may be needed since some of the holes are near a manhole. This could be a sanitary sewer or a storm sewer leaking. The grass in the street and sidewalk will be sprayed.

Alderman Ovian asks what causes a curb to pull away from the brick street?

Sal explains when there is a vertical load is applied to the soil, there is a lateral component to that load. If the subgrade cannot constrain the lateral load, that lateral load pushes outside from either side, causing the curb to move away.

Alderman Rothweiler requests if the GIS is ready to review.

Sal explains we have been using and testing the GIS. He will prepare to give a presentation during next month's meeting.
