City of Edwardsville Public Services Committee met March 27

I. Public Comment: None. BPAC members were present and provided a brief overview of their work to the committee. 

II.  Council Matters: 

A. Approval of Minutes from the March 11, 2025 Public Services Committee meeting: 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. All Ayes. Committee forwarded to Council for information. 

B. Approval of a Resolution Approving the Final Plat of Pfund Industrial Park 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for a final plat off of Blackburn Road. All Ayes. Committee forwarded to Administrative and Community Services for consideration. 

C. A Sole Source Resolution Authorizing the Purchase and Installation of Two (2) Autovu Sharpy Camera Kits 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for a camera system to assist in the prevention and investigation of organized theft rings. All Ayes. Committee forwarded to Council for consideration. 

D. A Resolution Authorizing the Police Department to Apply for the Illinois FY 25 Camera Grant Program 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for a camera grant program through the State of Illinois. All Ayes. Committee forwarded to Council for consideration. 

E. Approval of a Resolution Granting Signature Authority to Director of Public Works and 

City Engineer for Illinois Environmental Protection Agency Permit Applications Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this allows the Public Works Director and City Engineer the authority to sign applications for water or sewer permits. This is an annual action and goes on file with the EPA. All Ayes. Committee forwarded to Council for consideration. 

F. Approval of a Sole Source Resolution for the Resurfacing of Montclaire Avenue to Stutz Excavating, Inc. in the amount of $65,146.64 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for resurfacing Montclaire Avenue between Troy Road and Lindenwood Avenue. All Ayes. Committee forwarded to Council for consideration.
